随着残疾人体育运动的发展,国际奥委会和国际残疾人奥委会决定联合组织残疾人奥运会.2000年,国际奥委会和国际残疾人奥委会签署协议,规定申办奥运会的城市必须同时申办残奥会;规定残奥会在奥运会后一个月内,在奥运会举办城市的奥运场地举行。
北京奥运会之后约10天,将按协议规定举办残疾人奥运会。
国际残疾人奥林匹克运动会每两年举行一届,夏夏季残奥会和冬季残奥会交替举行,截至2000年已举办了11届。
1982年3月11日,国际残疾人体育协调委员会(ICC)成立。
鉴于残疾人体育需要更强有力的国际组织,在国际残疾人体育基金会的积极支持下,1989年,国际残疾人体育协调委员会与其他5个国际残疾人体育组织共同创建了国际残疾人奥林匹克委员会。
该委员会现有160个会员协会。
国际残疾人奥委会的任务是组成一个在国际上代表残疾人运动员的组织,授予残疾人奥运会的举办权,并对该运动会进行监督和协助,协调残疾人运动员的国际和地区比赛日程,尊重各类残疾人群体的运动技术需要,将残疾人体育融入国际体育运动,同时保持其特点;与国际奥委会和其他国际体育组织交往,支持并鼓励有助于实现其目标的各种教育与康复计划和促进活动,反对残疾人体育中任何出于政治、宗教、经济、能力、性别或社会原因的歧视,扩大残疾人参与体育运动和提高成绩的机会等。
