这次会议后,我国正式颁布了《中国农村扶贫开发纲要(2001-2010年)》,提出今后10年中国农村扶贫开发的目标任务、指导思想和方针政策。

根据测算,20世纪90年代中国农村贫困人口减少与经济增长的弹性系数为-0.8,即GDP每增长一个百分点,农村贫困人口就降低零点八个百分点。
经济的稳步增长将扩大劳动力需求,有利于贫困地区劳动力的就业。
同时,随着综合国力的不断增强,国家可以投入更多的力量促进贫困地区开发建设,为贫困地区的发展提供坚实的物质基础。

2001年全省贫困人口有817万人,占全国贫困人口的9.1%;其中未解决温饱的382万人,低收入的435万人。
