Although the photo was taken fifty years ago, my mother is wearing a blouse and skirt that could easily be worn today. The blouse is made of heavy eggshell-colored satin and reflects the light in its folds and hollows. It has a turned-down cowl collar and smocking on the shoulders and bellow the collar. The smocking (tiny rows of gathered material) looks hand-done. The skirt, which covers my mother’s calves, is straight and made of light wool or flannel. My mother is wearing silver drop earrings. They are about two inches long and roughly shield-shaped. On her left wrist is a matching bracelet. My mother can’t find this bracelet now, despite the fact that we spent hours searching through the attic for it. 尊敬的分供方：
首先感谢贵公司长期以来对海尔的大力支持和密切配合，海尔在包括贵公司在内的全体供方的鼎力协助下取得了辉煌的成绩，同时海尔的发展也带动了贵司的提升。
但是面对当前越来越严峻的市场形势，为保持海尔集团旺盛的生命力，保证双方持续共同发展，让我们携手共创成本竞争力。
希望贵公司从大局出发，着眼于长远利益，从内部挖潜力，踊跃参与竞价，为双方创造更大的效益。
为了体现公平竞争、优胜劣汰的原则，以及保护双方利益，竞价具体要求及激励办法如下：
1．请贵公司积极参与竞价，若贵公司弃权，则视为不重视双方合作关系，我方将调整双方合作策略，如减少供货物料的份额及停止开发新品等。
2．现场以及非公开竞价的报价单，以及网上竞价完成后的书面确认报价单必须按照海尔要求填写规范清晰，不允许有涂改，否则视为无效。
3．报价单必须加盖公章或企业法定代表人或授权代表签字，否则视为无效；非公开性竞价须在指定时间以前加盖单位骑缝章送达指定地点，以我方所在地接收的邮戳时间为准，否则视为贵公司弃权。
4．对于现场竞价，贵公司应依据竞价通知要求的时间到达竞价现场；对于网上竞价，需按指定时间登录指定的竞价界面。
对于迟到者，我方有权取消贵公司该次竞价权利并将在海尔B2B网站上予以通报，同时将反馈相关信息至贵公司最高领导，贵公司须对迟到事件出具解释以及处理意见。
5．竞价价格除书面约定外，均为不含税价格，竞价价格不允许高于竞价通知的起始价，否则视为无效。
6．竞价结果公布3个工作日内，我方调整GVS系统执行价格，届时所有发票价格均按更改后价格为准。
请贵公司在系统价格调整前及时录入发票，价格调整后将不予录入高价发票。
7．竞价项目若采用网上竞价的方式，在竞价结束后，各竞价供应商应按照《竞价附件》或《竞价邀请书》的要求，在规定的时间内提供加盖贵公司公章的书面报价单原件。
各竞价供应商如果对己方投标价格有异议，应在网上竞价结束前向该次竞价项目的负责人提出，提报价格一经提交即视为有效，各竞价供应商在竞价后提交的书面确认报价价格必须与网上提报价格一致。
8. 中选供应商确认方式：各竞价供应商的投标价格是我方决定中选供应商及名次的重要依据，但非唯一条件，我方竞价评审委员会有权根据投标价格、供应商资质、供应商经营策略等因素综合评定最终中选供应商及名次。
我方有权根据竞价实际情况不公布中选价格，只公布中选供应商。
9．中选供应商必须按竞价所得配额以中选价格履行供货义务，若属于新供应商因为模具开发等原因暂时不能履行供货义务的，必须按约定的时间履行供货义务（一般不超过一个月，特殊情况下以我方书面认可的期限为准）。
否则按所得配额六个月订单价值的10%支付违约金，不足拾万元的按拾万元执行。
10．中选供应商属于我方网络外供应商的，必须在中选后六个月内通过我方的供应商评审，在获得相应的认证并具有供应商编码后，方可按竞价所得配额以中选价格履行供货义务，否则海尔有权取消中选供应商的竞价成绩和供货资格。
11．各供应商必须据实报价，严禁相互串通，多点供货供应商相互串通出现价格相同或其他串通情节的，该次竞价无效。
对于出现以上有违公平合作的行为，我方将调整相关供应商的合作策略，如减少该供应商供货物料的份额及停止开发新品等。
12．本次竞价是建立在保证质量和明确给我方供货产能的基础上的竞争，各竞价供应商在竞价后必须保证产品质量合格并依据所得配额供货，违约者依据双方签订的《基本供货合同》相关条款处理。
13．中选供应商若为新供应商或未批量供货的供应商，在接到通知后，应立即向相关采购经理申请图纸、报验单，保证在一个月或我方认可的时间期限内合格转批量。
除双方有书面约定外，开发新部品所必须的认证、备案费用由供应商自行承担。
新供应商因自身原因未能在约定时间内报验合格，未能具备足够的供应能力等，依本《供方竞价须知》第9条执行。
14．在新供应商未能批量供货期间，原供应商必须以其在竞价中的报价按原配额保证生产，出现拒绝订单影响
生产的，依本《供方竞价须知》第9条执行。
15．本《供方竞价须知》作为各供应商参与竞价的基本原则，具体的配额分配方案及其他约定条款以竞价当次发布并确认的《竞价附件》为准。
15．参加竞价各供应商有义务保守秘密，不得向任何第三方透露有关竞价信息，对于违反者，将按照双方签订的《基本供货合同》中的相关规定处理。
16．若贵公司参加竞价，即以行动表明已清楚我方要求的供货方式，贸易、技术及付款条件，并且保证按照我方的要求供货。
17．签署本文件，即视为接受本文件各项条款规定的约束条件，但并不因此解除双方在《基本供货合同》项下或贵公司确认的其他文件下的任何一项义务。
18．作为参加竞价的前提，各供应商应在本《供方竞价须知》及下附的承诺书上加盖公章和骑缝章，知悉并理解本《供方竞价须知》的所有内容并同意按此执行。
19．签署本文件，即视为各供方同意任何与本《供方竞价须知》及本次竞价有关的纠纷若不能通过友好协商解决，应提交我方所在地人民法院裁决。
