该while引导的时间状语从句中省略了you are，相当于While you were walking the dog,you were careless and it got loose...。

当时间、条件和让步状语从句中的主语与主句的主语一致时，可将从句中的主语和be动词省去。

例如：When(you are)crossing the road,you should be very careful.过马路的时候你要特别当心。
