据报道,近日上海要求16家平台企业在12月31日前全面清退不符合条件的车辆和驾驶员,并基本实现网约车平台公司、车辆和驾驶员合规化。
随着不合规网约车被大量清退,巡游出租车正重新进入网约车平台视野,成为重要的“开垦地”。
②统筹传统出租车和网络预约出租车的融合,从而促进两个业态都能健康发展,其实是2015 年《关于深化改革推进出租汽车行业健康发展的指导意见》所提出的一个重要要求。

一方面,网络预约叫车已经越来越成为社会的一种主流选择,来自交通运输部的数据就显示,2017年全国巡游出租汽车总量仅139. 58万辆,且客运分担率连年下降,传统出租车确实得思考如何在服务方式上满足社会的新需要;另一方面,破除出租车“份子钱”模式,打造动态调价机制,探索新型的司企分配形式,在现有条件下,也很难完全撇开与网约车的融合发展,而另起炉灶。
⑤推动出租车领域新老业态的融合发展,出租车接入网约车平台只是第一步。
更重要的是,如何借鉴和利用网约车模式目前已经取得的一些运营和管理成果,实现从运营模式到管理模式的真正革新。
如上个月,交通部门要求各网约车平台加强安全管理的投入,像添加一键报警等安全应用,目前传统出租车领域还少有涉及。
另外,前不久召开的“巡游出租汽车改革发展政策研讨会”也明确提出,要鼓励巡游车企业借助现代新兴技术实现运营全过程的监督。
这些其实都是传统出租车转型难以绕开的一环。
⑥当然,网约车与传统出租车的融合发展,()只是网约车平台与出租车企业的事,()离不开监管模式的统筹融合。

目前这方面已有地方率先作出了尝试,安徽芜湖新修订的网约车细则就全面取消了缺乏上位法依据的网约车行政许可条件,将网约车与传统巡游车车辆标准拉平,可谓切中了新老业态融合发展的肯絮。
