一般情况下，议付行与开证行不是同一银行。
议付是议付行对受益人的单据办理融资,而融资款即由开证行根据其在信用证中的承诺偿付。除非受益人与议付银行另有协议,议付信用证项下，议付行向受益人支付票款之后仍有追索权。
议付信用证都要求受益人出示汇票。通常,受益人为出票人,开证行为付款人。议付行议付之后,凭汇票/单据向开证行索偿。
