对自然资源的利用一旦超过了极限,就会出现资源问题。

目前,资源短缺与人口增长、经济发展对资源需求之间的矛盾,已成为世界性问题。

一、自然资源1.概念:指在一定的经济技术条件下,自然界中可以被人类生产与生活利用的物质和能量的总称。

2.意义:它们是支持人类生存、支持社会可持续发展所不可缺少的物质基础。

3.分类:非可再生资源可再生资源。

二、淡水资源短缺(一)世界淡水供应与需求1.世界淡水供应少(1)可以用的水资源少①在全球水储量中,淡水只占2.53%。

②所有淡水中99%难以直接利用。

i淡水中绝大部分储存在两极冰帽和大陆冰川中,占淡水总量的86%,因地处偏远,难以获取;ii还有12%的淡水为地下水,必须凿井提水方能获取。

iii在无人区或人烟稀少地区降水所形成的地面流水,也未能被人们利用。

③人类最容易获取的是江河湖沼中的水。

(2)淡水资源在陆地上分布很不均匀受气候等地理条件的影响,巴西、俄罗斯、加拿大、美国等国水资源丰富。

北非和中东很多国家降雨量少,蒸发量大,每年总水量和人均水量都低。

(3)水资源浪费和污染严重人们在利用水资源过程中,有时采取了不合理的开发与管理措施,以致浪费水的现象相当普遍,加上许多地方出现水体严重污染,使原来不充足的淡水资源更为紧缺。

2.世界淡水的需求量大生产需求工业用水(1)人类对水的需求农业用水生活需求)各国各地各种用水量以及它们分别在总用水量中所占比例差别显著。

.从总水量来看,亚洲、北美、欧洲多,大洋洲、中美、南美洲和非洲少。

其影响因素主要有径流地区不协调,水资源的有效利用率低。

2.从各部门的用水比例来看,欧洲和北美的用水比例由高到低依次为工业、农业、生活,而非洲、亚洲、中东的用水比例由高到低依次为农业、工业、生活,且农业用水比例远远高于工业。

这主要是由各地区经济的部门结构来决定的。

3.从生活用水的角度看,欧洲、北美、大洋洲、南美洲的比例较高,非洲、亚洲和中关的比例较低。

这主要与当地居民的生活水平有关。

(3)世界总需水量增长很快随着人口不断增加,工农业生产发展,以及其他社会用水扩大,供需矛盾非常突出。

3.水资源短缺的影响(1)水资源短缺制约着经济发展,影响着粮食产量,对生态环境产生不良影响,并且直接损害人们的身体健康。

(2)为争夺水资源,在一些地区还引发国际冲突。

如,水资源短缺已成为中东、非洲等地区国家关系紧张的重要原因之一。

同一条河流的上游与下游国家,常因为水的问题发生争执。

(二)中国淡水供应与需求1.总特点:中国水资源总量丰富,但人均水资源量很少。

2.地区分布极不平衡总规律:由东南向西北递减(图3.2)。

⑴长江及其以南地区水资源丰富,但在部分人口稠密地区,由于河流水污染与湖泊富营养化等原因,使水质不能符合要求,也存在淡水资源短缺问题。

⑵长江以北外流河区的广大地区水资源相对较少,黄河、淮河、海河流域是我国水资源最为紧缺的地区。

⑶内流河区属于地广人稀、经济欠发达地区,生态环境脆弱,单位土地面积水资源占有量少,经济用水大量挤占生态环境用水,为该区域带来了生态环境问题。

3.时间分配不均我国降水量在时间分配上,年际变化大,年内分配不均,更给水资源的利用带来困难。

4.我国水资源供需矛盾突出(1)我国农业、工业和生活等方面对水的需求量急剧增长。

在许多地区,水资源的开发利用已经超过了水环境的承受能力。

2000年全国总用水量已增至5497亿立方米,与1949年相比,净增4.34倍。

(2)由于自然和社会因素的综合影响,我国水资源供需不平衡,农业和城市缺水状况已备受关注。

缺水已经成为对工农业生产有重要影响的问题。

目前全国有效灌溉面积约占全国耕地面积的51.2%,近一半的耕地得不到灌溉。

全国600多个城市年有近400个城市缺水,其中严重缺水城市达130多个。

?⑴水多:共涝灾害多,是部分地区发展的心腹大患。

据世界银行估计,中国每年在洪涝灾害上的损失平均为100亿美元,其中洪水占三四成,涝灾占五六成。

⑵水少:供给和需求不平衡。

河道外用水较多,造成河水断流,地下水位下降。

⑶水脏:水环境污染、水质下降等。

⑷水浑:包括水土流失、沙尘暴等引发的一系列水环境问题。

三、耕地日渐减少(—)世界耕地需求趋势全世界可耕地总面积为29.5亿公顷,其中容易开垦的部分已被耕种,面积为15.4亿公顷。

其余虽有潜在的被开垦的可能性,但是或由于土壤肥力水平不高,或由于通达性受到限制,必须有较大投入才能有效利用。

随着世界人口的增长,人类正在面临着越来越严峻的耕地资源不足的问题。

3.4,分析以下问题。

1.依据世界可耕地总面积、世界人口、按现有生产水平所需耕地面积三条曲线,分析世界土地资源供求关系的前景。

点拨:随着人口的增加,人地矛盾将越来越尖锐。

目前人类已经面临耕地资源不足的困境,随着时间的推移,这种供求矛盾的矛盾将进一步突出。

2.如果进一步开垦土地,使世界耕地面积处于动态平衡(如虚线所示),土地资源供求关系的前景将怎样变化?点拨:从图3.4可以看出,开垦土地只能把这样的困境延缓一段时期。

更何况可供开垦的土地越来越少,农业生产水平也不可能在短时期内大幅度提高。

3.如果使现有农业生产水平翻一番、翻两番,世界土地资源前景将怎样变化?点拨:从图3.4可以看出,如果使现有农业生产水平翻一番、翻两番,世界土地资源能把这样的困境延缓一段时期。

4.你认为开垦土地、使农业产量翻番的可行性怎样?为什么?点拨:能够在一定程度上缓解土地资源的压力,但是不是根本的解决方案,因为从图3.4提供的信息说明,耕地供需矛盾实质上是人地矛盾,控制人口增长是解决此矛盾的关键。

(二)中国耕地资源面临的压力1.耕地面积总量大,但人均占有量小中国土地资源中耕地面积有1.28亿公顷,约占总土地面积的13.7%。

由于人口众多,人均占有耕地不足0.1公顷,仅为世界人均耕地面积的45%。

2.耕地的地理分布很不均,人均耕地水平也存在很大差别(1)我国耕地的地理分布很不均匀。

由于自然条件、历史发展和人口密度等因素的影响,耕地中日8.4%分布在东南半壁,11.6%分布在西北半壁。

(2)人均耕地水平也存在很大差别只有黑龙江、内蒙古人均耕地多于0.3公顷。

自然条件较好和生产水平较高的地区,如上海、北京、天津、湖南、浙江、广东和福建等省市,人均耕地面积小于0.07公顷。

3.随着经济的发展,非农业建设用地增长迅速,加剧了人均耕地的减少近年来,我国非农业建设用地增长迅速,城市建设、能源、交通、水利、工矿建设用地均不断增加,占用了不少耕地,使得人均耕地面积日益减少(图3.5)。

?人口的增加,我国人均耕地面积逐步下降。

到了近代,可开垦的土地有限,加之各种建筑用地面积加大,而人口仍然快速增长,导致人均土地面积将进一步下降。

目前我国人口仍然在增长,后备的耕地资源有限,城市、工业、交通等还要占用耕地,所以我国人均耕地面积仍然有下降的趋势。

.通过查阅图书、互联网或实地调查,了解学校附近地区近年来耕地被占用的情况,及其对粮食生产的影响。

根据实际情况可以由教师提供资料的方式进行,如果条件允许,可以到当地土地局或实地进行考察,获得有效数据。

2.针对此种情况,建议采取什么对策?4.耕地中高产稳产田占1/3左右,低产田约占1/3由于人口增加,为了满足粮食供应的需求,人们不断增加土地利用强度,致使土地退化严重,加上由于不合理的灌溉和施用农药等,使耕地受到严重的污染,更加剧了耕地不足的局面。

四、一些矿产濒临耗竭1.世界矿产资源现状:矿产资源是人类生产资料与生活资料的重要来源。

矿产资源的特性之一是其非可再生性,但全世界消费矿产资源的数量却呈现快速增长的趋势。

占世界人口1/5的发达国家消费了世界3/4的矿产资源,广大的发展中国家的矿产消费量只占世界的1/4。

随着矿产资源消费量的急剧增长,有些矿种发生短缺甚至耗竭。

2.我国矿产资源的紧迫性表现:⑴中国矿产资源总量大,居世界第三位,而人均占有量低于世界平均水平。

⑵矿产资源中富矿少,贫矿多,加之开采中采富弃贫,使矿产品位下降。

⑶矿产资源的地区分布不平衡,矿产品的加工消费区集中在东南沿海地区,而矿产资源主要富集在中部或西部地区。

到目前为止,我国45种主要矿产的探明储量有相当部分不能满足经济发展的需要,到2020年,资源保证程度更低,特别是绝对需求量大的石油、铁、铜、铝、硫、磷等重要矿产缺口大,矿产资源供需矛盾加剧。

源短缺的严重性、紧迫性,从而为树立节约矿产资源的意识和行为奠定基础。
