I would particularly like to thank Vice Premier Wang. The Vice Premier combines a broad strategic perspective with a well-deserved reputation as a highly effective problem solver -- a rare combination. He is a fierce defender of China’s interests and dedicated to building a positive, cooperative, and comprehensive bilateral economic relationship with the United States.我特别要感谢王副总理。

So to all of my American colleagues, members of the Cabinet, and other leaders of our government, thank you for your work on behalf of this dialogue. And to our Chinese colleagues and partners, thank you for making this long journey – not only the journey you made by the airplane that brought you here, but the journey that we are making together to build a better future for our children and our grandchildren.
Deng Xiaoping once described China’s process of reform and modernization as being like a person crossing a river by feeling his way over the stones. That is a good description of the way forward that we must chart together. We know it won’t be easy and there will certainly be times when both our countries stumble on the unexpected stones. But if we continue building the habits of cooperation and respect that this dialogue represents, and if we learn to trust one another and better understand each other’s intentions, then I am confident we will not let those slippery stones trip us up and derail our progress. We are very pleased at the habits of cooperation and understanding that have already been developed, and we greatly appreciated the successful visit by President Hu Jintao this past January and the agreements that he and President Obama have made to deepen our relationship to make it one that is positive, cooperative, and comprehensive.

It is a privilege to open this inaugural meeting of the Strategic and Economic Dialogue between the United States and China. I am especially pleased to join my co-chair, Secretary Geithner, and to welcome State Councilor Dai and Vice Premier Wang. 中美博弈战略演讲稿当前,中美之间的关系是极为复杂的,既有正面交锋,又有反面博弈。
既有对美国长期主导的全球秩序感兴趣,又在对中国长期关注下感到非常困惑。
特别是中国加入世贸组织后,美国更加担忧中国会对 WTO的规则和原则产生影响——这势必带来不稳定因素,从而会冲击 WTO 规则和原则。
同时,目前中美之间虽已达成了若干共识但尚未全面落实。
从战略上看,目前双方存在着某些分歧和矛盾。
但是就目前来说仍是一个不稳定因素。
当前我国处于世界经济格局深刻调整的大背景下,也面临着严峻的挑战或机遇:1、全球格局出现变化;2、新兴市场国家崛起;3、中美贸易摩擦导致国际环境恶化;4、以大国为主导全球化进程进一步加快。
一、全球格局出现变化目前,世界经济已进入新常态,经济增长动力的转换正在加快,经济结构的调整也在加快。
当前世界经济格局正从高增长阶段,这是经济增长动力的转换,是供给侧结构性改革成效的集中体现;以美国为首的发达国家的经济增长动力正在下降,这是供给侧结构性改革成效的集中体现;以金砖国家为代表的新兴市场国家,特别是中东北非、东南亚、拉美地区经济增长动力正在上升;世界主要经济体经济增长潜力逐步释放;全球化向纵深推进,世界经济结构正在调整、升级,由原先的国际分工格局转变为主要发达经济体主导的全球化格局;世界经济已经由全球化阶段转向以规则为基础、由全球价值链分工转型升级阶段。
这些新情况、新变化对我国提出了新挑战,也对我国提出了新要求。
一是必须适应我国发展新常态,加快转变经济发展方式,提高经济创新力和竞争力;二是必须保持战略定力、增强忧患意识和风险意识,做好应对各种风险挑战的准备;三是必须牢牢把握长期稳定发展这一主线不动摇。
世界格局发生深刻变化是我国当前发展面临的最大课题之一。
如果我们不能正确把握局势,甚至出现失控苗头甚至严重后果,将影响我国长治久安和国家安全。
二、新兴市场国家崛起过去30年,世界经济增长基本由发达经济体推动,世界经济重心逐步向新兴市场国家转移。

Let me acknowledge the co-chairs at the outset here. Vice Premier Wang and State Counselor Dai, welcome back. I got an opportunity to spend some time with you -- not as much as my colleagues have -- but your trip with President Hu was a great visit, and we got a chance to spend some time together.请允许我首先向两位共同主席致意。

I also would like to recognize, by the way, Secretary Gary Locke, the President’s choice to be our next ambassador to China. And I’m not going to mention the Trade Representative sitting next to you because I told him if he was able to deliver a deal on -- with Korea, I would nominate him for the Nobel Peace Prize. (Laughter.) He did and I have to. (Laughter.)我不想介绍坐在你们身旁的贸易代表,因为我对他说过,他若能促成同韩国的协定,我就提名他获诺贝尔和平奖。

(笑声)Any rate, I’ve made my -- I hate to acknowledge this, gentlemen, but I made my first trip to China as a young man, meeting with Deng Xiaoping in 1979, in April of ’79.I was privileged to be with what I guess I’m now part of, a group of very senior senators at that time. I think we were the first delegation to meet after normalization -- with senators like Jacob Javits of New York, and Frank Church, and a number of other very prominent members.话说回来。

And on that trip when we met with then Vice Premier Deng and witnessed the changes that were being initiated, begin ning to spark China’s remarkable -- absolutely remarkable transformation, even back then it was clear that there was -- that great things were happening. And there was also a debate -- there was a debate here in the United States and quitefrankly throughout most of the West as whether a rising China was in the interest of the United States and the wider world. As a young member of a Foreign Relations Committee, I wrote and I said and I believed then what I believe now: That a rising China is a positive, positive development, not only for China but for America and the world writ large.在那次访问期间,我们会晤了时任副总理的邓小平,并目睹当时启动的种种变化正在开始促发中国引人注目的——绝对是引人注目的转型,即使在当时也已经很清楚——巨变正在发生。

When President Obama and I took office in January of 2009 we understood -- we understood absolutely clearly that our relationship with China would be a key priority. The President and I were determined -- determined to set the relationship on a stable course that could be sustained for decades. Our two countries, now the world’s two largest economies, were bound by ever-growing ties of commerce and investment. We, the United States, we always talk about what we import; we, the United States, exported $110 billion in American goods and services to China last year. 奥巴马总统和我在2009年就职时就理解——极为清楚地理解,我们与中国的关系将是一个关键重点。
