①一般情况“普惠制产地证”填制说明普惠制产地证书标题栏〈右上角〉,填上检验检疫机构编定的证书号。
在证头横线上方填上“中华人民共与国”。
国名必须填打英文全称,不得简化。
Issued in THE PEOPLE'S REPUBLIC OF CHINA〈国内印制的证书,已将此印上,无须再填打。
〉第一栏：出口商名称、地址、国家。
例:CHINA ARTEX (HOLDING) COPR. GUANGDONG CO.NO.119, LIUHUA ROAD, GUANGZHOU, CHINA注:此栏带有强制性,应填明详细地址,包括街道名、门牌号码等。
中国地名的英文译音应采用汉语拼音。
如GUANGDONG (广东)、GUANGZHOU （广州）、SHANTOU （汕头）等等。
第二栏:收货人的名称、地址、国家。
该栏应填给惠国最终收货人名称（即信用证上规定的提单通知人或特别声明的受货人）,如最终收货人不明确,可填发票抬头人。
但不可填中间转口商的名称。
欧洲联盟、挪威对此栏是非强制性要求,如果商品直接运往上述给惠国,而且进口商要求将此栏留空时,则可以不填。
第三栏：运输方式及路线〈就所知而言〉例:ON/AFTER NOV.6, 2000 FROM GUANGZHOU TO HONG K0NG BY TRUCK, HENCE TRANSHIPPED T0 HAMBURG BY SEA.注:一般应填装货、到货地点〈始运港、目的港〉及运输方式〈如海运、陆运、空运〉。
转运商品应加上转运港,如VIA HONGKONG。
该栏还要填明预定自中国出口的日期,日期必须真实,不得捏造。
对输往内陆给惠国的商品,如瑞士、奥地利,由于这些国家没有海岸,因此如系海运,都须经第三国,再转运至该国,填证时应注明。

CONDITIONS: To be eligible for the preferential tariff treatment under the Regional Comprehensive Economic Partnership Agreement (the Agreement), goods should:a. fall within a description of goods eligible for concessions in the importing Party; andb. comply with all relevant provisions of Chapter 3 (Rules of Origin) and if applicable, Article 2.6 (Tariff Differentials) of Chapter 2 of the Agreement.2. EXPORTER AND CONSIGNEE/IMPORTER: Provide details of the exporter of the goods (including name, address and country) and consignee/importer (including name,address, and country) in Box 1 and Box 2, respectively.3. PRODUCER: Provide the details of the producer of the goods (including name, address and country) in B ox 3, if known. In case of multiple producers, indicate “SEE BOX 8” inBox 3 and provide the details in Box 8 for each item. If the producer wishes the information to be confidential, it is acceptable to state "CONFIDENTIAL", however, the producer information may be available to the competent authority or authorised body upon request. In case the details of the producer are unkn own, it is acceptable to state “NOT AVAILABLE”.4. DESCRIPTION OF GOODS: The description of each good in Box 8 should be sufficiently detailed to enable the products to be identified by the customs officer examiningthem.5. HARMONIZED COMMODITY DESCRIPTION AND CODING SYSTEM (HS): The HS should be at the 6-digit level of the exported product and based on Annex 3A of theAgreement.6. ORIGIN CONFERRING CRITERIA: For the goods that meet the origin conferring criteria, the exporter should indicate in Box 10 of this Form, the origin conferring criteria met,in the manner shown in the following table:7. EACH GOOD CLAIMING PREFERENTIAL TARIFF TREATMENT QUALIFIES IN ITS OWN RIGHT:It should be noted that all the goods in a consignment qualifiesseparately in their own right.8. FOB VALUE: The FOB value in Box 12 only needs to be provided when the Regional Value Content criterion is applied in determining the originating status of goods.10. INVOICES: Indicate the invoice number and date for each item. If multiple invoices are used, indicate the invoice number and date for each item. The invoice is the one issuedfor the importation of the good into the importing Party. In cases where invoices used for the importation are not issued by the exporter or producer, in accordance with Article 3.20 of Chapter 3 of the Agreement, the “Third-party invoicing” box in Box 17 should be ticked ( ), and the name and country of the company issuing the invoice should be provided in Box 14.11. BACK-TO-BACK CERTIFICATE OF ORIGIN: In the case of a back-to back Certificate of Origin issued in accordance with Article 3.19 of Chapter 3 of the Agreement, the“Back-to-back Certificate of Origin” box in Box 17 shoul d be ticked ( ), and the original Proof of Origin reference number, date of issuance, issuing country, RCEP country of origin of the first exporting Party, and, if applicable, approved exporter authorisation code of the first exporting Party should be indicated in Box 14.12. 普惠制原产地证明书普惠制原产地证明书普惠制原产地证明书(GENERALIZED SYSTEM OF PREFERENCE)，简称普惠制(GSP)，是指发达国家给予发展中国家或地区在经济、贸易方面的一种非互利的特别优惠待遇。
即发展中国家向发达国家出口制成品或半制成品时，发达国家对发展中国家予以免征或减征关税。
实施普惠制必须遵循三个原则，即：1、非歧视性原则(NON-DISCRIMINATION)即把原先称作落后国家、不发达国家或新兴国家统称为“发展中国家”(DEVELOPING COUNTRIES)，亦称“受惠国”(BENEFICIARY COUNTRIES);而把过去称作的先进国家或工业化国家一律成为“发达国家”(ADVANCED COUNTRIES)或“给惠国”(PREFERENTIAL GIVING COUNTRIES)。
2、惠遍原则(GENERALIZED)即对发达国家由发展中国家所进口的初级产品、半成品及商品实行普遍优惠制，给予普遍的、无例外的、不厚此薄彼的、一视同仁的优惠待遇。
3、非互惠原则(NON-RECIPROCITY)即是发达国家给予发展中国家或地区的普遍优惠，而不要求发展中国家给予发达国家提供反响优惠。

General Conditions:To qualify for preference, products must:a) fall within a description of productseligible for preference in the list of concessionsof an Asia-Pacific Trade Agreement country ofdestination;b) comply with Asia-Pacific TradeAgreement rules of origin. Each article in aconsignment must qualify separately in its ownright; andc) comply with the consignmentconditions specified by the Asia-Pacific TradeAgreement rules of origin. In general, productsmust be consigned directly within the meaningof Rule 5 hereof from the country of exportationto the country of destination.II.Entries to be made in the boxesBox 1 Goods Consigned fromType the name, address and country of the exporter. The name must be the same as the exporter described in the invoice.Box 2 Goods Consigned toType the name, address and country of the importer. The name must be the same as the importer described in the invoice. For third party trade, the words “T o Order” may be typed.Box 3 For Official UseReserved for use by certifying authority.Box 4 Means of Transport and RouteState in detail the means of transport and route for the products exported.
