2010年全国大学生英语竞赛（National English Contest for College Students, 简称NECCS），由高等学校大学外语教学指导委员会和高等学校大学外语教学研究会联合主办，天仁报业集团的英语辅导报社和考试与评价杂志社承办，是由教育部批准的面向全国各类大学生的大学英语学科综合能力竞赛。
本竞赛分初赛、决赛和全国总决赛三个阶段。
初赛和决赛分别定于2010年4月11日上午9：00—11：00（星期日）和2010年5月9日上午9：00—11：00（星期日）在全国各地同时举行。
2010年暑假期间将举办2010年全国大学生英语竞赛全国总决赛暨2010年全国大学生英语夏令营。
本届夏令营营员将从2010年全国大学生英语竞赛特等奖获得者中产生。
全国总决赛期间将举办第十一届全国大学生英语演讲赛、第十一届全国大学生英语辩论赛、第四届全国大学生英语风采大赛等活动，参与全国总决赛的部分优秀选手将有机会被选派出国参加国际大学生英语竞赛和访学活动。
全国大学生英语竞赛系列活动是我国大学英语教学一项重要的评价手段和激励机制，对于全面落实大学英语教学的各项指标、提高大学英语学科地位和大学英语教学水平有重大的促进作用。
每个学校的参加人数和成绩将直接影响对该校大学英语教学水平的评价。
本竞赛的获奖证书是大学英语教师教学业绩和大学生学业水平的有力证明，是教师评优和评职的重要佐证，是学生出国留学、就业的重要“砝码”。
随着大学生就业形势越来越严峻，本项全国大学生英语竞赛的重要性得到凸现，全国各高校对此项竞赛活动越来越重视，各地各高校报名参加此项竞赛的各类大学生每年以20%的速度快速增长，有的高校甚至出现全校由学校出资统一组织报名参赛的盛况。
此竞赛面向全体在校大学生，提倡“重在参与”的奥林匹克精神，坚持自愿报名参加的原则。
全国大学生英语竞赛组织委员会要求各省（自治区、直辖市）竞赛组委会提前做好本项竞赛活动的宣传发动和组织报名工作。
据悉，从目前报名工作情况来看，2010年除了C类大学公共英语大学生参加竞赛人数将有大幅增长外，其他的A类、B类和D类大学生参赛的人数也将大幅增加。
关于2010年全国大学生英语竞赛的类别，仍然分为A、B、C、D四个类别：A类适用于研究生参加；B类适用于英语专业本、专科学生参加；C类适用于非英语专业本科生参加；D类适用于体育类和艺术类本科生和非英语专业高职高专类学生参加。
记者从全国大学生英语竞赛组织委员会办公室获悉：2010年全国大学生英语竞赛（NECCS）在竞赛方式、竞赛题型和奖励方式等方面坚持改革和创新，但又会保证命题工作的连续性和稳定性，坚持稳中求变。
2010年全国大学生英语竞赛（NECCS）初、决赛均为全国统一命题，初赛和决赛成绩满分（含听力、笔试）均为150分。
决赛备有口试题，加设口试地区的分数满分为200分（口试50分）。
口试方案和题目均为全国统一命制，由各省级竞赛组委会根据具体情况决定是否统一组织口试，并决定口试时间和地点等具体事宜。
本竞赛承办单位天仁报业集团已组成由旗下《英语辅导报》和《考试与评价》杂志社骨干编辑和研发人员为主的初、决赛试题命题小组，开始启动本竞赛的命题工作。
本竞赛初赛和决赛赛题的命题依据分别为《非英语专业研究生英语教学大纲》（A类）、《高等学校英语专业英语教学大纲》（B类）、《大学英语课程教学要求》（C类）、《高职高专教育英语课程教学基本要求》（D类）。
竞赛命题过程中既参考目前通用的各版本大学英语教材，但又不完全依据任何一种教材。
本竞赛作为大学英语四、六级考试和大学专业英语四、八级考试的试验田，承担着大学英语考试与评价改革的前期实验和改革创新任务，每年的竞赛初、决赛试题题型和内容稳中有变，引领着英语考试改革的方向。
2010年竞赛的初、决赛试题的结构和内容将做适当调整和创新。
题型可能变化：本赛题笔试部分由听力理解、词汇和语法结构、完形填空、阅读理解、翻译、智力测试和写作七大部分组成。
