2017年高考除浙江、上海因实行高考改革变化较大外，全国其他地区保持稳定，考试模式仍与2016年保持一致。其中，重庆高考2017年使用全国Ⅱ卷，即新课标二卷，全国甲卷，甲卷一般比乙卷简单一些，比丙卷难一些。

全国卷大纲卷和新课标卷的区别
新课标定义：课程标准是国家课程的基本纲领性文件，是国家对基础教育课程的基本规范和质量要求。本次课程改革将我国沿用已久的教学大纲改为课程标准，反映了课程改革所倡导的基本理念。基础教育各门课程标准的研制是基础教育课程改革的核心工作。经过近300名专家的共同努力，18种课程标准实验稿正式颁布，标志着我国基础教育课程改革进入新的阶段。高中以分科课程为主，为使学生在普遍达到基本要求的前提下实现有个性的发展，课程标准应有不同水平的要求，在开设必修课程的同时，设置丰富多彩的选修课程，开设技术类课程。积极试行学分制管理。
全国大纲定义：全国统考大纲分为两种，一个是传统大纲，再一个是新课改大纲，无论按哪个大纲出题，都称为大纲卷，习惯上把传统大纲卷称为全国Ⅰ卷，课改大纲卷称为全国Ⅱ卷。随着课程改革的深入和招生制度自主化的加强，迄今为止全国已有12个省市(包括北京、上海、天津，有的是几个省联合)实施了课改高考，并以课改大纲为参考，参照本地区的具体情况适当调整，制定了自己的《考试说明》作为考试命题的依据。其他地区选用全国Ⅰ或全国Ⅱ直接考试。
