外语人才培养:“创新”为贵本文作者:本报记者左卓期号:194阅读数:808评论(0)打印收藏在近日公布的《国家中长期教育改革和发展规划纲要(2010-2020年)(征求意见稿)》中,选择部分地区和学校开展重大改革试点成为其中一项重要内容。
规划纲要提出了10个改革试点,其中之一为拔尖创新人才培养改革试点,即探索贯穿各级各类教育的创新人才培养途径;鼓励高等学校联合培养拔尖创新人才;支持有条件的高中与大学、科研院所合作开展创新人才培养研究和试验,建立创新人才培养基地。
近几年来,在高等外语教育领域,创新型英语人才这一概念已悄然兴起,各外语类院校对于该类人才培养模式的探索也已起步。
2007年,上海外国语大学就已启动了“国际型人才培养创新平台”的建设。
2009年底,教育部、财政部联合下发了《关于批准2009年度人才培养模式创新实验区建设项目的通知》,在获批的101个项目中,又有广东外语外贸大学国际化商务人才培养模式创新实验区和西安外国语大学应用型翻译人才培养模式创新实验区在列。
此外,全国各地的外语类院校也都或多或少地针对该课题进行了有益探索。
何谓创新型英语人才?中国外语教育研究中心文秋芳教授认为,“创新型英语人才应该是具有新素质的复合型英语人才。
也就是说,创新英语人才首先是合格的英语人才,然后必须具有复合型的知识结构。
在此基础上,还要包括创新精神、创新能力和创新人格。
”上海外国语大学校党委书记吴友富在启动“国际型人才培养创新平台”时也曾表示,创新型英语人才是在全面发展的基础上具有创新意识、创新精神、创新思维和创新能力的人才。
他们必须具备高超的外语水平,并且具有综合的知识结构和广阔的国际视野,能够参与全球性的竞争与合作。
这使得创新型英语人才的培养和学科建设都要面向世界、面向社会,采取更加开放的人才培养模式与机制。
北京外国语大学日前与中国日报社签署的合作共建协议,即是在创新型人才培养方面的一项有意义的尝试。
双方将在国家加强国际传播能力建设的大框架下推出“中国日报特色课程”,由中国日报派出中外高级专家,根据课程需要,就国际时事、社会热点、新闻采编、媒体经营、新媒体发展等相关专题设计课程,融合媒体实践与学校理论需求,为北外学生授课。
各高校对于培养创新型英语人才的探索上海外国语大学国际公务员实验班该实验班成立于2007年,是上海外国语大学《国际化创新型英语人才培养模式研究》项目的组成部分,旨在培养具有双外语专业能力和国际政治与经济专业知识的“国际化、创新型、多语言、高水平”外语精英人才。
在教学实践中,国际公务员实验班在强调夯实学生基础知识和复语技能的同时,大幅度地增加了人文通识型、思辨批判型、任务探究型、复合拓展型、自主学习型和社会实践型的课程。
新的人才培养模式减少了单纯的语言技能训练课,加大了选修课比例。
根据国际公务员这一职业取向,新的课程设置最大限度地涵盖了国际公务员所必备的相关领域的知识,例如开设了《外交学导论》《国际法与国际组织》《涉外礼仪》等课程。
在实验班的课程设置中,去往国际组织或外交机构短期实习也是必修内容之一。
在落实培养学生创新能力的实习基地的过程中,课题组走访了北京外国语大学、广东外语外贸大学、辅仁大学、文藻外语学院、伦敦大学、诺丁汉大学、约克大学、丹佛大学等多所大学,以了解国内外知名大学英语专业的教学理念、目标定位、课程设置等基本情况。
广东外语外贸大学国际化商务人才培养模式创新实验区该试验区建于2006年,依托广外雄厚的学科基础以及外语人才培养传统优势,实验区在教育理念、培养方案、管理与运行机制等方面进行了改革与创新,形成了一套系统、全面、高效的本科教育培养方法体系。
在教育理念方面,实验区以培养跨国、跨文化、跨学科、高层次、复合型国际商务人才为目标,立足于社会实际需求,强化学生的实践能力、创新能力和自学能力。
在人才培养措施方面,实验区在保证专业教学的前提下,强化了对非英语专业学生的英语教学,着力培养学生运用英语从事涉外活动和进行跨文化交际的能力。
同时,实验区的英语教学还提出了“多维度英语教学理念”,努力为学生创造校内与校外、书本与网络、学习与实践等相结合的多维度、立体式语言学习环境,把大学英语学习过程转变为实际跨文化交际过程,把间接获取知识过程转变为直接获取知识过程。
此外,在课程设置方面,实验区在非英语专业中广泛推广全英及双语教学模式,目前已在国际商务、国际经济与贸易、金融学、市场营销等六个专业中开设了全英语教学班,并在其他专业大力推行双语教学,提高双语教学课程比例。
西安外国语大学应用型翻译人才培养模式创新实验区该实验区建立于2005年,坚持“高起点、厚基础、重技能”的教学原则,实行以分级教学方案为指导、以过程教学为导向、以项目学习为特色的教学模式。
实验区系统探索和实施本科翻译专业教学与研究,设有口、笔译专业方向,开展文化翻译、商务翻译和科技翻译教学。
实验区在大一、大二基础阶段以语言和通识课程教学为主,形成了欧洲文明史、自然科学史、跨文化交际、平行文本阅读、特殊用途英语、演讲技巧、听力与笔记等特色课程。
三、四年级以翻译专业教学为重点,借鉴英国利兹大学和欧盟模式,形成了文化翻译、商务翻译、科技翻译、网页编译、影视翻译等应用型课程。
实验区坚持面向社会经济发展需要,采取校内、校外相结合的方式培养学生的专业实践能力和应用能力,同时成立项目翻译中心,开辟多种渠道,将项目翻译纳入教学系统,如与商务印书馆、广西师范大学出版社等建立合作关系,运作《西方文明溯源丛书》《阅读的历史》《朗文语言文化词典》等翻译项目;承担政府英文网站翻译项目及陕西省总工会国际部的口、笔译项目;参与大型国际会议的口译服务工创新人才是指具有创新意识、创新能力、创新精神和创新人格的高素质人才。
培养创新人才是创新教育的目的,要培养出创新人才,首先是创新教育。
课程创新是创新教育的基础,是创新人才培养的前提。
高师院校英语专业实施创新教育,创新人才培养,要求我们转变继承性教育思想,树立创新人才培养的观念,注重培养创新思维和科学精神,从而推动教学内容和课程体系的创新。
课程设置除了传统的语言技能课程,素质教育课程外,还应当增设教学实践课,开设开放性、创新性,多元性的专业选修课和能力创新教育课程。

1.引言创新能力是一个人提供首创的新颖、独特、有社会价值的产物的综合能力。
他是人最宝贵的素质之一。
人的整体素质的提高,核心就是创新能力的开发。
长期以来大学英语教学注重的是学生认知能力的发展,并未对学生的创新能力给予足够的关注。
然而,随着教学改革的深入,越来越多的教育者认识到创新能力是学生综合素质中不可或缺的、乃至举足轻重。
因此,“如何在大学英语课堂中培养学生的创新能力”成了很多教育者思考的话题。
本文将就英语人才的培养目标及误区进行分析,并针对误区,就英语课程的教学改革问题进行探讨。
2.英语专业人才培养目标我们所处的时代是知识经济时代,当今国与国之争是人才的竞争,可以说,培养创新型人才是立国之本,是提高国家整体竞争力的关键因素。
中央强调要“把培养造就创新科技人才作为建设新型国家的战略举措”,而且“首要要从教育这个源头抓起,努力建设有利于创新型科技人才生成的教育培养体系”(胡锦涛,2006)。
《中华人民共和国高等教育法》总则中规定:“高等教育的任务是培养具有创新精神和实践能力的高级专门人才。
”然而培养创新型人才恰是我国教育的软肋。
我们培养的人才是知识接受型的,而不是创新型的。
“从国内外的比较看,中国培养的学生往往书本知识掌握得很好,但是实践能力和创造精神还比较缺乏。
这应该引起我们深入的思考,也就是说我们在过去相当长的一段时间里比较重视认知教育和应试的教学方法,而相对忽视对学生独立思考和创造能力的培养”(温家宝,2009)。
这一弊端在英语专业教学中尤为突出。
因此,把创新型英语人才作为新时期英语教学的培养目标即理所应当,又任重道远。
目前,许多院校都以复合型英语人才为培养目标,在英语系的基础上开设经贸、新闻等复合型专业,以适应社会对应用型人才的需求。
但复合型人才有一定的局限性。
与创新型人才强调以人为本、全面发展和创新能力相比,复合型英语人才的市场导向弱化了人文教育和英语学科的特点。
在当今时代,社会对人才的需求已经显现出多元化、多规格、多层次的趋势,社会需要复合型人才、应用型人才,同样也需要理论型人才、通用型人才。
而创新型人才与通常所说的理论型人才、通用型人才、应用型人才、复合型人才等是互相联系的,他们是按照不同的分类标准而产生的不同概念。
无论哪种人才,都需要创造性,都需要成为创新人才。
因此,创新能力是各类人才都应具备的本质特征,是对人才的更高要求。
3.英语人才培养的误区多年来,高校英语教学的努力方向是打好学生的语言基本功,培养合格的英语人才,而忽视了创新能力的培养。
“英语人才”习惯性地被理解为精通英语听、说、读、写、译的人才,而英语专业也演化成了旨在提高学生英语水平的专业,与以提高语言水平为宗旨的“语言中心”(Language Centre)的培养目标没有本质区别。
这种务实的人才观及类似“语言中心”的教学方式,其弊端是显而易见的。
在培养目标上,专注于造就掌握英语的人才,较少顾及培养全面人才应具备的其他素质,尤其是思维能力、创新能力、独立解决问题的能力;在课程设置上,开设的大多为旨在提高英语水平的语言技能和语言知识课程,缺乏提高人文素质的课程;在知识结构的营建上,出现严重失衡,表现在知识与技能的传授中,重技能轻知识,在知识的传授中,重语言知识,轻其他人文知识;在教学方法上,重背诵、记忆、模仿、复述等机械脑力劳动,轻视或忽略有利于发展思维能力、鼓励独立思考的讨论与争辩;在学习方法上,学生往往专攻语言,单科独进,以致发展到热衷于考证书而放弃正规课程的极端实用主义,仿佛这就是学习的终极目标。
