10年过去了,我们经历了各种考验,特别是我们共同经历了百年不遇的金融危机.直到今天,金融危机正中的一些有毒资产的问题还没完全消化,欧洲主权债务问题也存在许多不明朗、不确定的因素thesolutionofEuropeansovereigndebtremainsunclear；新兴国家包括中国在内,碰到了许多新的挑战,比如通货膨胀问题domesticinflation,环境保护问题等等.
所以整个世界发展充满了不确定性remainsuncertain,在这样一个时候,达沃斯讨论worldeconomicforuminDavos：新形势下的共同准则monrulesandnormsinthenewsituation.有着特殊意义.而中国10年前参加世贸组织正是一种共同规则的参与decidedtoembracemonrulesbyjoiningWTO,所以我愿意在这简单谈三点体会.

第一,中国十年前加入世贸组织China’sAccessiontoWTO是中国改革开放重要里程碑milstone.中国在改革开放中面临诸多困难挑战的形势下,毅然选择接受多边贸易规则acceptmultilateraltraderules,参加世贸组织；我们感谢世贸组织接受我们这个新成员thankWTOforacceptingChinaasamemberofWTO.
同时我们自己也做了很大的努力wepaidmucheffortstojoinWTO,我们付出了昂贵门票,经历了成长烦恼experiencethepainofgrowth,正在成为从学习规则,运用规则,掌握规则,到参与制定规则,这么一个成熟的世贸组织伙伴.wegrowfromanewmemberofWTO,tryingtolearntherulesandusingtherules,no wwebeeamaturemember.WeareabletomaketherulesforWTO.我们在过去10年里,在入世以后sinceChina’sWTOentry,把我们的平均关税averageduty从15.3%降到了9.8%,开放100个服务贸易部门,我们废除,清理,新出台了3000法律法规.

第二个体会是,这10年是中国与世界分享繁荣和共赢的十年.我们在这十年里进口出口分别增长了4.7和4.9倍.
GDP增长2倍多.与此同时,我们对外投资和对国际上最不发达国家都有很大帮助chinaalsoworkactivelytomakeforeigninvestmentandbringmanybenefitstothe leastdevelopedcountries.
以去年为例,国际资本在中国投资了amount1000多亿美元,10年一共投资exceed了7000多亿美元.但是我们也开始走向世界Chinesepaniesalsostarttogoglobal,特别是去年,我们在海外投资近600亿美元outwardinvestment.
在中国,跨国公司在华投资,有大量企业得到了很好的盈利mostoftransnationalcorporationswhichhavealreadyinvestedinChinabenefit enormouslyfromtheirbusinessinChina；有1400多个研发机构在中国获得的盈利,支持母公司在本国度过金融危机manypaniesopenedR&DcenterinChina.theirgoodbusinessperformanceinChinaa lsohelptheirparentpaniestosurvivethedifficulttimeofthefinancialcrisis.我想最重要的是我们积极支持发展中国家外贸援助.
对41个LDC国家给予了三年达到95%商品零关税,所以现在中国成为他们最大出口目的地国.Atthesametime,chinaalsoengageditselfintheinternationaleffortsoftra deforaid.Wedecidedtoaffordduty-freetreatmentforover95%itemsthatChinai mportfrom41leastdevelopedcountries.andthisisgoingtobedoneinthenextthr eeyears.thereforechinahasbeethebiggestdestinationforexportoftheabove-mentioned41LDCs.
第三点是中国把入世10周年作为新的起点,将更加开放.
moreopen比如说中国正在制定促进进口的政策decidedtocarryoutapolicytopromoteimporttrade,希望今后五年我们进口能够实现倍增hopingthatourimporttradevolumewilldoubleinthenextfiveyears.中国正在鼓励我们的企业走出去togoglobal,鼓励他们到世界各地扩大业务发展expandtheirbusinesstoothercountries,使各国共享中国改革开放成果benefitsgeneratedbyChina’sreformandopeningup.。
