雾化器注册指导原则
附件3:医用雾化器产品注册技术审查指导原则本指导原则旨在指导和规医用雾化器产品的技术审评工作,帮助审评人员理解和掌握该类产品原理/机理、结构、性能、预期用途等容,把握技术审评工作基本要求和尺度,对产品安全性、有效性作出系统评价。
本指导原则所确定的核心容是在目前的科技认识水平和现有产品技术基础上形成的,因此,审评人员应注意其适宜性,密切关注适用标准及相关技术的最新进展,考虑产品的更新和变化。
本指导原则不作为法规强制执行,不包括行政审批要求。
但是,审评人员需密切关注相关法规的变化,以确认申报产品是否符合法规要求。
一、适用围本指导原则适用于第二类医用雾化器产品(或称雾化器)。
该产品以超声振荡或气体压缩机驱动的方式将药物雾化供患者吸入。
本指导原则所称的医用雾化器属于《医疗器械分类目录》中6823-6超声雾化器,以及《关于冷热双控消融针等166个产品医疗器械分类界定的通知》(国食药监械[2011]231号)文中二(六十三)规定的压缩式雾化器,类代号6821。
本指导原则不适用于以其他原理将药物雾化的器具,如网式雾化器;也不适用于采用无源的方式将药物雾化的器具,如由医院中心供气系统或钢瓶提供的经过压缩的氧气或医用气体作为气源的药物雾化器具。
二、技术审查要点(一)产品名称在《医疗器械命名规则》发布实施之前,产品的名称应以发布的国家标准、行业标准以及《医疗器械产品分类目录》中的产品名称为依据。
没有国家标准、行业标准以及《医疗器械产品分类目录》中无相应产品名称的产品,其命名也应以体现产品技术结构特征、功能属性为基本原则。
产品名称可主要依据雾化的原理及方式来命名,如:“医用超声雾化器”或者“医用压缩式雾化器”。
(二)产品的结构和组成产品的结构和组成应首先说明产品的主要部件,如有必要再对主要部件的组成进行说明。
医用超声雾化器一般主要由主机、雾化杯、送雾管、吸嘴或吸入面罩组成,其中的主机可由超声波发生器(超声换能器)、透声薄膜、送风装置、调节和控制系统组成。
医用超声雾化器产品实例如图1所示。
医用压缩式雾化器一般主要由主机、送气管、雾化装置、吸嘴或吸入面罩组成,其中主机主要由压缩泵、过滤组件和控制系统组成。

图1 医用超声雾化器产品实例图2 医用压缩雾化器产品实例(三)产品的工作原理1.医用超声雾化器超声雾化器由超声波发生器产生的高频电流经过安装在雾化缸里的超声换能器使其将高频电流转换为相同频率的声波,由换能器产生的超声波通过雾化缸中的耦合作用,通过雾化杯底部的透声薄膜,从而使超声波直接作用于雾化杯中的液体。
当超声波从杯底经传导到达药液表面时,液—气分界面即药液表面与空气交界处,在受到垂直于分界面的超声波的作用后(即能量作用),使药液表面形成力波,随着表面力波能量的增强,当表面力波能量达到一定值时,在药液表面的力波波峰也同时增大,使其波峰处的液体雾粒飞出(雾粒直径的大小随超声波的频率增大而缩小,即超声波频率与雾粒的尺寸成反比)。
由于超声波而产生的雾粒具有尺寸均一,动量极小,故容易随气流行走,药液产生雾粒的数量随超声波能量的增加而增多(即超声波的功率与雾粒的数量成正比)。
在医用超声雾化器将药液分裂成微粒后,再由送风装置产生的气流作用而生成药雾,药雾经送雾管输送给患者。
图3 医用超声雾化器工作原理示意图2.医用压缩雾化器医用压缩雾化器一般是通过气体压缩机产生的压缩气体为驱动源来产生及传输气雾的,其工作原理示意图如图4所示,其中的雾化装置工作原理示例如图5所示:压缩机产生的压缩空气从喷嘴喷出时,通过喷嘴与吸水管之间产生的负压作用,向上吸起药液。
吸上来的药液冲击到上方的隔片,变成极细的雾状向外部喷出。
图4 医用压缩雾化器工作原理示意图图5 医用压缩雾化器雾化装置图示例吸入面罩(或吸嘴)雾化装置药 液送 气 管压 缩 机控制器 主 机压缩空气(四)产品的作用机理呼吸系统是一个开放的系统,药液在被雾化为微粒后,患者吸入这些药雾后,药雾能直接吸附于患者的口腔、咽喉、气管、支气管、肺泡等处,经其粘膜吸收而达到治疗的目的。
(五)产品适用的相关标准表1 相关产品标准*注:该标准已经完成修订,目前尚未正式发布,审查时应查看新标准是否实施。
上述标准包括了注册产品标准中经常涉及到的标准。
有的企业还会根据产品的特点引用一些行业外的标准和一些较为特殊的标准。
产品适用及引用标准的审查可以分两步来进行。
首先对引用标准的齐全性和适宜性进行审查,也就是在编写注册产品标准时与产品相关的国家、行业标准是否进行了引用,以及引用是否准确。
可以通过对注册产品标准中“规性引用文件”是否引用了相关标准,以及所引用的标准是否适宜来进行审查。
此时,应注意标准编号、标准名称是否完整规,年代号是否有效。
其次对引用标准的采纳情况进行审查。
即,所引用的标准中的条款要求,是否在注册产品标准中进行了实质性的条款引用。
这种引用通常采用两种方式,文字表述繁多容复杂的可以直接引用标准及条文号,比较简单的也可以直接引述具体要求。
注意“规性引用文件”和编制说明的区别,通常不宜直接引用或全面引用的标准不纳入规性引用文件,而仅仅以参考文件在编制说明中出现。
如有新版强制性国家标准、行业标准发布实施,产品性能指标等要求应执行最新版本的国家标准、行业标准。
(六)产品的预期用途医用雾化器的预期用途是将液态药物雾化供患者吸入。
(七)产品的主要风险风险管理报告应符合YY/T 0316-2008《医疗器械风险管理对医疗器械的应用》的有关要求,判断与产品有关的危害,分析和评价相关风险,控制这些风险并监视控制的有效性。
主要审查要点包括:1. 是否参考YY/T0316-2008附录C和附录E进行产品有关的安全特征判定和风险分析,见附件《医用雾化器风险分析》;2. 是否参考YY/T0316-2008附录D进行风险评价和风险控制;3. 风险管理、剩余风险及生产和生产后监视相关方法是否参考YY/T0316-2008附录F、G、J。
(八)产品的主要技术指标本章给出医用雾化器需要考虑的基本技术性能指标,制造商可参考相应的行业标准,根据自身产品的技术特点制定相应的性能指标。
如行业标准中有不适用条款,企业在标准的编制说明中必须说明理由。
鉴于目前压缩式雾化器没有相应的行业标准,故推荐审评人员参考下面的相关技术指标。
1.超声雾化器主要技术性能要求一般应包括以下容:(1)超声振荡频率:雾化器超声工作频率与标称频率的偏差:≤±10%。
(2)最大雾化率:雾化器的最大雾化率必须不小于其企业标准、使用说明书(或铭牌)上的规定。
(3)雾化器水槽温度:雾化器水糟水温≤60℃。
(4)整机噪声试验:雾化器正常工作时的整机噪声:≤50dB (A计权)。
(5)雾化量调节性:雾化器的雾化率宜能调节。
(6)低水位提示装置:雾化器宜具备低水位提示或停机装置。
(7)风量调节装置:雾化器宜在适当部位安装风量调节装置。
(8)定时误差:雾化器宜有定时控制装置,其控制时间与标称时间的偏差不大于10%。
(9)连续工作时间:雾化器在常温下,采用交流电源供电时,连续工作4小时以上,仪器应能正常工作;如采用直流电源供电时,连续工作1小时以上,产品标准规定的时间雾化器应能正常工作。
如制造商在产品标准中规定了连续工作时间,则依据产品标准规定。
(10)外观与结构:雾化器外观应整洁,色泽均匀,无伤痕、划痕、裂纹等缺陷。
面板上的文字和标志应清晰可见;雾化器塑料件应无气泡、起泡、开裂、变形以及灌注物溢出现象;雾化器的控制和调节机构应安装牢固、可靠,紧固部位应无松动;雾化器的水槽、管道应无泄漏。
(11)环境试验:应根据产品特点,在企业标准中按GB/T14710规定气候环境和机械环境试验的组别,并在随机文件中说明。
试验时间、恢复时间及检测项目按表1的补充规定执行。
(12)吸嘴、吸入面罩:若吸嘴或吸入面罩具有医疗器械注册证,应验证相关注册证件;若吸嘴或吸入面罩不具有医疗器械注册证,制造商应公布吸嘴、吸入面罩材料的具体成分或者提供其材质的相关证明,依据GB/T16886.1标准对其进行细胞毒性、刺激性、致敏的评价,并要求其微生物指标应符合GB15980标准的要求。
(13)等效体积粒径分布:与实际颗粒具有相同体积的同物质的球形颗粒的直径叫做等效体积粒径。
按照激光散射法或EN13544-1规定的瀑布撞击法检测,等效体积粒径分布应符合制造商的规定。
(14)安全性能要求:应符合GB 9706.1、YY0505的全部要求。
2. 医用压缩式雾化器主要技术要求一般应包括以下容:(1)气体流量:气体流量的数值应符合制造商规定。
(2)压力围:正常状态压力:正常工作条件下,本体所产生的压力应该在制造商规定的围以(如60kPa~130kPa)。
异常状态压力:当本体发生异常情况,本体所产生的最大压力应该在制造商规定的围以(如150kPa~400kPa)且不发生管体破裂现象。
(3)喷雾速率:应符合制造商的规定。
(4)残液量:应符合制造商的规定。
(5)整机噪音试验:吸入器正常工作时的整机噪音应符合制造商规定的噪声要求。
(6)连续工作时间:雾化器在常温下,采用交流电源供电时,连续工作4小时以上,仪器应能正常工作;如采用直流电源供电时,连续工作1小时以上,产品标准规定的时间雾化器应能正常工作。
如制造商在产品标准中规定了连续工作时间,则依据产品标准规定。
(7)外观与结构:雾化器外观应整洁,色泽均匀,无伤痕、划痕、裂纹等缺陷。

(九)产品的检测要求产品的检测包括出厂检验和型式检验。
超声雾化器出厂前逐台检测产品主要项目应至少包括:最大雾化率、雾化器水糟温度、整机噪声试验、雾化量调节性、低水位报警装置、风量调节装置、定时误差、连续工作时间、外观和调节机构,应符合标准的要求。

This new document provides supplemental guidance to Food and Drug Administration (FDA) staff in the office of Device Evaluation (ODE) who review 510(k) premarket notification applications for aerosol delivery devices. This guidance does not replace the requirements of the Food and Drug Cosmetic Act, applicable regulations, ODE policies, or the Draft Reviewers Guidance for Respiratory Devices.This guidance document presents an outline of the information that should be submitted in support of a 510 (k) premarket notification for an aerosol delivery device. Devices often require more than descriptive information for ODE staff to determine whether the device is substantially equivalent to a legally marketed device. Testing information is required to demonstrate that the performance of the device in the intended environment is as safe and effective as that of a legally marketed device and that the device performs in accordance with the claims made in its labeling. Performance testing information may include in vitro, in vivo,, and clinical evaluations.The purpose of this document is to suggest the important in vitro testing information which should be present in 510(k) premarket notifications to justify the substantial equivalency of aerosol delivery devices for their intended uses. The suggestions and recommendations written in this document reflect methodologies which the Center for Devices and Radiological Health (CDRH) has determined to be acceptable and which, if followed, would help to produce scientifically valid data to support equivalency. In this context, several points concerning guidance documents should be remembered:I.GUIDANCE DOCUMENTSThis guidance document suggests important evaluation criteria and test procedures. If the sameobjective, the demonstration of the safety and effectiveness of the device in the intendedenvironment, can be achieved by other means, the manufacturer may do so; however, the burden is on the manufacturer to demonstrate that the alternate methods are comparable to thosespecified in this guidance document and adequately simulate the intended environment of use.If the manufacturer has reason to think that a certain . recommendation of this reviewer guidance is not applicable to the device, the manufacturer may omit this recommendation; however, themanufacturer should provide sufficient justification for the omission of that recommendation.The guidance document should be viewed as a "living" document. As the body of scientificknowledge expands and scientific techniques are improved, CDRH will periodically revise thecriteria in this guidance document. Thisdocument is intended to respond to many of these questions and to provide a general awareness of the present perspectives held by the FDA on issues related to these devices. FDA regards allnebulizers and MDI's as prescription devices. The device manufacturer must have a cleared 510(k) premarket notification before marketing the device.This reviewer guidance document suggests the importance of environmental testing, performance evaluations, and labeling information for aerosol delivery devices. It is expected that the device is a complete system suitable for its intended use as described in the 510(k) premarket notification.Within the scope of a device application, the applicant should also consult the IntercenterAgreements of October 31, 1991, referenced below for examples of the status of regulatedproducts as devices or drugs. Also note the Intercenter Agreements define that an aerosol delivery device will be considered a drug product and regulated by the Center for Drug Evaluation andResearch (CDER), when the primary purpose of the device is delivering or aiding in the delivery of a drug and the device is distributed with the drug. Therefore, if a device is intended to deliver aspecific drug or if the labeling references a specific drug product, the device will be considered adrug product and regulated by CDER. It is important to note that Metered Dose Inhalers andActuators are reviewed in the Center for Drug Evaluation and Research (CDER), where Nebulizers and Spacers as well as Metered Dose Inhalers intended for a ventilator circuit are reviewed in theCenter for Devices and Radiological Health (CDRH). Since there are a variety of medical products in the category of nebulizers and MDIS, it is not possible to develop an exhaustive guidancedocument which will cover all modalities in most applications. Available as above.V.PREMARKET NOTIFICATION SUBMISSIONS.The following basic information should be included in a premarket notification submission. Thisinformation is necessary in the evaluation of the safety and efficacy, and the substantial equivalence of aerosol delivery device. Depending on the intended use and the technological characteristics of the device, additional information may be required to complete an evaluation.A.EXECUTIVE SUMMARYThe premarket notification should include an executive summary which serves as a generaldescription of the device and its indications for use. The summary should indicate if the device is a modified or enhanced version of a legally marketed device, whether it be modifications in hardware, software, features, accessories, components, or intended use. The summary should also identify all configurations, components, sizes, and accessories of the device.B.INTENDED USEThe 510(k) premarket notification submission should identify the intended use of the device under review. The intended use statement should identify the purpose and function of the device, thetarget patient population, the intended environment of use, and all claims for the device. Thesubmission should also identify a legally marketed predicate device(s) with the same intended use statement. If the intended use of the device under review differs in any way from that of the legally marketed device(s), it must be shown that the differences do not adversely affect safety andeffectiveness.1.Pursuant to 21 CPR 807.87(e), each premarket notification shall contain proposed labelingincluding advertisements sufficient to describe the device, its intended use, and the directionsfor its use. This information must be provided with any specific claims that are to be maderegarding the drugs to be used with the nebulizer or the MDI. The labeling must also includeany claims for the prevention of the spread of viruses or other disease processes. Thelabeling must state if the device is intended for single patient use and if the device isdisposable.2.In accordance with 21 CFR 801.109 (b) (1) , the nebulizer, MDI, or accessory should bear theprescription labeling statement: "Caution: Federal law restricts this device to sale by or on theorder of a physician."3.Adequate instructions for use must also accompany the device. The instructions shouldinclude, but not be limited to, the governing principle behind the nebulization process (i.e., jet,ultrasonic, Venturi, etc.). This should include instructions for the application of the deviceprinciples, any special instructions needed to personalize the device for a particular drug, andan-explanation of the actuator mechanism of the device if necessary. Depending on thenature of the device, it may be necessary to include instructions for both the physician and thepatient. The instructions should include necessary cautionary statements for thenebulizer/MDI and particular drugs which may be used. If appropriate, the labeling should address how often thedevice can be reused or identify a performance test(s) or inspection(s) that the device mustmeet after each sterilization.5.Is the device for prescription use?If yes, the required caution prescription statement must be included in the labeling.6.Is the device for home use or portable? Whether the answer is yes or no, adequateenvironmental testing should be conducted on the device (see 6).7.Does the device contain a drug or biological product as a component?If yes, consultation from other FDA Centers may be required.8.Is this device a kit?If yes, and some or all of the components are not new, the submission should include acertification that the components were either preamendment or were found substantiallyequivalent (provide 510(k) number(s) and proof of preamendment status).9.Is the device Software-driven?If yes, the firm should provide a hazard analysis, software requirements and designinformation, adequate test plans/protocols with appropriate data and test reports,documentation of the software development process including quality assurance activities,configuration management plan, and verification activities and summaries, commensuratewith the level of concern, as discussed in the Reviewer Guidance for Computer ControlledMedical Devices. The level of concern should be identified with the hazard analysis, andthe most recent software version should be included in the file.10.Is the device electrically operated?If yes, AAMI or IEC allowable leakage current requirements should be met and informationshould include the test protocol, data, and results. Electrical safety requirements shouldalso be discussed including applicable standards to which conformance has beendemonstrated. This may also include appropriate data (test protocol, data, and results).11,Are there applicable standards for this device to which conformance has beendemonstrated in addition to those already mentioned (e.g., IEC, ANSF, ASTM, etc.)?If standards applicable to the device include testing to demonstrate conformance, test datashould be provided to demonstrate conformance (protocol, data, and results).D.TABLE OF COMPARISON TO LEGALLY MARKETED DEVICEThe 510(k) premarket notification application should include a table identifying and differencesbetween the device under review and a legally marketed predicate device. The comparison should identify similarities and differences in the intended use, specifications, materials, design, features,method of operation, accessories, etc. For the device to which equivalence is claimed, themanufacturer, product name (model number), and 510(k) number or preamendment status should be provided. For a preamendment predicate device, documentation demonstrating that the device was marketed prior to May 28, 1976 is necessary.E.DISCUSSION OF SIMILARITIES AND DIFFERENCESThe 510(k) premarket notification application should include a discussion of the similarities anddifferences between the device under review and a legally marketed predicate device. Thisdiscussion should elaborate on the similarities identified in the table of comparison and shouldexplain and justify the differences with a supporting rationale and/or data. If the differences are new technological characteristics, it must be shown that the differences do not adversely affect safetyand effectiveness.If the device is a modified or enhanced version of a legally marketed device, whether it bemodifications in hardware, software, features, accessories, components, or intended use, thediscussion should include this information, along with a rational for each modification. If themodifications are being implemented to correct problems, this should also be addressed. If thedevice comes in a variety of configurations, sizes, or accessories, or is sold with a variety of othercomponents, every configuration or combination should be included in the comparison and 510(k) numbers or proof of preamendment status for components or accessories should be provided.If reference literature is used to support any differences, copies of the articles must be provided as opposed to listing the author and titles, the significant areas of the articles must be highlighted, anda summary must be provided relating the information to the issues at hand, including a discussion ofthe study protocol, data, statistical analyses, and a summary of the results. Reference literaturemay not always be acceptable to justify the differences between a new and predicate device.Differences in technological characteristics may also require the submission of performanceevaluations to assess the effects of new characteristics on safety and effectiveness. If thedifferences include material changes, biocompatibility testing may be required.F.PERFORMANCE EVALUATIONSThe 510(k) premarket notification application should include testing information demonstratingsafety and effectiveness of the performance characteristics of the device in the intendedenvironment of use. The type of the device and its intended environment will determine the type of testing that is necessary.1.Evaluations of the device performance characteristics should include adequate environmentaltesting demonstrating the safety and effectiveness of the device in its intended environment ofuse. Recommended environmental, electrical, and mechanical test procedures and protocolsare in Reviewer Guidance For Premarket Notification Submissions, DCRND/ARDB (November1993). referenced above. The submitted information should include the test procedures andprotocols, an explanation as to how the test procedures simulate the intended environment ofuse and/or are comparable to the test procedures, test results, and an analysis of the results.2.Evaluations of performance characteristics may include nonclinical laboratory performancetesting and/or comparative in vitro testing. Reports of such testing should include the testprotocol and procedures, test apparatus (if any), results including statistical and clinicalconsiderations, comparative data from a predicate device tested under the same conditions,and a summary explaining how the testing and data demonstrate that the device performswithin specifications (see In Vitro Section for specific performance requirements).All nonclinical laboratory performance testing utilizing a test system as defined by 21 CFR58.3(i) should be performed in accordance with 21 CFR Part 58 - Good Laboratory Practice ForNonclinical Laboratory Studies. This part describes good laboratory practices for conductingnonclinical laboratory studies that are intended to support 510(k) premarket notificationapplications.3.Evaluations of performance characteristics may include biocompatibility testing performed inaccordance with ISO 10993-1. The submitted biocompatibility information should include theprotocol for each test required as outlined in ISO 10993-1, the pass/fail criteria, test results, andan analysis of the results.G.CLINICAL-PERFORMANCE EVALUATIONS DATADemonstration of performance characteristics, new technological characteristics, and a newintended use may require clinical performance evaluations or the collection of clinical data. Thesubmitted information should include the test procedures and protocols, justification of the patientpopulation, test results, and an analysis of the results.All clinical performance evaluations and collections of clinical data should be conducted inaccordance with 21 CFR Part 812 - Investigational Device Exemptions, 21 CFR Part 50 - Protection of Human Subjects, and 21 CFR Part 56 Institutional Review Boards. The determination of whethera clinical performance evaluation or the collection of clinical data involves a significant risk or anonsignificant risk device is normally made by an institutional review 13@oard (IRB); however, insome cases it may be made by FDA. If the FDA or IRB(S) at the institution(s) where the evaluation will be conducted considers the device to be one of significant risk, then any clinical evaluation must receive FDA and IRB approval before initiating a clinical evaluation with the device. Otherwise, if the IRB(S) at the institution(s) where the evaluation will be conducted determine that the device is anon-significant risk device, then the evaluation should be conducted under the auspices of the IRB, even though an IDE would not need to be filed with the FDA. In the case of a non-significant riskdetermination, the submission should include documentation from the IRB identifying thedetermination and documentation demonstrating that subject informed consent was obtained.H.510(k) SUMMARY OR STATEMENTIn accordance with the Safe Medical Devices Act of 1990 (SMDA), the 510(k) premarket notification application must include either a summary of the safety and effectiveness information in thepremarket notification submission upon which an equivalence determination could be based (510(k) summary), or a statement that safety and effectiveness information will be made available tointerested persons upon request (510(k) statement).I.CLASS III CERTIFICATION AND SUMMARYAny person who asserts that the device under review is substantially equivalent to a class III device must (1) certify that he or she has conducted a reasonable search of all information known, orotherwise available, about the generic type of device, and (2) provide summary description of thetypes of safety and effectiveness problems associated with the type of device and a citation to theliterature, or other sources of information, upon which they have based the description.VI.PERFORMANCE REOUIREMENTS - IN VITROThe in vitro performance section of the premarket notification must detail adequate protocols andbench testing procedures which demonstrates equivalency of the subject aerosol delivery systemand the predicate device. The manufacturer must provide a summary of the procedures used forthe performance characterization of the device. To address these areas, options available to themanufacturer include bench testing, previously published scientific literature, and development oftheoretical rationales based on current knowledge. A combination of these approaches will prove to be the best choice in most situations.The requirements for bench characterization will be influenced by the principle of operation of theaerosol delivery system. For example, if the nebulizer is pneumatically powered, the required flow rates and pressures to achieve effective nebulization will be important. In addition, the test method utilized to determine the particle size of the drug may vary depending upon toe test method, thetype of drug that is tested, and the set-up of the testing procedure.A comprehensive summary of all in vitro testing should be included in addition to specific detailedtest descriptions. For each test, the manufacturer should specify the device component (s) beingtested, the test procedures including equipment, protocol, measurement techniques, and testparameters. A clear summary of the results must be presented. The consequences of test results should also be discussed in terms of the potential in vivo performance of the aerosol deliverysystem. Consultation may be made at an early stage with DCRND to determine what in vitro tests are appropriate.In terms of actual in vitro performance testing- requirements of an aerosol delivery device, thefollowing items should be included by the manufacturer in developing equivalency data forincorporation in a 510(k) premarket notification:1.As stated previously, the bench testing protocol must begin with a clearly defined objective.This should include precise, well-defined testing methods and device configurations. 本指导原则不适用于网式雾化器和采用外接气源的方式将药物雾化的器具(如由医院中心供气系统或其他的经过压缩的氧气或医用气体作为气源的药物雾化器具),但可以参考本指导原则对这些产品进行技术审查。
二、技术审查要点(一)产品名称要求产品的名称应为通用名称,并符合《医疗器械命名规则》、《医疗器械分类目录》、标准等相关法规、规范性文件的要求。
产品名称可主要依据雾化的原理及方式来命名,如:“医用超声雾化器”或者“医用压缩式雾化器”。

本指导原则是对医用雾化器的一般要求,申请人应依据产品的具体特性确定其中内容是否适用,若不适用,需具体阐述理由及相应的科学依据,并依据产品的具体特性对注册申报资料的内容进行充实和细化。
本指导原则是供申请人和审查人员使用的指导文件,不涉及注册审批等行政事项,亦不作为法规强制执行,如有能够满足法规要求的其他方法,也可以采用,但应提供详细的研究资料和验证资料。

本指导原则所称的医用雾化器属于《医疗器械分类目录》中—291 —— 292 —6823-6超声雾化器,以及《关于冷热双控消融针等166个产品医疗器械分类界定的通知》(国食药监械〔2011〕231号)文中二(六十三)规定的压缩式雾化器,管理类别代号为6821。
本指导原则不适用于网式雾化器和采用外接气源的方式将药物雾化的器具(如由医院中心供气系统或其他的经过压缩的氧气或医用气体作为气源的药物雾化器具),但可以参考本指导原则对这些产品进行技术审查。
