托收申请书是委托人与托收行之间关于托收业务的代理契约，也是托收行办理托收业务的基本依据。

委托人还应明确如果付款人不支付托收手续费和其它费用时，提示行是否可以放单。
第一种情况是如果托收指示中规定托收费用由付款人承担，而后者拒付时，提示行可以根据具体情况在不收取该项费用的情况下凭付款或承兑或其他条件交单，此时被放弃的托收费用应由发出托收的一方承担，并可从货款中扣减。
第二种情况是如果托收指示中明确指明托收费用不得放弃而付款人又拒付该项费用时，提示行将不交单，并对由此所引起的延误所产生的后果将不承担责任。当该项费用已被拒付时，提示行必须毫不延误地以电讯通知向其发出托收指示的银行，如果电讯不可能时，可用其他便捷的方式通知。
