1、明确,是说行文的主旨要明确。
“主”是基本、中心;“旨”是主张、宗旨。

2、完备,是说内容要素要齐全。
所谓内容要素,指的是一篇应用文在处理事务、沟通关系上必不可少的内容因素。
应用文写作总是直接地与具体的事务相联系的,旨在解决工作、学习或生活中的某些具体问题,最讲究现实的效益。
内容要素完备这一要求,正是应用文实用性这一特点所决定的。
3、合式,是要求符合所用应用文体的程式性要求。
