我国房地产政策对于房地产市场的影响

摘要：近年来，随着中国城市化进程中土地储备制度的进一步巩固完善和房地产市场的迅速发展，以地方政府主导的土地一级买方市场和卖方市场房地产商各路竞相角逐的局面导致了频频出现的“地王”和居高不降的房价现象。我国经济基本面已经很难解释当前房地产价格的走势,房地产调控政策成为影响我国房地产价格的重要因素。其中,土地政策和保障房政策对房地产价格的影响虽然存在一定时滞,但对房地产价格的影响是长期的且效果明显;货币政策和信贷政策对房地产价格的影响相对较小,利率的调整是重要的货币政策工具。本文通过分析土地调控政策参与房地产市场调控的理论依据和制度背景，寻找土地调控参与房地产市场的作用机制，深入阐述了土地供应量，土地供应价格，土地供应方式和土地供应结构等政策工具与房地产市场的关联性；重点分析了货币政策如何影响房地产价格，房地产价格波动又如何影响投资、消费等，具有一定的理论与现实意义。

Abstract:In recent years, with the further consolidation and perfection of the land reserve system and the rapid development of the real estate market in China's urbanization process, the local government-led land-level buyer market and the seller's market real estate business have been competing for each other frequently. "To the king" and high prices do not drop phenomenon. China's economic fundamentals have been very difficult to explain the current trend of real estate prices, real estate regulation and control policy has become an important factor affecting China's real estate prices. The impact of land policy and housing policy on real estate prices has a certain lag, but the impact on real estate prices is long-term and obvious effect; monetary policy and credit policy on real estate prices is relatively small, the interest rate adjustment is An important monetary policy tool. This paper analyzes the theoretical basis and institutional background of the land regulation and control policy in the real estate market regulation, and looks for the mechanism of land regulation and control to participate in the real estate market. It elaborates policy tools such as land supply, land supply price, land supply structure and real estate And how to influence the price of real estate and how the fluctuation of real estate price affects the investment and consumption. It has certain theoretical and practical significance.
