加拿大玩具法规条例情况
加拿大玩具安全在《危险产品法案》(Hazardous Products Act H-3)和《危险产品(玩具)条例》(Hazardous Products(toys)Regulation C.R.C.,C.931)中规定。这两个条例由加拿大健康产品安全局(其前身为产品安全局)管理和执行。主要法规条例列表如下:
玩具安全性标准及检验

玩具安全性标准及检验(QA测试标准)一.玩具的毒性1.有害物质:制造玩具的物料及合成玩具的各个部分,都必须清洁干净,以防有任何污染。
(通常用目视检查)2.重金属成分:所有制造玩具用的材料,包括塑料,色彩,颜料,染料,电镀及润滑剂等,均不能含有超量的重金属成分!(产品包括国龙门机检查)二.易燃烧性能(以ASTM-规格为主)目的:视减低儿童因玩具容易燃烧玩具而导致灼伤的机会!!1.玩具成品燃烧的测试规格及方法(美国标准ASTM)选择成品最长距离的轴心(对角线)为燃烧位置,取火焰为最短高度为5/8″或16MM的火种,用火焰的火尖烧主轴底部5秒,如果样板溶解(燃至未燃状态),便继续保持火的位置5秒,使样板燃烧,烧着时再移开火,最多可燃烧60秒60秒后把火熄灭。
2.计算燃烧速度:把烧的距离(面积),除以时间,如:办自然熄灭,距离3″(76MM)时间20秒,则燃烧速度:3÷20=0.15″/秒,如样板不能自然熄灭,便由其自然燃烧60秒后,必须由人工熄灭燃烧物,然后量燃烧的距离(面积),例如是9″(229MM)燃烧60秒则燃烧速度是9÷60=0.15″/秒。
3.标准:速度小于0.1″/秒(S)为合格,速度在0.1″/S至0.15″/S(3.8MM)之间合格但要改善,如果测试有一个样板大于或等于0.15″/S不合格,但可多做次(最后一次可以做4PCS),如多于一只样板的速度大于0.15″/S则全部不合格!!4.成品燃烧测试规格(欧洲)标准EN-71-2此测试只适合成品最长距离轴大于150MM(6″),火苗高度为20±2MM,把火苗角度调为45°烧成品底部上20—50MM间燃烧5秒。
然后度量时间由点火位到停火位的时间与距离,速度不能大于30MM/S5.布料燃烧测试规格:将一块4″X6″的布料平放在U形燃烧架上,燃烧架以45°角倾斜,用直径为1″的蜡烛点燃,火苗的高度为0.5″,用火苗燃烧架子上的布料末端,燃烧2秒后移开,若自然熄灭则为OK,若5秒后未熄灭,则要观察布料燃烧完所用的时间,(比如是30秒)则燃烧速度=6″÷30秒=0.2″/S。

RoHS认证是指符合欧盟RoHS指令(Restriction of Hazardous Substances Directive)的认证,该指令要求电子电器设备中不得使用六种有害物质,分别为铅(Pb)、汞(Hg)、镉(Cd)、六价铬(Cr6+)、多溴联苯(PBB)和多溴二苯醚(PBDE)。

纸和纸板
通常我们见到的纸张和纸板之类的玩具都会 含有油漆、清漆、硝基漆、油墨、胶粘剂涂层或 类似的涂层。在这种情况下,不能将涂层和纸张 或纸板分开来分板,应该只当做纸张或纸板来分。 如果纸板很厚,每单位面积质量超过400g/m2, 这种情况我们不能把它单独当作纸张和纸板,而 要将涂层和纸分开。
• 预定供3岁以下儿童使用的玩具和玩具上的可移取
部件都不能容入到小零件圆筒;或者经过扭力测 试、拉力测试、跌落测试、冲击测试和压力测试 时不能产生容入小零件圆筒的任:

一种是做八种重金属元素(锑、砷、钡、镉、 铬、铅、汞、硒)的测试,一种是总铅的测试。 做八种元素的测试必须提供实际的玩具样品,我 们会使用物理方法从玩具上取下表面涂层;做总 铅的测试可以提供原材料也可以提供实际的玩具 样品。

玩具通用标准-EN71―― EN71 Part 1 Physical and Mechanical test 机械及物理性能测试包括跌落测试, 小零件测试, 锐利边缘测试, 拉力测试, 压力测试, 线缝测试,部件测试,耳鼻眼拉力,扭力测试等.1.扭力——拉力测试(orque&tension)2.跌落测试(Drop Test)3.冲击测试(mpact Test)4.压力测试(Compression Test)―― EN71 Part 2 Flammalility test 易燃性测试包括对可燃性材料进行燃烧测试: 毛发,衣物等― EN71 Part 3 Chemical test 化学测试,即测试8种毒性元素(8 kinds of toxic elements)之含量是否达到标准要求,这8种有毒元素包括:锑(限值60PPM),钡(限值1000PPM),镉(限值75PPM),铬(60PPM),铅(90PPM),汞(限值60PPM),硒(限值500PPM),砷(限值25PPM)玩具指令适用于设计用于或预定于14岁以下儿童玩耍的任何产品或材料,若带电,电源不能超过24V.玩具产品若在欧盟合法销售,则必须符合玩具指令88/378/EEC要求,并标注CE标志。
