non si limit`o a definire la nazione sulla scorta dell’esistenza di un sentimento nazionale, ma volle aggiungere che gli appartenenti a una nazionalit`a“desiderano di essere sottoposti a un governo,e altres`ıdesiderano che si tratti di un governo composto esclusivamente da loro o da una parte di loro”.L’equazione nazione=Stato=popolo,e in particolare popolo sovrano,rap-port`o la nazione al territorio dato che la struttura e la definizione degli Stati erano diventate sostanzialmente territoriali.Implicava inoltre una moltepli-cit`a di Stati-nazione costituiti su questa base,quale necessaria conseguenza dell’autodeterminazione e affermato nella Dichiarazione dei Diritti del1795in Francia:“Ogni popolo`e indipendente e sovrano,quale che sia il numero degli individui che lo
