绿水青山就是金山银山演讲稿 秦岭北麓自然资源、人文胜迹与地质遗迹丰富，是关中城市群的天然生态屏障和西安的重要水源地供给区。20xx年4月，市政府研究制定的秦岭北麓矿山专项整治方案出台，拉开了对分布于秦岭北麓矿山的整治序幕，向资源无序开发说“不”，坚定不移地保护好大秦岭的绿水青山。 向资源无序开发说“不” 临潼区秦陵街办杨家村大水沟组附近原来分布有多家采石场，目前已经全部停止开采。在一处废弃采石场旧址，记者看到巨大的山体下，裸露的石块依旧醒目，河道里的溪水虽不大，但已清澈见底，凡是有土的地方基本上都被杂草覆盖，周边原来分布的多个采石场关闭后带来的生态环境明显好转。 “秦岭北麓类似这样的采石采矿场关闭了不少，目前剩下还在生产的没有几家了”。据市国土局矿管处处长郑世骅介绍，20xx年4月，我市研究制定的秦岭北麓矿山专项整治方案出台，拉开了西安对分布于秦岭北麓大小矿山的整治序幕。 根据方案要求，20xx年秦岭北麓矿山关闭任务为16个(采矿权10个、探矿权6个)。截至去年底，整治工作推进顺利，全市已确定关闭矿权20个。目前，全市秦岭北麓现有探矿权15个，采矿权26个。26个采矿权中现只有4个生产，其他均处于停产整顿状态。 “我们现在就是要继续严格执行对秦岭北麓矿山的专项整治方案，绿水青山就是金山银山。要把资源开采对环境的影响降到最低，在保护优先的前提下，科学合理利用资源”。郑世骅说，开展矿山整治，并非一下子将矿山全部关闭，今年国土部门将继续加快矿山关闭进度，减少数量、提升质量，对小型分散的采石矿山一律关闭，以更好地保护秦岭生态环境。 凡资源储量接近枯竭、综合利用率低的矿山，劝其退出并对矿山环境恢复治理后予以关闭;虽有资源储量，但开采方式落后，矿山环境恢复治理不到位的，给予半年宽限期促其整改，若达不到要求，对矿山环境恢复治理后予以关闭;有资源储量，能做到采选分离、边生产边治理矿山环境的，要提升环保标准，在资源储量评估确定的服务年限到期，对矿山环境恢复治理后予以关闭。 未来将在蓝田、户县、周至选择一些生产条件和设备比较好的绿色大型矿山，作为原料基地，提高企业规模化、集约化、现代化生产水平，妥善解决资源利用与生态环境保护之间的矛盾。同时，加快砖瓦黏土矿的整合，通过建设现代化、自动化生产线，形成规模化生产，不仅可以更好地保护耕地，节约土地，也可以带来良好的经济和环境效益。 治理不留“后遗症” 据郑世骅介绍，对确定保留的矿山或通过整合设立的矿山，要求企业必须按照国家级绿色矿山建设标准进行开采，且要足额缴存矿山地质环境治理恢复保证金，按照“谁破坏、谁治理”原则和“边开采、边治理”要求，督促企业履行法定义务，落实主体责任。采矿过程中和结束后，及时进行环境和生态功能恢复治理。 省国土资源资产利用研究中心高级工程师赵王涛表示，做好矿山整治是主动适应矿产资源供给侧结构性改革新常态，满足生态保护新要求，坚持绿色发展，更好地服务于经济社会发展。只要坚持问题导向、底线思维，按照符合绿色发展的路径坚定走下去，通过坚持不懈的努力，一定能够实现西安矿山数量和矿区面积“双减”、矿山产出效益和生态恢复面积“双增”、矿产资源管理提质增效升级，达到矿山整治预期目标。 世界自然遗产不仅是一项荣誉和桂冠，还是一个“保护名录”，对南川而言，对她的保护，一刻未曾停歇。五年来，金佛山因生态而美，因对绿水青山的坚守而美。南川正在将绿水青山变为金山银山，将优厚的自然资源转变成群众切实的获得感、幸福感。 让每一个人都成为保护者 倡导设立“中国自然遗产日” 自2014年金佛山成功申遗以来，南川区始终致力于自然遗产的保护与管理，在积极倡导设立中国“文化和自然遗产日”的过程中，努力发动全民关注和参与，得到了社会各界的广泛认可和支持。 2015年6月23日，在金佛山申遗成功一周年座谈会上，除了就金佛山申遗成功后的保护、管理作讨论，一个议题引起了与会人员的注意——我国只有文化遗产日，针对自然遗产的专属节日却是空白，这对我国自然遗产的关注和长远保护造成了极大局限。 对此，住建部等参会领导、金佛山管委会、与会学者及中国南方喀斯特世界自然遗产地负责人一致认为：设立“中国自然遗产日”意义重大、影响深远、时机成熟，随即共同讨论了设立中国“自然遗产日”事宜。 为更有力地推动“中国自然遗产日”设立的进程，该区政府先后多次与中国南方喀斯特世界自然遗产地负责人、相关部门、相关学者对接，发起了《设立“中国自然遗产日”倡议书》，得到中科院袁道先等五位院士的签名支持。 2016年9月17日，获国务院批复，同意自2017年起，将“文化遗产日”调整设立为“文化和自然遗产日”。至此，每年6月的第二个星期六正式成为中国“文化和自然遗产日”。 “这强化了广大民众对世界自然遗产的认知体验，营造了全社会‘珍惜美丽家园、呵护自然遗产’的良好氛围。”袁道先院士说，“文化和自然遗产日”的设立，进一步彰显了中国对人类文化和自然遗产保护的历史担当，体现了对壮美自然景观和悠久历史文化保护传承的高度重视。 让资源保护更加立体 科技手段助力保护管理 金佛山有多大?1300平方千米，占据了南川区一半的面积，相当于70万个篮球场，境内动植物达8000多种，其中银杉、银杏、古树茶、金佛山方竹、杜鹃被誉为“金佛山五绝”;动物有2000多种，其中属于国家一级保护动物的有林麝、黑叶猴等。 银杉，国家一级保护植物，是三百万年前第四纪冰川后残留下来的稀世珍宝，被植物学家称为“植物熊猫”。在金佛山广袤的密林中，仅有400多株野生银杉树。而早在上世纪六七十年代当地居民就从靠山吃山、乱砍滥伐，到放下伐木斧，成为生态护林员。 金山镇老龙洞村民梁正福的父亲梁隆全就是其中之一，梁正福父子俩护林35年，就守护着门前大山里大小不等的野生银杉70余株，管护面积上百亩，其中最大的银杉王也在此山中。他们负责挂牌、记录生长数据、每年采收银杉果实和防火防盗等工作。为了守好这片青山，从白天走到了黑夜，从春天走到了冬天，从少年走到了鬓白……几十年如一日，父子俩沿着崎岖的小路去林中巡护，由于父亲年岁的增长，梁正福从父亲手里接过这个“守护青山”的光荣任务，没有指南针等专业工具，全凭记忆和经验，坚持每日巡山护林，走错路也是很常见的事。 “其实我也说不清楚是什么支撑着我们坚持，但是心里总记挂着金佛山的银杉，人户远了都不去走，心里不踏实。”梁正福有些哽咽，他说这些银杉就是他们梁家一辈子最大的重任。 除了梁正福父子，还有守护大山39载的李氏兄弟、护林员何世华等，每年，金佛山聘请常规巡护工作人员45人、出动车次达700余次。 从2014年起，为更加全面做好野生动植物保护与监测工作，充分发挥野外监测工作的先进技术手段与科技含量，最大程度了解区域内野生动物动态信息，金佛山管委会累计投入资金约200万元，安装200台红外相机、32个高清摄像头，共取得有效画面约4333个，视频2360段，成功监测到国家一级保护动物林麝和黑叶猴、7种二级保护动物活动的清晰画面，银杉种群分布地专门安装摄像头用于保护管理。对遗产地及外围地带形成有效的监控网络，对生态变化分析等相关研究有重要参考价值和支撑依据。并先后与西南大学、重庆师范学院、西华师范大学等院校联合开展了黑叶猴、林麝、银杉等国家保护动植物的调查和科研工作。 让世界遗产“活”起来 走深走实“两化路” 人工繁育的3187株银杉幼苗移栽野外，存活率超过85%;黑叶猴从过去的71只增加到了151只，约占全世界数量的8%;首次记录到国家一级保护动物林麝野外存在的清晰画面……一个个喜人的消息兑现了南川对世界自然遗产的承诺——始终将金佛山保护放在首位，始终坚持“生态优先、绿色发展”理念。 金佛山管委会主任梁正忠坦言，世界自然遗产地尽管对保护有着极为严格的要求，但如果不在发展中对研究成果进行运用，那么保护也就失去了其本身的意义。遗产地并非“孤岛”，而是真真实实可以触摸的瑰宝。 林麝是国家一级重点野生保护动物，雄麝所产的麝香具有开窍醒神、消肿止痛、活血通经等功效，常用于治疗热病神昏、中风痰厥、气郁暴厥、心腹暴痛等症状，我国只有九个厂家的十一个中成药品种允许使用天然麝香。 但在过去，要取麝香必须杀麝，对林麝的保护极为不利。位于三泉镇的市药物种植研究所是全国最早开展林麝人工养殖研究的单位之一，该所发明的活麝取香技术，使一只雄麝的利用次数多达10余次，效率提高了10多倍，从生产意义上极大提高了麝香的产量，从生态意义上改变了林麝的命运，对野生林麝种群的保护起到了关键性作用。 “保护金佛山良好生态，南川也获得了许多真实回报。”梁正忠说，遗产地在为人类提供美学价值和科研价值的同时，也为地方发展带来机遇，使生态红利得以共享。 45岁的杨明亮是金佛山的一名护林员，也是当地的竹笋种植大户，去年他为了抢抓进度，请人帮工，每人每天支付130元的工钱。同时，他还直接办起笋子加工厂，通过工艺创新和技术改进，已开发出5种方竹笋产品，借助电商平台，方竹笋走到了全国各地，并远销国外。 作为方竹笋的主要出产地，南川区正在摸索一条发挥方竹产业价值和生态效益的有效途径。邀请国家林业局竹研中心和南京林业大学的笋竹专家为方竹笋产业发展“把脉问诊”，确定了“谋发展、调结构、促增收”的思路，围绕林业产业重点项目，把笋竹种植与脱贫增收有机结合起来，发展“短、平、快”山地生态特色经济产业带，目前已发展方竹面积22.4万亩，越来越多的荒山披上了绿装，变得既有颜值又有价值。 与此同时，重庆市药物种植研究所以药用动植物资源保护与利用
