国家建设高水平大学公派研究生项目英语考试大纲总则国家建设高水平大学公派研究生项目英语考试大纲的制定旨在选拔有高级英语应用能力的优秀公派研究生,到国外一流院校或科研机构进行学习深造。
国家教育部直属出国留学人员培训部教学指导委员会负责本大纲的制定,教育部直属各出国留学人员培训部负责组织实施申请人英语短期强化培训及统一考试的工作。
一考试目的本考试的目的是考核国家建设高水平大学公派研究生项目申请人是否具备高级英语应用能力,考察申请人是否具备在国外高校或科研机构使用英语完成高层次学习和科研以及各种社会交际活动的能力。
二考试性质与范围本考试属于标准参照性考试。

凡同时具备以下资格条件者,均可报名参加英语水平测试:(一)具有良好的思想政治素质和师德修养,遵纪守法,廉洁自律;(二)需为公办学校的在编在职教师;(三)中学教师须有大学本科及以上学历,小学教师须有大学专科及以上学历;(四)年龄一般在43周岁以下(时间截至2011年12月31日);(五)有5年以上教育教学、管理工作经验,调入我市教育系统工作3年以上;(六)身体健康;(七)近三年年度考核等级称职以上。
另,2008年以来,具有下列外语考试成绩之一,且符合上述条件者,可免英语水平测试,凭具体成绩证明直接报名:(一)参加全国出国培训备选人员外语水平考试(BFT),获得中级以上证书;(二)参加雅思(IELTS)考试,英语成绩达到5.5分以上;(三)参加托福(TOEFL)考试,英语成绩达到530分以上。
二、英语水平测试安排我局将委托有关单位开展英语水平测试。

你校国际部关于出国英语培训收费的请示收悉。
按照省物价局、省财政厅《关于教育收费若干政策问题的通知》规定,经请示省物价局同意,现将你校国际部出国英语培训收费有关规定批复如下:
一、将你校国际部开展的赴加拿大、澳大利亚、新西兰、英国等国家的预科课程教学活动的收费规范为报名费、培训费、签证服务费、代管费四项。
具体收费标准由你校依据培训成本制定。
二、为维护双方当事人的合法权益,应本着自愿,协商的原则,将费用的收取以及学生退学、休学费用结算的方法,违约责任,协议的终止,变更、解除等有关事项,用合同的形式确定,明确双方的权利和义务。
三、你校制定的培训收费标准以及合同书样本,应报市物价局备案。
四、你校接到批文后,将上报材料备齐,到市物价局办理《收费许可证》。
