There is much “water over the dam” now in terms of joint ventures and one lesson that can be drawn from the experience is that “people” changes should be made with great care in the naming of company representatives responsible for working with foreign partners on international joint ventures. The fact of change in itself in these representatives frequently is just not a plus in the development of the joint venture relationship.Joint ventures, in a number of cases don’t work out because the “people” relationships become unglued and / or the business can’t be made profitable. With this in mind, international joint ventures should be structured to anticipate the worst contingencies. 翻译师：适用于英语专业研究生毕业，同时要有一定的翻译工作经验；高级翻译师：要在翻译师中产生，必须通过翻译师后才能报考。
注：目前只开展口译、笔译的初级、中级、高级培训考试。
考试科目全国商务英语翻译考试分为笔译和口译，证书独立发放，同学们可自由选择。
笔译考试是闭卷笔试，贴近笔译培训教材；口译考试是在语音室进行的交替互译，内容贴近口译培训教材。
证书发放学员通过全国商务英语翻译考试办公室统一组织的考核及综合评定后，根据考评结果，颁发由全国商务英语翻译专业委员会认证的相应等级相应层次的全国商务英语翻译证书。
分初、中、高三个层次，每个层次又分A、B、C等级，A是优秀，B是良好，C是合格。
考试简章在全球经济发展一体化和市场化运作的背景下，英语作为国际商务用语变得尤为重要，而中国又急需大量既会英语又懂商务知识并掌握一定技能的复合型专业人才。
为了满足这一时代需求，全国商务英语翻译考试办公室根据中国城市商业网点建设管理联合会《关于开展全国商务英语翻译考试（ETTBL）的通知》（中商业网点字[2009]23号）（见附件），在2010年推出全国商务英语翻译（ETTBL）培训、考试工作，通知如下。
一、目的商务英语翻译ETTBL培训考试旨在培养出专业化、知识化的口译/笔译人才，缩短学员进入企业的磨合期，尽快适应工作，提高学员商务英语翻译专业水平及职业能力，更好地胜任工作，为社会培养出一流的商务翻译人才队伍。
二、对象凡遵守中华人民共和国宪法和法律、恪守职业道德、具备一定外语水平、有志于从事商务领域翻译工作的在职和求职人员及在校生，不论学历高低，均可参加。
三、内容商务英语翻译ETTBL培训考试以全国商务英语翻译教程（口译/笔译）的培训大纲为基础，培训内容涵盖广告、企业介绍、产品与保险、人力资源与职业、经济、国际贸易、金融证券、市场营销、法律、合同与协议、旅游业等。
内容侧重于常用商务材料英汉互译对照、常用商务专业词汇及典型句型解析、翻译技巧等，目的是通过有针对性的学习和练习实践，提高学员的实际应用能力及专业水平。
四、标准和层次商务英语翻译ETTBL培训考试分为笔译和口译，根据商务翻译水平分别分为五个层次：初级、中级、高级、翻译师和高级翻译师。
初级：能在商务往来中进行一般性商务英语交谈。
涉外企业的员工及同层次的企业外销人员、宾馆接待人员、商场收银员等。
中级：能在一般性商务会谈和商务活动中进行口译和笔译。
涉外企业的职员及同层次的秘书，办公室主管等。
高级：能在一般性商务会议和外事商务活动中进行口译和笔译。
涉外企业主管及同层次的企业经理助理、企业经理等。
翻译师：能在大型商务会议中进行复杂的口译和笔译，并胜任专职商务翻译工作。
高级翻译师：能在各种国际会议中进行口译和笔译。
在口译中能交替传译和同声传译；在笔译中对商务活动会议的文件及商务专业性的资料作笔译。
能承担国际商务会议中各种复杂的笔译、口译，解决商务英语中的一切疑难问题。
五、报名条件学员可根据实际能力申报相应层次。
各层次要求如下：初级：适用于英语专业的专科毕业生和非英语专业的本科毕业生，及专业英语水平相当的在职和在读人员；中级：适用于英语专业本科生，及专业英语水平相当的在职和在读人员；高级：具备以下条件之一者即可报考高级商务英语翻译资格认证考试。
1. 英语专业毕业的研究生；2. 有2年以上（包括2年）相关专业工作经验的本科毕业生；3. 通过高等学校英语专业八级考试合格者；4. 获得全国商务英语翻译 (ETTBL)中级证书后有1年相关工作经验者；5. 从事相关工作3年以上（包括3年）的专科毕业。
翻译师：适用于英语专业研究生毕业，同时要有一定的翻译工作经验；高级翻译师：要在翻译师中产生，必须通过翻译师后才能报考。
六、报名手续学员报名时需携带身份证原件和复印件一份、最高学历证书复印件一份，及4张2寸免冠彩色照片到当地指定报名点填写报名登记表。
七、考核方式学员培训课程结束后，参加统一考核。
该考试包含了听、说、读、写、译等各方面的内容，以此来全面地考查学员商务英语翻译的综合能力。
口译采用英汉交替互译考核的方式，笔译采用闭卷笔试的方式。
八、证书颁发学员通过全国商务英语翻译考试办公室统一组织的考核及综合评定后，根据考评结果，颁发相应等级相应层次的全国商务英语翻译证书。
九、工作要求全国商务英语翻译ETTBL培训考试是一项涉及面广、实用性强的工作；各组织单位要充分认识到这项工作对于提高商务英语翻译人员的素质，扩大翻译人才队伍，促进我国对外经济文化交流，加速我国和国际接轨进程，具有重要意义。
全国商务英语翻译ETTBL培训要根据全国商务英语翻译教程的培训大纲及授课内容，针对学员不同层次安排相应培训课时，但不得低于60个课时；培训的基础设施为标准教室、多媒体教室、语音教室；培训教师需经过岗前培训、考核合格后方可参与培训，对于成绩优异、在业界具有一定影响力、科研成果突出的教师，经综合评定后颁发优秀培训教师证书。
各培训组织单位要在全国商务英语翻译考试办公室的指导下做好商务英语翻译ETTBL培训、考试工作，为我国社会经济建设培养高素质商务翻译人才。

全国商务英语翻译统一考试笔译考试大纲初级笔译：考试目的：通过检验应试者对商务英语的理解、处理及表达能力，评价其笔译实践能力是否达到商务英语初级译员的水平。
考试要求：一、掌握5000个以上英语词汇，包括3000个基础英语词汇和2000个商务英语词汇。
二、具有初级商务英语知识。
三、能够就一般难度的商务文章进行英汉互译，译文准确传达原文，无语法错误，无错译、漏译，四、可以胜任基础性商务材料或文件的英汉互译工作；或胜任涉外企业的员工及同层次的企业外销人员、宾馆接待人员、商场收银员等。
五、英译汉速度每小时300-400个单词，汉译英速度每小时500-600个汉字考试适用对象：一、英语专业专科毕业生和非英语专业的本科毕业生；二、英语专业本科三四年级学生；三、专业英语水平相当的在职和在读人员。
考试内容设置：考试合格标准：考试采用百分制计分方式，满分为100分，考试合格标准为60分。
其中60-70分为合格；70-80分为良好；80分以上为优秀。
中级笔译考试目的：通过检验应试者对商务英语的理解、处理及表达能力，评价其笔译实践能力是否达到商务英语中级译员的水平。
考试要求：一、掌握7000个以上英语词汇，包括3000个基础英语词汇和4000个商务英语词汇。
二、具有较高的商务英语知识，了解中国和英语国家商务交流活动。
三、能够就中等难度的商务文章进行英汉互译，译文准确传达原文的事实和细节，无错译、漏译，四、可以胜任专业性商务材料、函件或文件的英汉互译工作；或能够胜任涉外企业的职员及同层次的秘书，办公室主管等。
五、英译汉速度每小时400-500个单词，汉译英速度每小时700-800个汉字考试适用对象：一、英语专业本科毕业生或在读研究生；三、专业英语水平相当的在职和在读人员。

三、能够就高难度的商务文章进行英汉互译，译文忠实原文，且能准确传达原文风格，无错译、漏译。
四、可以胜任较高难度的专业性商务材料、函件或文件的英汉互译工作。
五、英译汉速度每小时500-600个单词，汉译英速度每小时800-900个汉字。
