4. The Secretary-General shall inform all Contracting Parties of the notification of any extension or withdrawal of any extension communicated under this Article.

3 / 22(g) The term vessel restricted in her ability to maneuver means a vessel whichfrom the nature of her work is restricted in her ability to maneuver as required bythese Rules and is therefore unable to keep out of the way of another vessel.“操纵能力受到限制的船舶”一词应包括，但不限于下列船舶：The term vessel restricted in her ability to maneuver shall include butnot belimited to:（1）从事敷设。
