◆对外交流
• 西葡语系多年来一直有着比较广泛的国际、校际联系，与西班牙的阿尔卡拉大学签订了交流合作协议，每年都互派交流生。近年来，西葡语系每年都选派超过15名学生出国留学，提高了学生的语言水平，拓宽了我们的办学思路。此外，随着对外交流的日益增多，我们加强了和西班牙和墨西哥等主要的西语国家大学的接触，已和近十所大学（如马德里自治大学，巴塞罗尼亚自治大学，阿拉贡国际商学院，安达卢西亚大学，塔拉格纳大学等）就双方人员和学术交流进行了探讨，并和他们保持着良好的联系。西葡语系的绝大部分教员都曾在国外学习，进修或参加学术活动。 2007年北京第二外国语学院在墨西哥奇瓦瓦大学设立了首个孔子学院，将进一步扩大与南美洲国家的广泛联系。

我心目中理想的外国语大学

纵观近现代历史，世界强国都是伴随着自己大学的崛起而崛起的，在文艺复兴时期现代大学首先在意大利肇始，因为意大利是资本主义现代性发展的长子。

随着历史的步伐，荷兰、法国和英国的大学也与其国家的繁荣强大互为因果，随后是德国洪堡所倡导的研究型大学的转型与德国向传统强国的挑战相呼应，再后来就是美国和美国高等教育占统治地位的时代。

目前，经济全球化、信息网络化以及新科技革命深刻地改变着人类的生存状态，经济、社会、环境、安全等新问题层出不穷，海量的知识和数据在网络上传播，“大数据”似乎成为人们绕不开的生存背景，社会对人才的要求已经改变且越来越高。

面对新的挑战，除了必须培养巨量的有专门知识和技术的高技能人才，以便为制造业发展提供大批高素质的劳动者，我们还必须培养越来越多的能够引领科技、文化和思想变革的创新型人才。

只有在创新型人才培养方面取得优势，我们才能实现中华民族真正的崛起。

引领社会变化的创新型人才必须具有广博的知识视野，必须具有超越现有知识规范的想像力和理论构建力。

创新型人才一方面必须具有跨越学科知识界限的复合性知识结构，另一方面他们对社会实际进程也具有密切的感知关联和认识敏感度。

可以说，只有具有知识转移和方法转移能力的复合型人才，才能符合时代的需要；只有具有解决复杂而多变的实际问题能力的人才，才能满足社会快速发展的要求。

鉴于社会的发展变化，高等学校的教育教学改革应该有符合时代需要的理念，而现时代的需要就是培养一大批具有使命感、责任感和较高知识素养的创新型人才和高技能人才。

北京外国语大学一直是翻译、外交、外贸、新闻等涉外人才的培养基地，“让中国了解多样的世界，让世界理解变化中的中国”是北外的使命。

我们应该如何通过教育教学改革，提升我们人才培养的水平和质量呢？显然，要取得成功，我们不能照搬其他兄弟院校的现成的经验，只能根据北外的历史传统和发展现实去自主探索。

北京外国语大学诞生于延安，是中国共产党亲手创办的第一所外国语学校。

经过70多年的发展历程，北外已经成为我国外语语种最多最全的大学，目前已开设58种外国语，并且发展了国际关系、金融、经济、法律、新闻等涉外人才培养的专业。

长期以来，学校坚持“外、特、精”的办学理念和“兼容并蓄，博学笃行”的校训精神，成为一所以外国语言文学学科为主、多学科协调发展的复语型、复合型高水平国际化人才的重要培养基地。

那么，怎么样才能更好地实现“外、特、精”的办学理念呢？我们的思路是：“优化结构，凸显特色，学术牵引、追求卓越。

”
所谓“优化结构”就是：一优化人力资源结构，不仅适度提高教师在人员结构中的比例，而且逐步提高人才引入门槛，考虑师资的学历、学缘、年龄结构，提升教师队伍整体水平。

一方面，教师素质和水平高了，就能够体现我们学校学术方面的“精”；另一方面，行政管理和后勤辅助服务团队精兵简政了，就能够体现我们学校人力资源结构上的“精”；二优化学科结构，构建有利于复语型、复合型人才的学术组织，探索有利于学科交叉、协同育人的资源配置机制，逐渐实现管理重心下移。

与其他学校相比，我们的国际化不只是为了提升办学质量才走国际化的战略，北外的专业特色本身就是国际化的。

可以说，国际化就是北外存在的理由和价值之所在。

所以，“外”就是我们的“特”，“外”体现着我们的特点和特色。

由此看来，所谓“凸显特色”就是外向型人才的培养，无论外语类还是非外语类专业，都体现外向型人才这个根本特色。

我们“外”的特色不仅表
现在外语教学与研究方面，而且表现在培养复语型、复合型的外向型专业人才方面，同时也表现在中国文化走出去的研究和服务方面。

所谓“学术牵引、追求卓越”，就是把学校的工作从行政主导转向学术主导，不断提高人才培养的质量，不仅追求最好的教学，而且追求高水平科研所支撑的高水平教学；为此，就要加强科学的考核和评估，鞭策教师在职业发展中不断追求卓越；也要探索人事制度、评价制度和薪酬制度改革，激励教师追求学术卓越；还要从严治校，提高办学效益、管理效益，创设一个鼓励人才愿意做事且能够干成事的制度和文化环境。

追求卓越是激励教师教学科研中面向最好，要有自觉的反思能力：能够自觉地意识到，在追求卓越的过程中没有最好，只有更好。

建设一个结构合理、学术卓越的北京外国语大学，就要完善内部治理的制度建设。

为了科学有效的内部治理，应该根据学校的历史传统和特点，制定《北京外国语大学章程》。

在章程总的规范下，要强化民主决策与监督，规范研究和决策的程序，提升校务公开、信息公开力度，充分发挥教代会、学术委员会、学位评定委员会的作用，加强教职员工对学校管理工作的监督，最大限度地满足广大教职员工参与学校民主管理的要求。

同时，在章程中也要合理地确定学生会、研究生会的权利，创设学校工作听取学生意见和引入学生视角的机制。

一句话，制度建设的目标就是充分调动各方面积极因素，服务学校建设与发展。

在我的头脑中，校长个人的作用越来越不重要，才是一所有自己优良传统和内部治理良好的学校。
