十、构成标书的文件（一）招标者准备的标书应包含以下几零件：（1）招标表格和附件（2）招标保证书（3）标价的工程量表（4 ）增补信息目录表（5 ）资格证明资料（6 ）（假如有）可供选择的报价（7 ）要求供给的其余资料应一律使用本文件卷三中的表格，工程量表和目录表。
（除了按相同格式延伸目录表和按条款十四（二）的规定使用可供选择的招标保证书格式）（二）条款六（一）描绘的招标文件和按条款八发出的附录均被视作标书的构成部分。
不需署名和按条款十七、十八规定提交的招标文件应在招标限期到期前送还刊行者，但不要与标书合在一处。
（三）招标者应随标书提交一份按合同条款第十四条要求的形式写就的早期计划。
（四）按合同规定可要求中标者议论改正其计划。
十一、招标价钱（一）除非合同中还有明确规定，合同包含条款一所述所有工程，以招标者供给的项目单价和总价为基础。

IT3 Cost of Tendering投标成本The tenderer shall bear all costs associated with the preparation and submission of its tender and the Employer will in no case be responsible or liable for those costs，regardless of the conduct or outcome of the tendering process投标人应承担在投标准备阶段及完成任务期间的相关费用，招标人在此期间不对这些费用负责。

IT6 Amendment of Tender Documents投标文件的修改6.1 At any time prior to the deadline for submission of tenders ，the employer may ，for any reason ，whether at his own initiative or in response to a clarification requested by a prospective tenderers，modify the Tender Documents by issuing an amendment在提交标书最后期限前，业主可根据自己的意愿，或应回复潜在投标者的解释文件的要求，发布附录修改投标文件。
6.2 Any amendment thus issued shall be part of the Tender Documents pursuant to sub Clause6.1hereof ，and shall be communicated in writing to all pursuant to the Tender Documents.Prospective tenders shall acknowledge receipt of each amendment in writing to theemployer根据6.1，对投标文件的任何修改仍属于投标文件并应按照与投标文件相关内容或格式载入。
