一、考试的目的与性质）简介
随着我国改革开放的进一步深入和对外交流的不断发展，各方面涉外活动日益频繁。应
有关省、市的要求，经教育部（原国家教委）批准，教育部考试中心将在全国范围内逐步推行全
国公共英语等级考试体系。
全国公共英语等级考试是非学历性教育考试，注重考查考生的英语应用和交际能力。凡
愿参加考试的人，不论年龄大小和学历高低均可在当地考试机构报名参加。考试的性质为目
标参照性考试，亦称水平考试。
为第一级的全国公共英语等级考试共设五个级别，其中第一级考试为初始级。一级（
附属级，略低于第一级要求，更加注重口语化和日常最基本的交际需要，适合大范围普及英语
日常用语的需要。
二、评价标准
（一）交际领域
个左右的英语单词和词组（参见第十章），要求做到能听、能说和能写。
注：在口语不涉及个人兴趣爱好、宗教信仰、工作情况、当地旅游景点等考试大纲词汇表以
外的词汇，由考生自行决定掌握。
语音：能听懂标准的英语发音，所说英语不影响对方理解。
语法：为便于理解有关的交际内容，应初步了解最基础的语法知识（参见第十一章）。考生应能掌握上述交际领域中的主要日常用语（参见第八章）。
