国民幸福指数(GNH)最早20世纪70年代是由南亚的不丹王国的国王提出的,他认为“政策应该幸福,并应 以实现幸福为目标”,人生“基本的问题是如何在物质生活(包括科学技术的种种好处)和精神生活之间保持平 衡”。在这种执政理念的指导下,不丹创造性地提出了由政府善治、经济增长、文化发展和环境保护四级组成的 “国民幸福总值”(GNH)指标。

对于幸福的理解涉及了哲学、心理学、社会学、经济学、文化学等多个学科,这说明了社会心理体系的高度 复杂性,而这种复杂的主观世界要用数量化的工具来加以测量和说明,无疑是对现代社会科学的局限性提出一个 重大挑战。因此,关于幸福指数一种可能的误读就是,将幸福指数简单化的倾向。典型表现之一是,希望通过一 份调查问卷就能达成对主观幸福感全面而准确的把握。而幸福感在测量上存在的一个重要问题就是:在进行测量 的时间之点上人们所表达的生活感受,是否能够代表他们在一个时期里的总体生活感受。

幸福指数是社会发展状况及其问题的“风向标”和“晴雨表”。如果说社会心理体系包含理性层面的认知评 价和感性层面的情绪感受,那么,在幸福感中情绪感受这一感性层面常常占据主导地位,幸福感有时是一种很个 体化的主观领域。因此,在实践领域中,幸福指数可以成为生活质量指标体系中一个重要方面,但并非唯一方面。
