国经济发展中的一个新的增长点，然而随着不科学的规划开发，盲目的跟风建设，和还在初级阶段的旅游景区管理水平造成了，景区环境脏乱差，生态平衡被潜在的破坏，直接导致了旅游资源的破坏。随着可持续发展概念的普及，旅游业的可持续发展也是大势所趋。
关键词：可持续发展，生态，环境 1. 我国旅游的发展历史 旅游作为一种人类文明活动，是伴随着人类社会的产生而发展的。中国是世界四大文明古国之一，也是旅游活动产生最早的国家之一。 《诗经》有曰：“山林与，皋壤与，使我欣欣然而乐与”由此可见文字记载的旅游活动可以追溯到2250年以前。孔子在“周游列国”的过程中创立了儒学，一部《论语》记载了孔圣人的旅游生涯，伟大的思想和不朽的教诲都产生在旅途中，并且在旅途中得到了宣传和升华。明朝徐霞客为我们留下的珍贵财富《徐霞客游记》正是由于旅游活动才得以问世。 然而古代生产力低下，经济条件的限制决定了旅游不可能是一种普遍的社会现象。工业革命之后，世界经济迅猛发展，生产力水平不断提高，先进的交通工具和通讯设备为长距离旅游提供了可能性。由于劳动生产率成倍增长，更多的社会劳动力从物质生产部门分离出来从事旅游产业。人们的余暇时间也普遍增多，旅游大众化成为可能。 新中国成立后受到经济发展水平的限制，旅游业的发展相当缓慢。从1978年发展至今，我国旅游业取得了巨大进步，从中央到地方建立了一套旅游管理体制，旅行社也得到了迅猛发展，旅游资源得到了进一步的开发。 2. 我国旅游的发展现状及存在的问题 2.1我国旅游的发展现状 《2011中国旅游市场趋势观察研究预测报告》数据显示：2009年我国全年旅游总收入为1.29万亿元，同比增长11.3％。2009年在旅游产业供给方面，投资规模大幅增长，产业发展更具活力。旅游相关产业投资规模的大幅度增长，直接带动了旅游投资的快速增长，各地旅游投资出现了生机勃勃的繁荣景象，为旅游业发展注入了新的活力。在企业经营业绩方面，企业经营业绩开始回升，景区类企业经营状况好于旅行社和饭店行业。其中，西部地区企业经营状况要好于受金融危机冲击较大的中部地区和东部地区；城市和城市周边景区比长线旅游景区经营形势要好；成熟的顶级景区的经营状况比无资源优势的一般景区要好。 旅游行业的发展为就业提供了巨大的空间，旅行社作为旅游业的龙头，十年间得到了飞速发展，也为就业提供了广阔的空间。截止到2001年底，全国共有旅行社10716家（其中国际旅行社1319家，国内旅行社9397家），比1991年底增加了9155家，扩大了近7倍，年均增长21.24%；全国旅行社直接从业人员为19.24万人，比1991年底增加了13.72万人，年均增长13.30%。如按国际经验，旅游业每增加一个直接就业人员，将间接增加5个人就业来计算，相当于提供了96.20万个间接就业机会。未来十年，如旅行社的直接从业人员按年均增长15%计算，将为全社会提供间接就业机会292.96万个
2.2旅游存在的问题及弊端 旅游开发给城市经济注入了活动，但随着也带来了许多问题。 1. 环境保护不到位 由于缺乏保护经验，没有建立科学的监督管理体系，许多旅游城市在巨大的外来压力下，环境变得越来越糟糕，水质污染，空气污染，噪声污染，视觉污染，文化污染等问题越来越严重，这些污染将大大降低旅游城市的竞争力，给旅游城市的可持续发展带来负面影响。 2. 产业体系构建不完整 近年来我国旅游城市快速发展，如雨后春笋般不断兴起。许多旅游城市由于发展速度过快，没有经过科学的规划和合理的思考，旅游产品开发有跟风之嫌，缺乏城市独特的文化内涵，同质化较为严重。此外由于过多重视其发展的规模和经济效益，许多旅游城市产业构建方式都趋于粗放，而忽略了节约，高效的发展要求，这对于旅游城市的可持续发展是极为不利的。 3. 旅游交通体系不完善 每到黄金周，旅游高峰期时，很多旅游城市交通出现拥堵，从而影响旅游城市的形象，交通发展的不均衡也会很大程度的影响游客的流向。 4. 利益分享机制的不健全 在旅游城市的开发和起步时期，居民将城市生活资源和公共基础设施与游客共享，甚至还有可能成为城市环境污染的间接受害者，而在旅游收益分配时，城市居民却处在利益分配的最底层，这对城市居民参与城市旅游发展的积极性影响很大，很大程度的制约了城市旅游的可持续发展。 3. 旅游可持续发展 3.1 旅游可持续发展的概念 旅游可持续发展就是在充分考虑旅游与自然资源、社会文化和生态环境相互作用和影响的前提下，把旅游开发建立在生态环境可以承受的前提下，努力谋求旅游与生态、人类与环境的协调发展，并能造福于后代子孙的一种旅游发展模式，其目的在于为旅游者提供高质量的感受和体验，提高旅游地居民的生活质量，并切实维护旅游者和旅游地居民共同依赖的生态环境。
3.2 旅游可持续发展的目标 (1)通过旅游开发满足地方经济发展的需要，在现实和长远目标中提高旅游目的地居民的生活水准和生活质量。旅游以当地经济发展提供的各种机遇作为发展基础，与当地经济有机结合，对当地经济发展起到积极促进作用。 (2)维护作为旅游发展之基本吸引要素(或组成要素)的环境资源质量(包括自然、人文环境要素)。旅游发展必经建立在生态环境的承受能力之上，考虑旅游对自然资源、生物多样性的影响，考虑旅游活动对当地文化遗产、文化传统的影响。 (3)要保持并提高旅游业的竞争力和生命力，维护公平的经营环境。 (4)满足日益增长的旅游需求，为旅游者提供高质量的旅游感受。
3.3 旅游可持续发展的原则 1. 开发与保护并举原则 保护与开发并不是一对不可调和的矛盾，保护的根本目的是为了更好地开发，科学地开发是一种积极地保护。 2. 区域性原则 从宏观讲就是“合理布局，重点开发”，根据各地资源的不同特色，选择特色突出，市场潜力大的地区优先开发；从微观讲就是要“科学规划，合理分区”，每一个旅游地内部进行功能分区，最大限度地减少旅游活动对旅游地资源环境的破坏 3. 综合效益最大化原则 旅游开发以生态效益为前提，经济效益为依据，社会效益为目标，使旅游取得最佳的生态效益、经济效益和社会效益 4. 资源环境资本核算原则 在我国传统的经济和价值观念中，对资源尤其是自然资源的价值不够重视，总是认为这些资源是取之不竭，用之不尽的。这些观念导致对旅游资源无偿占有、掠夺性开发和浪费使用，造成旅游资源损毁、生态破坏和环境恶化。 5. 容量控制原则 旅游资源的利用应保证环境质量不发生明显的变化，控制在环境自我修复能力界域之内。 6. 破坏惩罚原则 对造成污染的生产、生活单位、部门及个人采取惩罚方法以控制污染行为。 4. 旅游可持续发展案例——苏州相城农业生态园 从“北大荒”到“天然氧吧”，苏州相城农业生态园转型的成功充分体现出了旅游可持续发展理念的正确性，成为了旅游可持续发展的典型案例，为其他地方实行旅游可持续发展提供了很好的借鉴作用。 该园区位于苏州市北郊13公里处，以前被当地人称为“北大荒”，上万亩的滩涂沉降的地带，杂草丛生，人也走不进，区域内水塘一个挨一个，不适合中粮也不适合养鱼。自改革开放以来，旅游业得到迅猛发展，政府把目光放到了该区域，希望把这块荒地规划建成农业生态园。2003年9月园区成立，通过土地综合治理、改造、开发等一系列措施建成了集现代农业、休闲观光、科普教育、餐饮购物为一体的综合性农业示范园区。2005-2008年，连续四年被列为国家农业综合开发土地治理项目。园区分设野外拓展区、科普教育区、综合服务区、花卉游赏区(花卉植物园)、农业示范区五个分区，充分体现了江南水乡特色的内涵，园区绿化面积已达4000多亩，"绿肺"和"天然氧吧"的大自然胜境已显雏形。被游客誉为当代的"世外桃源"。园区已引进企业18家，总投资超4亿元，兴建生态园农副产品批发市场面积达5万平方米，年交易额已达4亿元，被农业部定为定点市场。 周末走在景观大道上，经常能看到很有游客在垂钓，鸟语花香，俨然一副人文自然和谐相处的景象。很难让人联想到这里就是当年的那块“北大荒”，透过它成功的光环，我们不难发现它成功的模式。园区是“政府+企业+农户”的发展模式，实质是政府引导下的“企业+农户”的模式，这种模式的优势在于能够充分发挥政府的宏观指导作用，由政府相关部门对旅游发展进行规划，防止盲目开发，修建旅游发展所必须的道路，停车场等基础设施，为旅游的开展和进行提供一个安全，稳定的外部环境。该区几年来，在谭谭坑坑中“理”出了35556亩土地，这些土地基本变成了农田，水产方面的科研基地，和生态公园，不仅提高了土地利用率，也美化了环境。此外这种模式有利于发展企业的经营和管理优势区域内建造大规模的高速，国道等路段，挖废的土地较多，政府再把这些土地拿出来，提供给民间资本改造，使之成为高标准的鱼塘，上档次的会所等设施。在改善环境的同时，增加了土地出让率。通过这种模式全区先后整理了4000多亩筑路挖废地，同时吸引当地农民的参与又能给予就业和增长收入的机会，使当地人也分享到旅游的经济效益。有助于他们以主人翁的身份自觉的保护当地优美的自然环境，丰富的文化遗产，并且对旅游的发展提供建议增强其参与的热情。园区的布局采用中国传统的山水园林的经典布局，充分考虑原有农业生产的资源基础，因地制宜，依据资源属性，景观特征性，及其现存环境，在考虑保持原有的自然地形和原生态园的完整性的基础上，充分利用微地形变化调整平面布局，有效组织空间，营造植物生存条件，建成了比较有特色的“荷塘月色”，“植物园”等景点。
