第二条本办法所称IC卡,是指将集成电路芯片镶嵌于特定介质中,可进行数据存储、处理和交换的卡。
第三条本办法适用于中华人民共和国境内面向社会的IC卡的应用和收费。
第四条国家金卡工程协调领导小组(以下简称金卡领导小组)负责全国IC卡生产、应用的领导和统筹规划,制订全国IC卡应用的总体规划,指导各部门、各地区的IC卡生产和应用。
第五条IC卡的推广应用实行分行业分级管理。
在IC卡应用总体规划的指导下,全国行业性IC卡的应用由国务院有关部门制定发卡计划及应用规范,统一管理;地区性IC卡的应用由地方政府负责管理。
第六条各部门、各地区要服从金卡领导小组的统一协调,根据全国IC卡应用的总体规划制定本部门、本地区的IC卡应用规划,应报金卡领导小组备案。
未列入应用规划的IC卡,不得发行。
第七条国家行政机关实施行政管理,为提高管理效率,方便服务对象而推广使用IC卡,可以按照核定的标准。

CALIS联机编目中心2016年度支付数据费说明(成员馆)一、本次付费说明1,付费数据类型:中文图书、中文连续出版物、西文图书、西文连续出版物、日文图书、日文连续出版物、中文古籍、俄文图书、俄文连续出版物、小语种图书和小语种连续出版物。
2,付费统计时间范围是:2015年9月1日至2016年8月31日。
3,鉴于联合目录数据库中书目数据的不稳定性(书目数据在被维护的过程中,存在着被删除、合并、覆盖、升级等的可能性),所以本次统计按以下步骤进行:●第一步:统计从建库伊始到2016年8月31日期间的各项记录总数;●第二步:减去从建库伊始到2015年8月31日期间的对应记录数;●第三步:分别计算各项记录差额的费用以及总费用。
4,本次付费不含批量上载数据5,中国农业大学图书馆承接CALIS日文联合目录子项目,在源数据格式转换及下载、编目软件以及相关业务文件等方面做了大量工作,为日文编目提供了丰富、可套录用的外来数据源。
按照有关规定,日文详编数据费用50%付给成员馆,50%付给中国农业大学图书馆。

三、清单文件说明1,本次付费由中西日俄文数据费清单、古籍数据费清单(如果贵馆是古籍成员馆)及实际付费总额清单组成。
2,截至2016-8-31的总数统计列表列出贵馆从建库伊始到2016年8月31在CALIS联合目录数据库中的各个文献类型各项数据的总数,称为“中西日俄文总数”。
3,截至2015-8-31的总数统计列表列出贵馆从建库伊始到2015年8月31日在CALIS联合目录数据库中已付费的各个文献类型各项数据的总数,称为“上年度已付总数”。
付费总额=(中西日俄文总数-上年度已付总数)×中西日俄费率+(中文古籍总数-上年度已付总数)×古籍费率4,实际付费总额=“付费总额”-“预付数据费”若“预付数据费余额”项有余额,本次不再支付数据费,可以不提供汇款账号信息。
