known as Worksafe Australia.The Standard was initiated by the Standards Australia Committee on Boilers and Pressure Vessels and has relevance to—(a)increasing national and international acceptance of the use of Quality Assurance(QA)as a means by which manufacturers and suppliers can provide assurances topurchasers,users and regulatory authorities that products and services are meetingthe required standards;and(b)the Special Premiers’Conference held in October1990which highlighted thepressure equipment industry as one industry where regulatory review was required.Occupational health and safety regulating agencies have indicated their collective view that QA could provide a framework by which manufacturers and suppliers could demonstrate compliance with the performance-based requirements of occupational health and safety legislation.However,it was recognized that QA alone would not provide full assurance in high hazard situations and that certain levels of external design verification and inspection of the product would be required,depending upon the hazard level.The hazard levels adopted in this Standard are comparable with those proposed by the European Community,Pressure Equipment Directive.Existing Standards for pressure equipment come under the general banner of AS/NZS1200—Pressure equipment.The Standards referenced in AS/NZS1200specify inspection requirements but do not deal with QA aspects.These Standards are largely based upon traditional legislative requirements which involve inspection by the regulating authorities.Newer style occupational health and safety legislation requires manufacturers, suppliers and owners to take full responsibility for their activities with pressure equipment.To assist in this process and to align with leading world practice,this Standard requires traditional external third-party inspection for more hazardous equipment but reduces this requirement where certified quality systems are in use.This Standard is a new edition to the Standards referenced in AS/NZS1200and applies to boilers,pressure vessels and piping.Such equipment is a component of general hazardous plant and thus the concepts of QA and hazard levels contained in this Standard may apply to other hazardous plants.Also,in forming this Standard its important relationship with occupational health and safety legislation and the proposed NOH&SC National Regulatory Model for Plant,has been taken into account.Because major changes to current practice will result from the use of this Standard,a transition period for adjustment of practices will be necessary.It is proposed that this Standard may be implemented from the date of publication with the acceptance of the relevant regulatory authority,but should not become mandatory until January1994or other time determined by the regulatory authorities.It is also expected that some improvements may be necessary as a result of experience in the use of the Standard.This Standard is not intended to be retroactive;and the design and equipment already verified or approved do not require reverification in accordance with this Standard.Subsequent alterations,however,are the subject of C O P E A N D G E N E R A L1.1SCOPE This Standard specifies requirements for the assurance of product qualityin the manufacture of boilers,pressure vessels and pressure piping including associated safety equipment(hereinafter termed pressure equipment).It covers both purchaser specifications and regulatory requirements and recognizes the manufacturer’s certified quality systems and the utilization of external design verification and inspection of fabrication.The Standard applies to design,fabrication,inspection,testing,and despatch of the above equipment;and also applies to design and fabrication inspection requirements in relation to alterations and repairs where required by other Standards,e.g.AS3788and AS3873.It does not apply to—(a)pressure equipment outside the scope of AS/NZS1200;(b)installation of boilers and pressure vessels covered by AS3892;(c)operation(including commissioning)and maintenance of boilers,pressure vesselsand piping covered by AS3873;(d)in-service inspection of boilers,pressure vessels and piping covered by AS3788;(e)servicing of pressure equipment;(f)gas cylinders as defined in AS2030;(g)transmission pipelines as defined by AS1697,AS1958and include routine maintenance,repairs or replacements.1.4.2Audit,full—an audit performed by a JAS-ANZ accredited or approved auditing organization in which compliance or non-compliance to all the system authority,instead of being accredited or approved by JAS-ANZ.1.4.3Audit,partial—an audit performed by a JAS-ANZ accredited or approved auditing organization between the full audits that it pliance or authority,instead of being accredited by JAS-ANZ.1.4.4Boiler—a vessel or an arrangement of vessels and interconnecting parts,wherein steam,or other vapour is generated,or water or other liquid is heated at a pressure abovethat of the atmosphere by the application of fire,the products of combustion,electrical power,or similar high temperature means.It also includes superheaters,reheaters, economizers,boiler piping,supports,mountings,valves,gauges,fittings,controls,the boiler setting and directly associated equipment.It does not include a fully flooded or pressurized system where the water or other liquid is heated to a temperature lower thanthe normal atmospheric boiling temperature of the liquid.1.4.5Certified—certified by a certifying body.1.4.6Certifying(certification)body—a body accredited or approved by JAS-ANZ forthe purpose of certifying manufacturer’s quality systems,design verifying bodies, fabrication inspection bodies,or in-service inspection bodies.A certifying body shall not certify itself as a design verification body or a fabrication inspection body.NOTE:In the interim until31December1995,the regulatory authority may accept competent organizations as a certifying body.1.4.7Designer—a body corporate,firm or person responsible for the design of the pressure equipment.1.4.8Design verifying(verification)body—a body corporate or firm external to that ofthe designer and responsible for the verification of the design.The design verifying body may be a regulatory authority.(See Clause4.5.)1.4.9External design verifier—a person employed by the design verifying body for the purpose of verifying pressure equipment designs.(See Clause4.5.)1.4.10Fabrication inspection body—a body corporate or firm external to that of the manufacturer,and responsible for the inspection of materials and construction of pressure equipment.The fabrication inspection body may be a regulatory authority.(See Clause5.4.)1.4.11Fabrication inspector—a person employed by the fabrication inspection body forthe purpose of inspecting the fabrication of pressure equipment.(See Clause5.4.)1.4.12Fired heater—a pressure vessel wherein a liquid is heated below its atmospheric internationally recognized Standards.1.4.14Manufacturer—a body corporate,firm or person who manufactures pressureequipment.1.4.15Pressure equipment—boilers,pressure vessels and pressure piping.1.4.16Pressure piping—an assembly of pipes,pipe fittings,valves and pipe accessoriessubject to internal or external pressure and used to contain or convey fluid or to transmit fluid pressure.It includes distribution headers,bolting,gaskets,pipe supports and pressure-retaining accessories.It does not include any vessel that falls within the definition of a boiler or pressure vessel in this Standard nor any pipeline covered by any other legislation.1.4.17Pressure vessel—a vessel subject to internal or external pressure.It includesinterconnected parts and components,valves,gauges and other fittings up to the first point of connection to connecting piping.It also includes fired heaters and gas cylinders,but excludes any vessel that falls within the definition of a boiler or pressure piping in this Standard.1.4.18Purchaser(or owner)—the person or organization for which the pressureequipment is manufactured.1.4.19Regulatory authority—the authority which is legally charged with theenforcement of the requirements of the legislation relating to pressure equipment in the State or Territory of Australia,or other country,in which the equipment is to be appropriate quality assurance,design verification and fabrication inspection requirements of this Standard to ensure that the design,material,fabrication,testing,documentation and dispatch comply with the relevant pressure equipment Standard.2.2MANUFACTURER’S QUALITY SYSTEM Each manufacturer of pressure equipment covered by this Standard shall have in place a quality system which enables the manufacturer to—(a)plan and control the manufacture of the pressure equipment so as to comply withthe requirements of the applicable pressure equipment Standard(e.g.AS1210,AS1228,AS1797,AS2971,AS3509,AS4041);and(b)comply with either—(i)the requirements in Clause3.1for a certified quality system;or(ii)the procedures in Clause3.2for a non-certified quality system.NOTE:The extent of any external design verification and fabrication inspection required in the manufacture of particular types of pressure equipment is related to the manufacturer’s quality system and the hazard level of the equipment.(See Table2.1).2.3EXTERNAL VERIFICATION OF PRODUCT QUALITY Where required by Table2.1and Clause2.4,verification of the design of the product shall be performed by a design verifying body and inspection of the fabrication of the product shall be performedby a fabrication inspection body.The verification of the design of pressure equipment by a design verifying body and the inspection of the fabrication of pressure equipment by a fabrication inspection body only apply to the pressure retaining components of the pressure equipment and shall excludeany valves,gauges,fittings,controls and ancillary equipment.2.4ALTERATIONS2.4.1Major alterations Where a major alteration is made to Hazard Level A,B or C pressure equipment during manufacture,the alteration shall be treated as a new design and,where required by Table2.1for the relevant hazard level,the altered design shall be submitted for external design verification in accordance with Section4.Where requiredby Table2.1for the relevant hazard level,external inspection of fabrication in accordance with Section5shall be carried out.Examples of major alterations include,but are not limited to the following:(a)An increase in the maximum allowable working pressure(internal or external)ortemperature of pressure equipment regardless of whether or not a physical changewas made to the pressure equipment.(b)A decrease in the minimum temperature such that additional mechanical tests arerequired.(c)The addition of new nozzles or openings in a boiler or pressure vessel,whichrequire design calculations,e.g.where the nozzles or openings are larger in diameterthan openings already in the equipment or which are located in positions whichrequire redesign.(d)A different nominal tensile strength or nominal composition from that usedin the original design.2.4.2Minor alterations Where a minor alteration is made to Hazard Level A,B or Cpressure equipment,external design verification or inspection of fabrication shall not be required for such alteration provided the alteration complies with the relevant pressure equipment Standard.However,the alteration to the design and the results of any fabrication inspection shall be documented by the designer and the manufacturer.2.4.3Documentation Alterations to the design and the results of any fabrication inspection for pressure equipment not specifically mentioned in Clauses2.4.1and2.4.2 shall be documented by the designer and manufacturer.2.5RESPONSIBILITIES2.5.1Purchaser(or owner)The purchaser shall be responsible for ensuring that—(a)the requirements and functions specified for the purchaser in the applicable pressureequipment Standard and this Standard are met;(b)the equipment purchased complies with the purchaser’s specified requirements andthe requirements of the regulatory authority in the State,Territory,or country in which the equipment is to be operated;and(c)data in accordance with Appendix B is supplied to enable the appropriate hazardlevel to be determined,except where the designer assumes this responsibility.2.5.2Manufacturer The equipment manufacturer shall be responsible for ensuring that the equipment,as fabricated,meets the design specification and that the detailed inspections and tests specified in the applicable pressure equipment Standard and this Standard are performed and that the requirements are met.External verification of design and inspection of fabrication shall not absolve the manufacturer from any responsibilities. The manufacturer shall ensure that suppliers and subcontractors meet the requirements of the pressure equipment Standard and this Standard.2.5.3Designer The designer shall be responsible for—(a)ensuring that the design of the equipment complies with the applicable pressureequipment Standard and any additional purchaser’s specifications(see Note to Clause1.1);(b)preparing the design documentation specified in Clause4.2,where external designverification is required by Table2.1;(c)determining the hazard level of the equipment;and(d)providing to the manufacturer design information necessary for the manufacture andsafe use of the equipment within the design parameters.The designer may be employed or subcontracted by the manufacturer or purchaser.2.5.4Design verifying body The design verifying body shall be responsible for verifying that the design complies with the requirements of the applicable pressure equipment Standard and this Standard.2.5.5Fabrication inspection body The fabrication inspection body involved shall be responsible for verifying that the equipment has been fabricated,tested and inspected to the requirements of the pressure equipment Standard and this Standard.2.5.6Pressure equipment manufactured outside the State or Territory of operation Where equipment is constructed in Australia,but outside the State or Territory of operation,the manufacture and testing shall be to the satisfaction of a fabrication inspection body at the point of manufacture.It shall be the responsibility of the purchaser to ensure that such fabrication inspection body is certified in accordance with this Standard.2.5.7Imported equipment Where equipment is constructed outside Australia,the importer or supplier shall be responsible for ensuring the following:(a)The manufacturer meets the requirements of Clause2.5.2.(b)The requirements of Table2.1are met.(c)Verification of the design of imported equipment is carried out in accordance withSection4by a design verifying body certified in Australia except where a mutual recognition agreement for conformity assessment exists with the countries concerned.(d)Fabrication inspection of the imported equipment is carried out by a certifiedfabrication inspection body or a recognized overseas inspecting organization.NOTE:Recognized overseas inspection organizations are listed in PEN G5.This list is reviewed each year.Requirements for such recognition are similar to the requirements of Clause5.4;and for details the appropriate regulatory authority should be consulted.The scope and frequency of inspection should comply with the applicable pressure equipment Standard and this Standard,together with any additional requirements resulting from the design verification.(e)Certification of the imported equipment as required by the relevant pressureequipment Standard and any additional requirements resulting from design verification is prepared and signed by the manufacturer.The prescribed certificate shall be signed by a representative of the recognized overseas inspecting organization and shall be provided by the importer to the purchaser.2.5.8Exported equipment Where equipment is manufactured in Australia for export, the equipment shall be inspected as required by a commercial contract.NOTE:It is recommended that exported equipment be manufactured in accordance with the Australian Standard applicable to the type of pressure equipment,or other equivalent recognized national Standard,and with any additional requirements of the regulatory authority in the country in which the equipment is to be operated.2.6DECLARATION OF CONFORMITYA manufacturer’s data report(or certificate)and marking on equipment are required for all pressure equipment manufactured to AS1210,AS1228,AS1797,AS2971,AS3509 and AS4041for Hazard Levels A to D.This documentation shall include a declaration by the manufacturer and the fabrication inspection body(where the equipment is inspected)indicating conformity with the particular pressure equipment Standard.For Hazard Level E of Table B1,the marking on the equipment in conformity with the relevant Standard is regarded as a statement that the equipment complies with the Standard.Similarly,a certificate or mark of a fabrication inspection body is regarded as a statement of conformity with the relevant Standard.2.7DISPUTES AND INTERPRETATIONS Where disputes between the manufacturer and the design verifying body or fabrication inspection body,or the need for interpretations arise,the dispute or interpretation shall be referred to the regulatory authority or a body acceptable to the regulatory authority,or to Standards Australia/ Standards New Zealand Committee ME/1—Pressure equipment in accordance with AS/NZS1200.S E C T I O N3M A N U F A C T U R E R’S Q U A L I T YS Y S T E M3.1CERTIFIED QUALITY SYSTEM Where compliance with Table2.1requires the manufacturer to make pressure equipment in accordance with a certified quality system, the quality system shall—(a)comply with AS/NZS ISO9001,AS/NZS ISO9002,or other equivalent Standardacceptable to the regulatory authority;andNOTE:For this Standard AS2990categories A and B are equivalent to AS/NZS ISO9001 and AS/NZS ISO9002,respectively.(b)be subjected to initial and triennial full audits and interim partial audits normallytwice per year.The auditing organization shall be accredited or approved by JAS-ANZ and the auditing team for all audits shall include at least one person having at least four years experience in the design,manufacture,maintenance or inspection of pressure equipment and,where required by the regulatory authority,a representative of that authority.The certifying body shall provide the regulatory authority with at least14days advanced notice of all assessment and certification activities.NOTES:1As an interim measure until1January1996,the following quality systems and their auditing organizations are deemed to be acceptable for the appropriate parts of thequality system:(a)American Society of Mechanical Engineers(ASME)Boiler and Pressure VesselCode Quality Control System for Manufacture with auditing by ASME andthe National Board of Boiler and Pressure Vessel Inspectors.(b)TechnischeÜbervarchungs Veraine(TUV)QC system with TUV audits.(c)QA systems complying with Clause3.1(a)with auditor accredited in accordancewith requirements of the Department of Labour,NZ.2The organizations that carry out full and partial audits should comply with AS3911.1, AS3911.2and AS3911.3and utilize the services of at least one person complying withthe AS3911.2for auditing personnel.Where the regulatory authority or the purchaser needs to conduct a full or partial audit,such audit should be conducted at the same time as the full or partial audits by theaccredited or approved auditing organization.The manufacturer shall ensure that certification of its quality system is current and applicable to its responsibilities.Evidence of such certification shall be available to regulatory authorities,certifying bodies,fabrication inspectors and purchasers’inspectors.3.2NON-CERTIFIED QUALITY SYSTEM Where the manufacturer does not have a certified quality system complying with the relevant requirements of this Standard, documents shall be prepared for those critical operations where documentation is essential to assure quality.These shall include—(a)procedures for design verification;(b)procedures for material and component purchase,identification and traceability;(c)welding procedures;and(d)inspection and test plans.Direct reference to the particular Clause of the pressure equipment Standard should be made.。

Equipment Efficiency Changes
The following is a summary of updates to the equipment efficiencies required by 90.1-2010. Air conditioners and heat pumps. Efficiencies for air conditioners and heat pumps have been improved substantially in recent years. In fact, when compared to the 1989 standard, there is approximately a 17 percent Energy Efficiency Ratio (EER) improvement in the larger sizes and 30 percent in the 5- to 20-ton category. For small, less than 5-ton, equipment the change is approximately 34 percent Seasonal Energy Efficiency Ratio (SEER) improvement. 雖然該標准說明了零度鏡片太陽鏡和時裝眼鏡的安全要求和行這﹐但仍然被用于有度數類型的太陽眼鏡。
這兩個標准與1983年版不同﹐因為現在的標准包括了兒童太陽鏡。
但不是包括玩具太陽鏡﹑滑雪眼鏡﹑特殊目的的眼鏡﹐如化妝用的﹑日光浴防護眼鏡﹑保護眼睛免受輻射而不是太陽傷害的眼鏡。
應該注意﹐小孩戴的太陽鏡不滿足眼鏡的尺寸要求。
附錄描述了決定眼鏡透過率的方法﹐計算平均透過率的例子和顏色限制。
此標准是依其他國家和國際標准協分的流行和試行太陽鏡的內容說明制定的。
然而﹐該標准中的要求﹐主要基礎是出版的與太陽鏡安全保養﹑舒適和改善視野有關的科學文獻。
附錄F的系列參考資料和輔助知識在制定此標准時特別有價值。
但必須強調﹐參考目錄并沒有包含所有。

CS/53委員會各部﹕略澳大利亞標准太陽鏡和時裝眼鏡第一部分﹕安全要求第一章范圍和概要1.1范圍該標准制定了太陽鏡和具有零折射度數平光鏡片的時裝眼鏡的安全要求。
下述類型太陽鏡和時裝眼鏡都包含此標准中﹕1.1.1傳統有框眼鏡1.1.2前面有一塊遮陽板的無邊眼鏡1.1.3夾取型太陽鏡1.1.4兒童太陽鏡該標准里描述的墨鏡更多的是用來保護眼睛免受自然日光而不是其他來源輻射的危害。
滑雪護目鏡不包含在此標准的要求中。
這個標准也不適用于夜晚駕駛所戴的彩色鏡。
夜晚駕駛時佩戴太陽鏡或任何一種彩色眼鏡都會讓人很不舒服。
這個標准沒有對評估太陽鏡和時裝眼鏡的質量制定統計抽樣或質量控制過程的規定。
該標准在統計考慮AS 1399 的基礎上評定出來。
注意﹕1此標准中含蓋的墨鏡和時裝眼鏡未必適用于工業環境里的眼睛防護。
適于工業用的防護眼鏡除了有該標准的要求﹐還在AS1337里作了詳細的說明。
2對防止眼睛受光學輻射而不是太陽光危害的防護眼鏡的詳細要求見AS 1338。
3對日光浴時眼睛的防護需求在AS 2635 里做規定。

1.3.1輻射1.3.1.1可見光輻射-----能夠直接引起視覺敏感的輻射。
界限不易確定并因不同人而變化。
下限通常在380m到400nm間﹐上限在760nm和780nm之間。
1.3.1.2紫外光輻射------單色組分波長的光學輻射小于可見光輻射大于約100nm。
1.3.1.3紅斑紫外輻射----波長小于325nm紫外輻射﹐在此情況下﹐暴露足夠時間后會引起慢性炎症和人皮膚發紅。
1.3.1.4太陽紅斑紫外輻射----到達地球的太陽光紫外輻射并有波長小于325nm的部分。
1.3.1.5近紫外輻射----波長范圍在320nm到400nm的輻射。
1.3.1.6近紅外輻射----波長范圍在700nm到1300nm的輻射。
1.3.2參考几何1.3.2.1子午線----通過無焦點透鏡的基准中心的大圓1.3.2.2透鏡基准線----透鏡的中線﹐介于且平行于透鏡最高和最低的水平線(見圖1.2)1.3.2.3透鏡基准尺寸----透鏡水平和垂直尺寸﹐通過基准中心測得(見圖1.2)。
這些尺寸分別指基准長度和半----基准深度1.3.3透鏡的折射性質1.3.3.1折射度數----透鏡改變光束匯聚或發散的能力﹐表達為焦距的倒數注意﹕1折射度數的測量單位是米的倒數(m-1)2以前的測量單位﹐屈光度(D)﹐是個平均數﹐用在眼科學和視力測定中。
3可發散光的透鏡度數是負值。
1.3.3.2棱鏡度數----從透鏡到物體的距離﹐100倍物點的像點之透鏡能力。
注意﹕1棱鏡度數是一個無大小的量2棱鏡度數以前的測量單位﹐棱鏡屈光度﹐是個平均數﹐用在眼科學和視力測定中。
1.3.4表面曲率----曲率定義為﹕a)透鏡的表面曲率是距離平面的正規彎曲度的測量值﹔或者b)任何子午線的曲率是在子午線中最適合的交叉表面曲度圓半徑之倒數。
注意﹕1)表面曲率的測量單位是米的倒數(m-1)2)) 表面度數等于以米表示的表面半徑倒數乘與(透鏡材料的折射率減1)表示的表面表率。
也是作為測量單位的為的倒數﹐但這里指的屈光諱莫如深(D)用在眼科學和視力測定中時是個平均數。
上述的表面度數可相應地用等式表示﹕F=(n-1)/rF=表面度數(1/m)n=鏡片材料的折射率r=曲率半徑(m)1.3.5透過率1.3.5.1光譜透射比----某一波長單色波的透過輻射通量與入射輻射通量之比。
1.3.5.2透射率----透過光通量與入射光通量之比。
透射率通常以一種國際認可的標准光源進行描述。
1.3.5.3發光密度----透射率倒數以10為底的對數。
注意﹕輻射通量是以輻射形式發射﹑傳播或接收的能量。
光通量是以眼睛的光譜敏感性權衡輻射而從輻射通量衍生來的一個量。
1.3.6鏡片類型1.3.6.1均勻著色太陽鏡片----透射率不發生改變的鏡片。
1.3.6.2梯度-密度太陽鏡片----鏡片的一部分或整個鏡片上的透射率逐漸改變。
1.3.6.3偏振太陽鏡片----包含或用線性偏振膜制造的鏡片。
1.3.6.4光致變色鏡片----暴露于變化的可見光或紫外光下時顏色或透射率改變的鏡片。
1.3.7太陽鏡和時裝眼鏡的類型注意﹕太陽鏡和時裝眼鏡的性質見表2.1.下述定義是各種類型的一般描述。
1.3.7.1時裝眼鏡----實質上不會減少太陽的強光﹐僅僅具有時裝效果的眼鏡。
1.3.7.2一般目的的太陽眼鏡----在通常環境中降低太陽強光的眼鏡。
1.3.7.3特殊目的的太陽眼鏡----出于職業或娛樂目的而在相應的環境中降低太陽強光的眼鏡﹐一般目的的太陽眼鏡在那樣的環境中的作用不大或不適合。
入射光線非常強﹐或佩戴者經常或長期暴露于強光下。
1.3.8太陽鏡和時裝眼鏡的類型1.3.8.1夾式太陽鏡----著色鏡片夾在眼鏡的上前方1.3.8.2滑式太陽鏡----著色鏡片可在眼鏡上后方滑動1.3.8.3護目鏡----鼻梁或額頭前方的一塊擋板﹐隨身挂在腰間或戴在頭上。
1.3.9Shall----指強制性措施1.3.10Should----指建議性措施1.4分類出于標記目的﹐依鏡片透射率的性質將太陽鏡和時裝眼鏡分類(見表2.1)。
分類如下﹕1.4.1時裝眼鏡1.4.2一般目的太陽鏡1.4.3特殊目的太陽鏡類型(a)防護強烈太陽光﹔(b)防護特殊環境下太陽光中的紫外線輻射第二部分鏡片要求1.1基本要求1.1.1拋光鏡片無任何突出﹑尖銳的邊緣﹐或在使用中會引起不舒適或受傷的東西。
1.1.2視野鏡片有清晰的圓形視野范圍﹐最小范圍直徑為30mm﹐中心位于基准中心(見圖1.2)。
