Guided by the Chapter of the United Nations, as well as the Convention on the 17
Elimination of allDiscriminations against Women, and the Beijing Declaration 18
and the Platform for Action,

Approving that the measures which the previous Draft Resolution has taken into 21
account,

Recalling the Millennium Development Goals-promoting gender equality and 24
improving maternal health, which should be implemented before the deadlines 25
and all the countries have a share in this issue,

Recognizing also that the full implementation of the human rights of women and 28
of the girl child, as an inalienable, integral and indivisible part of all human 29
rights and fundamental freedoms, is essential for the advancement of women,

Emphasizing that empowering women is a critical factor in the eradication of 32
poverty, since women constitute the majority of people living in poverty and 33
contribute to the economy and to the combating of poverty 34
through both their unremunerated and remunerated work at home, in the 35
community, and in the workplace

Reaffirming the importance of the outcome of the Fourth World Conference on 38
Women held in Beijing from 4 to 15 September 1995, as well as all the United 39
Nations major conferences and summits organized since 1990, in particular the 40
World Summit for Social Development held in Copenhagen in March 1995,

Bearing in mind that reproductive rights are one of the basic concerns of 43
therights of women, which are crucial not only to the pregnant women but also 44
for the basic rights for the children, and more considerations should be taken 45
especially in the developing countries,

Considering all the policies and recommendations, including the official and 48
non-official, should be made with the certain national basic conditions being put 49
into consideration, particular matters demand particular analysis, including 50
women’s right problem in Latin America countries (based on PP3 res 63/229, p.
51
32 and 33 report E/2010/4E/CN.6/2010/2, and p. 7 A/res/S-23/3);

Reproductive rights

1.Notes that reproductive rights rest on the recognition of the basic right of all 55
couples and individuals to decide freely and responsibly the number, spacing 56
and timing of their children and to have the information and means to do so, 57
and the right to attain the highest standard of sexual and reproductive 58
health:

a)Calls for the implementations on the legislation to reduce theabortion
60
rates of each member states, and correspondent supervisingmechanism is 61
essentially needed, and each member states should hand in a deadline 62
about thefulfillment of the implementation of the actions,

b)Encourages governments as well as the non-governmental organizations
64
to take part in the propaganda on women’s reproductive rights, including 65
thehealth issue as well as the social issue,

2.Decides to set up a sub commission in the Commission on the Status of 68
Women to ensure the basic reproductive rights being truly protected and to 69
speed up for the achievement in the MDGs under the topic of improving 70
maternal health in recent 5 years:

a)Encourages all the responsible members to chair the committee in turns,

in order to enlarge the amount of people involved in the management 73
and be aware of the seriousness of the topic,

b)The departments should be divided according to the different situations
75
such as proper abortion, healthcare insurance during thepregnancies, the 76
decision making of the child policy, education and assistances in the 77
endangered regions and the application of the funding,

3.Decides to provide assistances to prevent the coerced pregnancies, 79
especially the female in the conflict regions, where sexual violence 80
sometimes comes out as a way of invasion and exploitation:

a)Urges member states to take immediate and effective measures to prevent
82
any form of harassment to women, including implantations on the 83
legislation, such as the punishment,

4.Urges states to show more concern towards women who are especially 86
vulnerable, including disabled women, immigrant women and women 87
living in chaos caused by war, and:
