For decades, it was the one advantage big state schools had that even the Ivy League couldn't match, in terms of recruiting the best and the brightest to their campuses. But these days, that's no longer necessarily the case. Starting this September, some students will find a Harvard degree cheaper than one from many public universities. Harvard officials sent shock waves through academia last December by detailing a new financial-aid policy that will charge families making up to $180,000 just 10% of their household income per year, substantially subsidizing the annual costof more than $45,600 for all but its wealthiest students. The movewas just the latest in what has amounted to a financial-aid bidding war in recent years among the U.S.'s élite universities.Though Harvard's is the most generous to date, Princeton, Yaleand Stanford have all launched similar plans to cap tuition contributions for students from low- and middle-income families. Indeed, students on financial aid at nearly every Ivy stand a good chance of graduating debt-free, thanks to loan-elimination programs introduced over the past five years. And other exclusive schools have followed their lead by replacing loans with grants and work-study aid. And several more schools are joining the no-loan club this fall. Even more schools have taken steps to reduce debt among their neediest students.

Its a Brand-new CenturyThe U. S. Treasury Department has redesigned the $100 bill, and has begun releasing the new currency recently. Treasury spent nearly 10 years on the redesign and has added a number of state of-the-art features: microprinting(微型印刷技术), color shifting ink, a polymer (聚合物) security thread. The most striking change, however, is the enlargement of Benjamin Franklins portrait: he now dominates the bill like a movie star in a newspaper advertisement. The money we carry around is so familiar that whenever a new bill or coin is introduced, it creates a ripple in our ordinary lives. But not much more than a ripple, and once few people use $100 bills regularly, most Americans greet the arrival of the new note with no stronger emotion than curiosity. Some foreigners, by contrast, have become clearly worried by the news of its arrival. Around the world, U. S. currency and the $100bill in particular is often treated as the ultimate repository(贮藏所)of value. The Federal Reserve estimates that two-thirds of all U. S. cash circulates outside the United States. In nations where inflation is high and where there are few credible bankinginstitutions from Latin America to Africa people save and conduct business in $100 bills. And with the U. S. issuing new $100bills,many abroad are worrying that the ones they already have are about to become worthless. The fear is most widespread in Russia. The Russian Central Bank estimates that somewhere between $15 billion and $20 billion of U. S. currency is in Russia, about 80% of it is the form of $100 bills. Everyone from small savers to businessmen and members of Mafia(黑手党)relies on hundreds, so the changes in the bill are causing high anxiety. Many Russians have already changed their meager(微不足道)supply of $100 bills into smaller U. S. notes. But over the next few years the Treasury plans to redesign every note except the $1bill.31 Which of the following statements is true concerning the releasing of the new $100 bill?A It has caused great disturbance among Americans.B Most Americans show a great interest in its new design.C All Americans feel only curious about it.D Most Americans exhibit no stronger emotion than curiosity.32 The fear of the new $100 bill is most widespread in those countries whereA the economic situation is unstable.B two-thirds of all U.S. cash circulator.C the old $100 bills will become more valuable.D there are too many old $100 bills circulating.33 Which of the following is true concerning U.S. currency in Russia?A The Russian Central Bank has $15 billion to $20 billion of U. S. currency.B 80 ~k of the $100 bills circulating outside the U. S. currency will be devalued.C There is a widespread fear in Russia that U. S. currency willbe devalued.D About 80 ok of U.S. currency in Russia is in the form of $100 bills.34 Why have many Russians changed their $100 bills into smaller notes?A The U. S. Treasure Department plans to redesign all notes except the $1 bill.B They are afraid that their $100 bills will lose their value.C Small savers, businessmen and members of the Mafia prefer smaller notes to $100 bills.D They have only a small supply of $100 bills.35 The redesign of the $100 bill has added all the following state-of-art features EXCEpTA the enlargement of Benjamin Frank portrait.B a polymer security thread.C the portrait of a famous movie star.D colour-shifting ink. 2sp; The Role of pressure Groups in BritainGeneral Elections in Britain are usually held only once everyfive years. Governments can seem to be remote from the people they represent. The process of protesting about government actions is very slow, even though everyone is permitted direct contact to their member of parliament. For all these reasons there is something of a vacuum between government and the governed, which pressure groups help to fill.。

How wonderful if we could all be that clever, one remarked.A decade of research has convinced me we can. What separates the average person from Edison, Picasso or even Shakespeare isnt creative capacity--its the ability to use that capacity by encouraging creative impulses and then acting upon them. Most of us seldom achieve our creative potential. I think I know why, and I can help unlock the reservoir of ideas hiding within every one of us.One puzzle Ive watched students deal with is retrieving a Ping-Pong ball that has fallen to the bottom of a sealed, vertical drainpipe. The tools that they can use are either too short to reach the ball or too wide to fit into the pipe, which is also too narrow to reach into by hand. At last some students make the connection: drainpipe= water=floating. They pour water down the hole, and the ball floats to the top. This and many other e*periments suggest concreteways of increasing creativity in all of us. Here are the best techniques.Capture the fleeting. A good idea is like a rabbit. It runs by so fast that sometimes you see only its ears or tail. To capture it, you must be ready. The following ad in alocal used car publication catches your eyes.1993 Ford Ranger, bilk, 4WD, a/cAM/FM/cass., showroom condition.Call 555-1234 after 5 p.m This is exactly the kind of vehicle you want, so you call to inquire about the price. The price you are quoted over the phone is $2,000 lower than the price for this model with this equipment listed in a used car guidebook. Instead of being ecstatic, however, you are suspicious. For many products, when you must pay less than the going rate, you believe you are getting a great deal. This is not necessarily the case for used cars or other durable goods because with expensive products-or, what is essentially the same thing, products with high replacement costs-you must be particularly careful about getting a lemon. Or a product of substandard quality. In addition to asking the price, the age of a car-or any other consumer durable-is a factor when you are trying to determine whether a seller is attempting to unload a lemon. While people have all sorts of reasons for wanting to sell their cars-even relatively new cars-most people hold off until they have put many thousands of miles on a car or until the used car is several years old. You would probably be as suspicious of a car that is too new as you would a car that is too good a deal. In fact, you are probably willing to pay a high price for a high-quality used car. While this price would certainly be acceptable to the seller, the competitive market might not facilitate such trades.1. The beginning of this passage assumes that college studentsA) are very clever but not very rich.B) Are very capable but not very diligent.C) Have limited material resourcesD) Are not rich.2. The passage indicated that, sometimes when you find a product of an unexpectedly low price.A) You are very happy.B) You are rather suspicious.C) You are filled with happiness as well as surprise.D) You feel uneasy.3.Lemon in this passage refers toA) a kind of fruit.B) A kind of new car.C) A kind of expensive and high-quality car.D) A product of inferior quality.4.If you want to know if the seller is trying to unload a lemon, youA) take the age of the car into consideration.B) Take the price of the lemon into considerationC) Consider how many miles the car has run.D) Consider both the price as well as the age of the car.5.It can be concluded from the passage that in the used car market,A) used cars are generally cheap.B) Used cars are generally expensiveC) Used cars are actually brand new。

Smith, one of the country’s largest stationers. Last week, while issuing a profits warning along with the interim results, he admitted what everyone has always known, that the 200 year old W.H. Smith is unbearably smug. “There is,”said Cockburn, “a culture of complacency and a culture of explaining why we haven’t done what we said we would do.”If he gets this way, all that is about to go. “We should welcome reform as an opportunity, not a threat. I can’t understand people who are content with mediocrity and accept second best when they have the potential to be terrific.”W.H. Smith chairman Jeremy Hardie led the search to find Corkburn. ‘I had uniformly favorable reports from everyone who had worked with him as someone who gets things done and can also bring out the best in his staff. ’Cockburn may have little experience of retailing in its purest sense but he is an excellent choice to lead Smith out of the cozy world of tradition and bureaucracy. He rose to power at the Post Office while it was recovering from the 1971 strike and subsequent loss of image. He did much to improve overall performance, cutting out unprofitable services and shaking up anold-fashioned management. He is well aware of the parallels between the two businesses. ‘The old, mature operation of W.H. Smith has a culture and working practices that go back a long time. Managing change in a young business like one of our subsidiaries is easier than managing it in Smith’s 549-store empire with all its tradition and resistance to new ideas. Because they have been there for such a long time, there is an exaggerated sense of prominence’Corkburn is famously short of sentiment when it comes to management. ‘It is a very polite environment here.’he says with a mischievous smile, ‘I want it to be more challenging, so people can disagree with each other but are united by driving the business forward.I hope I am breaking down the barriers.’The shares have already responded to such daring talk by jumping considerably in value since Corkburn took over the running of the company. What does Cockburn say about himself and his career? Was he ambitious from the start? ‘People would assume I was ambitious because of the speed at which I progressed through the Post Office organization. But I did not have a view I would end up anywhere in particular. I took each job as it came and I had tremendous bosses who encouraged me. I learned from them how to take pressure and to work fast and hard. In the jobs I have aimed to create success because it’s good for stakeholders-customers, employees and now, in the privatesector, shareholders.’His management style is a mixture of enthusiasm and toughness. ‘I believe you get the best out of people by motivating them, supporting them and setting challenging objectives. It seems to me the only way to work is to be open and honest and speak your mind, ’he says. Twenty-eight days into the job, he has done the easy part. He has traveled around the Smith group, identified the problems and presented his first financial results. Now he has just to transform the company culture to one of one of striving for excellence. ‘I’m very optimistic, of course,’he says. ‘The basics are great.’He seems like the light man for the job.15. What is Corkburn?’s attitude towards W.H. Smith?A He disagrees with people who are frightened of change there.B He warns it will be difficult to explain results to customers.C He threatens to make some people leave.D He accepts that not everyone can be first rate.16. Jeremy Hardie thinks Cockburn possesses the ability toA get on well with other people.B make profitable business deals.C motivate other people he works with.D choose the right people to work with.17. What difficulty does Cockburn have to deal with at W.H. Smith?A the image the public has of the companyB the comparison people make with his previous jobC the competition from modern, new subsidiariesD the old, established customs in existence18. As a result of his influence, Cockburn says he would like to seeA an increase in share prices.B a better educated workforce.C a more demanding atmosphere.D a less structured organization.19. Corkburn attributes his successful career toA the support his bosses give him.B his own personal ambition.C the help he has received from clients.D his ability to do any job given.20.

BEC Higher

M ain
