十堰市防汛抗旱应急预案1 总则1.1编制目的为全面贯彻落实中央新时期“节水优先，空间均衡，系统治理，两手发力”的治水方针，主动预防、应对水旱及其衍生灾害，规范防汛抗旱应对行为，做好洪涝、干旱的防范与应急处置工作，保证抗洪抢险、抗旱救灾工作快速、有序、高效进行，最大限度地减少人员伤亡和财产损失，保障十堰市经济社会全面、协调、可持续发展，特制定本预案。
1.2制定依据本预案制定的依据主要是：《中华人民共和国突发事件应对法》、《中华人民共和国水法》、《中华人民共和国防洪法》、《中华人民共和国防汛条例》、《中华人民共和国河道管理条例》、《水库大坝安全管理条例》、《国家突发公共事件总体应急预案》、《国家防汛抗旱应急预案》、《城市节约用水管理规定》、《取水许可制度实施办法》、《湖北省抗旱条例》、《湖北省防汛抗旱应急预案》和《十堰市突发公共事件总体应急预案》等有关法律法规以及十堰市山洪灾害频发和以工程性缺水为主要特征的结构性缺水的基本市情。
