三、教学目标与要求目前对小学英语教学共提出两个级别的要求：一级为小学三、四年级的教学目标要求，二级为小学五、六年级的教学要求。
有条件的地区可以超过二级的要求，有困难的地区经省级教育行政部门批准后可以适当降低要求。
