vc6中 error C2011的原因

vc6中 error C2011的原因

vc6中error C2011: 'fd_set' : 'struct' type redefinition 的原因网友这样说"一直都用gcc开发,好久没有用VC,前两天写代码的时候装了一大堆插件,visual Assist X,WndT abs,Spelly,Project Line Counter,SourceStyler C++,用的挺爽的,感觉比VI好用多了,但是一编译,噩梦就开始了。

语法错误到不多,很快就改好了。

接下来就遇到了一个错误error C2065: 'TryEnterCriticalSection' : undeclared identifier很奇怪,同时关键段的其他函数没有这样的问题,偏偏只有这个函数有,只好求助于google,发现需要添加一个宏定义,_WIN32_WINNT=0x500,意思应该就是只从某一版本的windows开始支持,好像是win2000,以前的就不需要支持了,这样就可以支持一些新的函数,我想这个TryEnterCriticalSection就应该是其中之一。

这个问题没有了,又出了新的问题,一下子跳出了很多error C2011。

就像这个一样error C2011: 'fd_set' : 'struct' type redefinition,而且还有提示winsock.h和winsock2.h中的定义冲突macro redefinition。

开始以为这个问题就是重复定义,可以找了半天没有发现winsock2.h的影子,就很奇怪,查了网上的帖子也没有发现这样的情况,其他人虽然有相同的错误,但是大多都是使用了stdafx.h,里面的定义冲突了,记得以前写VC的时候,项目建造的时候可以选是否支持网络,但是这次我建的是一个空的windows console项目,没有使用,所以还是没办法。

-alias 产生别名在输入密码时没有回显,只管输入就可以了,一般位数建议使用20位,切忌需要记下来后面还要用,注意:1、CN(Common Name - 名字与姓氏):其实这个“名字与姓氏”应该是域名,比如说localhost 或是之类的。

输成了姓名,和真正运行的时候域名不符,会出问题。

浏览器访问时,弹出一个对话框,提示“安全证书上的名称无效,或者与站点名称不匹配”,用户选择继续还是可以浏览网页。

但是用http client写程序访问的时候,会抛出类似于“javax.servlet.ServletException: HTTPS hostname wrong: should be ”的异常。

2、在用keytool生成数字证书时必须保证:-keystore androidapp.keystore -alias androidapp.keystore 两者名称必须相同。

There are many significant updates on several Sesam programs as compared to the previous release (August 2014).“The continuous investments in Sesam lead to new and improved products that help our customers become more efficient. They also get higher data quality during import from other sources. This release is more complete for all the industry segments Sesam is supporting. These include jacket analysis, floater analysis (offshore and ship specific), riser and pipeline design and marine operations. The amount of new functionality is a proof that we invest heavily based on listening to customer needs” says Ole Jan Nekstad, Product Director Sesam.Your feedback is important to us and the above improvements are a result of such. We thank you for your continuous support of Sesam. If you have any suggestions, questions or problems please send an email to: software.support@ or contact one of our local offices.In this Release Document you can read about the new main features and how to upgrade models created in previous versions. Detailed update information for each Sesam program can be found on the Customer Portal.The three most significant updates during the last year are:-Manual and automatic refinement of a finite element mesh (requires a new license extension) - A new method for member fatigue (spectral fatigue) where the stress RAO’s are established subsequent to deterministic wave load and structural analyses-Supporting API 22nd including AISC 9thA global finite element model with a typical Automatic mesh refinement including transition mesh size of 400 mm. between fine (25 mm for this example) and coarsemesh.2HIGHLIGHTS OF THE SESAM 2015 RELEASESesam has been a modular system since the first release in 1969. This has proven to be a success since our customers can pick the functionality they need. The modularity also eases replacing outdated program modules with new and modern software, again to the benefit of our customers. To ease the understanding of the Sesam offerings we have made some packages. These are described in the following and include the highlights for this release. More details may also be found in Chapter ‎5.2.1Sesam ManagerSesam Manager has been updated with the following new features:∙Translate and import Sesam (Brix) Explorer job∙Batch execution of Sesam Manager and workflow within it∙Built-in templates and link to downloadable Sesam examples∙Information on new Sesam program versions when you start Sesam Manager. You may download updated program versions directly from this view. It is required that you are connected to the internet.2.2Sesam GeniESesam GeniE includes all Sesam programs needed to do structural analysis. It also interacts with Sesam HydroD to make hydrodynamic models and to read hydrodynamic results. Since the previous Sesam 2014 release (August 2014) there have been four GeniE releases including supporting programs (Wajac, Splice, Sestra, Framework and Xtract). The main benefits of these releases are:∙Make reports including figures. Our users can now make reports that include graphics of structure, finite element model and results. The figures are automatically generated and the user may decide the view angle or use the default options. By this we expect many man-hours can be saved since it is not necessary to manually cut and paste figures into a report. Further savingswill also be gained after a re-design since the report is automatically updated.∙Partial meshing supports Sesam Quad and can be used on fixed structures. Partial meshing can now be used for all types of linear analysis started from GeniE or Sesam Manager. This will help users save significant meshing time during re-meshing after a change in structure or meshsettings. For jacket and topside analysis, partial meshing will lead to a constant finite elementnumbering system where only new node/element numbers are introduced when there is achange in structure or other mesh settings.∙The user can edit a mesh including edit node position, move elements, collapse elements, keep mesh, delete elements and refine grid. Manual mesh editing makes it is easy to gain highprecision control of the FE mesh. In most cases the automatic mesh generation based on mesh algorithms will give a satisfactory result. However, in some cases the user wants to improve the mesh based on own experiences or other requirements. GeniE now supports two options for doing so: Either change the mesh settings or manually edit the FE mesh. All mesh editing is scripted meaning that a model can be recreated at a later stage. For long term compatibility it is advised to use the GNX format for storage. Mesh editing can be done on both flat and curved surfaces. The first release of mesh editing is limited to first order elements.∙Robust copying of very large models. A new method for copying large models will ensure that all structural components are part of the copy operation. Previously and in special cases our users experienced that not all structural components were copied and a manual repair of the model was necessary. Instead of copying each structural component they are now all grouped and copied in one operation.∙Jacket specific: Supporting multiple water depths. Users may now define several water depths in the same analysis. This will make it much easier for jacket designers to specify the analysis input data as well as to do results screening and code checking. Previously it was necessary to do several code check runs based on multiple analyses prior to a manual check of worst conditions.This can now be done automatically in one code check run based on one analysis.∙Jacket specific: Compute buoyancy of members at mudline. Users can now easily include the buoyancy of members that are modelled at same elevation as the mudline. Previously it was necessary to adjust the mudline elevation with a couple of millimetres to achieve the correct buoyancy.∙Jacket specific: Automatic computation of mass and buoyancy area of grouted members. When defining a grouted member the mass of grout is automatically included and the buoyancy area is computed. Previously, it was necessary to manually derive the equivalent mass density and buoyancy area and apply these to the model.∙Jacket specific: Compute pile equivalent spring matrix. The new version lets you decide which load-combinations shall be used in the computation to derive a 6x6 equivalent spring-to-ground matrix for each pile. In earlier versions this was a manual, tedious and complex procedure.∙Jacket specific: Member spectral fatigue. This is a new method in Sesam for member fatigue and it is an add-on to the previous deterministic, stochastic and time domain (also known as rain-flow counting) fatigue methods. The spectral fatigue methodology is based on non-linear wave load calculation in time domain and calculation of stress RAO’s subsequent to the structural analysis. This means that the non-linear wave load effect typically in the splash zone (variable submergence and drag force) is accounted for contrary to the stochastic method in which the linearization is done prior to the wave load calculation.∙Ship and hull specific: Yield strength assessment according to VonMises and CSR-H (IACS Common Structural Rules for Bulk Carriers and Double Hull Oil Tankers, published in July 2015).This means that it is possible to perform yield strength assessments based on a global model to decide whether to perform refined analyses, i.e. refine the FE mesh locally and re-run theanalysis. The yield strength assessment is based on the membrane VonMises stress and when performing a check according to CSR-H the acceptance criteria for different structuralcomponents are automatically accounted for. For a simple yield check the user can include user defined safety factors for the individual parts.∙Supporting member code check according to API 22nd including AISC 9th. Member and tubular code checking can now be performed based on the latest edition of API 22nd edition. Thisincludes the use of AISC 9th for non-tubular members. Furthermore, the AISC 9th code check edition can be used directly for a model including tubular members. The user benefit is that use of the code check according to API 22nd can be done without labour intensive customer made spread sheets.∙Minimum joint capacity check based on API 21st/22nd edition. This minimum joint capacity check is performed on joints denoted critical by the user. It requires that a member code check has been run prior to the joint capacity check since the minimum joint capacity will be based on 50% of brace effective strength. By this we expect savings in engineering hours as this check now can be done in GeniE instead of customer made spread sheets.∙Sea-state dependent hydrodynamic coefficients for different directions and water depths. For jack-ups and jackets with many conductors the hydrodynamic analyses are often carried out with different sets of hydrodynamic properties (C d and C m). Previously this was done in GeniE based on multiple analyses with only one set of hydrodynamic coefficients in each analysis. This time consuming analysis approach including manual screening of results is now replaced by a new feature allowing all this to be done in a single analysis. This leads to a very efficient analysis execution, code checking, re-design and automatic reporting.∙Marine growth mass separated from wave load analysis. The weight of marine growth can now be separated from the wave load analysis in a separate load case. This means that different load factors can be used for wave loads and weight of marine growth in a load combination.Previously it was cumbersome to set up wave load analysis to achieve the same.∙Import linearized pile matrix. This feature will significantly help our users to run a non-linear pile-soil analysis with the purpose to automatically compute linearized spring stiffness at the pile head at seabed (linearized pile matrix) based on governing load combinations specified by the user. Furthermore, the linearized pile matrix can be imported to be used as boundary conditions replacing the piles and soil. Engineering will now be more efficient since this was previously done following a labour intensive manual procedure. This feature is normally used in connection with free vibration and fatigue analyses.∙Additional SN-curves for fatigue analysis. It is now much easier to select SN-curves since they can be selected from a pull-down menu instead of typing the names. Furthermore, the program selects the relevant part of the SN-curve based on the elevation provided by the definition of the splash zone. This means that the only definition needed is two input parameters for the splash zone and one SN-curve. Previously it was necessary to use 3 different SN-curves: for air, free corrosion (splash zone) and corrosion protected (the water zone). Finally, additional SN-curves have been implemented eliminating the need for manual definition of the curves.∙More flexible reporting. For graphical reporting chapters can be moved up and down by cut and paste. Also, a chapter can be copied and edited. This makes graphical reporting more useable and faster. The benefit for the user is easiness in making a report where the order of the table of content can be changed.∙Local finite element modelling – edit mesh and refine mesh. Mesh editing was introduced in the previous version of GeniE. The edit mesh functionality has been significantly improved byfeatures for mesh alignment (based on start/stop finite elements or move and adjust based on start/stop positions) as well as delete and insert surface elements within an existing plate. Edit mesh now also supports 2nd order finite elements. The big time saver for our users is to very quickly include refined mesh details in a global model. The new feature refine mesh has been shown to more than 1000 engineers and the feedback is that they can speed up the modelling time from days and hours down to a few seconds per detail using the new and automatic mesh refinement options. The figures below show two examples where automatic mesh refinement options have been used.∙Quality check of imported models via FEM format. Prior to importing a FEM model it is now possible to do a quality check of the data. In other words, the user is informed about the quality of the data based on a selection of quality check criteria. There are also some means forimproving the quality of the FEM file prior to importing it into GeniE. The benefit is that it can be done and documented prior to import instead of finding the weaknesses afterwards.∙Yield Screening according to IACS CSR BC & OT to identify areas for refined analysis. The new standard for bulk carriers and oil tankers is effective as of 1 July 2015. The benefit for our users is that they can document compliance to this standard by using this version of GeniE together with the latest release of Nauticus Hull. It is possible to perform yield strength assessments based on a cargo hold model to decide whether to perform refined analyses, i.e. refine the FE mesh locally and re-run the analysis. The yield strength assessment is based on the membrane VonMises stress and when performing a check according to this standard the acceptance criteria for different structural components are automatically accounted for. For a simple yield check, theuser can include user defined safety factors for the individual parts. There are also built-in rules for how to treat holes and mesh details for refined models (including automatic conversion ofbeam element to surface FE). The figure below shows a beam element that has beenautomatically converted to plate FE (blue colour). The conversion takes care of material andstiffness properties, eccentricities, sniping details and connectivity between plate FE andsurrounding beam FE.∙Support for DNV GL rules (draft version, July 2015). The new version of GeniE supports cargo hold and detailed analyses, loads, boundary conditions, corrosion addition and buckling check when used together with the latest release of Nauticus Hull.∙Print modal mass factors. Following an eigenvalue analysis it is now possible to print the individual mass participation and the relative accumulative mass participation factors. Both are needed to verify that the correct eigenmodes are part of a dynamic analysis2.3Sesam HydroDSesam HydroD includes all Sesam programs needed to do hydrostatic and hydrodynamic analysis. It is based on model data from Sesam GeniE and it will produce results for use in structural analysis to be used by Sesam GeniE. Compared to the 2014 release Wasim and Postresp are updated.The most important new feature is:∙Stream function wave theory is implemented inWasim. This will remove virtually all limitation ondoing analysis in shallow water.Other important new functionalities are:∙The DNV-NA scatter diagram is updatedaccording to the 2014 edition of ClassificationNote 30.7.∙Results for both relative motion and waveelevation from Wasim.∙Postresp can read data for sum-frequency only ordifference frequency only.2.4Sesam DeepCSesam DeepC focuses on mooring, riser and umbilical analysis. Such analyses are often carried out based on a coupled analysis approach.The latest release has focused on engineering efficiency through concept modelling of complex parts involved in typically offloading analysis, tendon disengaged analysis and pipe-laying analysis.2.5Sesam PipelineSesam Pipeline is a collection of tools to ensure compliance with DNV Recommended Practices for offshore pipelines.There are updated versions of FatFree, StableLines, SimBuck and OS-F101. In addition we have released a new program called RP-F101 for the assessment of corroded offshore pipelines.2.6Sesam MarineSesam Marine addresses marine operations. As for Sesam DeepC the analyses are often based on a coupled analysis approach.The most recent version addresses both usability (e.g. better reporting, more examples and improved post-processing) and new functionality (for example a better load model between inner and outer pipe).2.7Sesam WindSesam Wind is an add-on to the Sesam GeniE package. It also includes import of wind load time series and set-up of multiple analyses with varying wind direction and duration followed by a fatigue analysis.With the new release you can more easily include structural self-weight into the analysis as well as use variables in the definition of wave load input.3HOW TO UPGRADE3.1How to DownloadThe new version of GeniE can be downloaded from our Customer Portal located on Customer Portal (https:///cp).Please note the following:-You need your own user id and password to log in to the Customer Portal. If you don’t have an account enter your email address for us to validate you as a user and we will email you logindata.-The Sesam 2015 release supports Windows 7 and Windows 8.1. See Chapter ‎7.1 for more details.-The Sesam 2015 release supports 64 bit operating systems. If you use the default destination folders a 32 bit program will be installed in C:\Program files (x86)\DNVGL and a 64 bit program in C:\Program files\DNVGL.-After installation and prior to using the new versions start the Application Version Manager (AVM) to ensure that the correct versions of the different applications are set as default.-Other useful information may be found in the Installation Guideline.3.2Upgrading Sesam ManagerThe Sesam Manager database is compatible with previous versions. It is also possible to import data from previous version using js (script), xml or zip files. The js and xml files recreate the workflow while the zip file also contains input and result files of the programs included in the workflow.The license file is the same as before.3.3Upgrading Sesam GeniEUpgrading from Previous GeniE VersionsBefore you upgrade, please make sure you have relevant data i.e. js files or xml files to be used when regenerating your models in the new GeniE version.There are four alternatives for migrating data from a previous version of GeniE. For a full description of data transfer capabilities and limitations please consult chapter 10 in Volume 3 of the GeniE User Manual. You can download the user manual from the Customer Portal before installing the programs.-The first alternative is using the js journal file – make sure that it runs safely (File -> Read Command File) in the previous GeniE version before importing it into the new version. Thejournal file is complete and may contain analysis runs, code checks and report generations. Itwill also contain changes and deletions of model data, in short everything you did in the course of your work.-The second alternative is using the condensed js file (the so-called clean js file). This file is more or less complete for jackets and topsides where there are no curved structures. The environment and analysis set-up is included but note that code check data is not part of the clean js file. From version 6.6 and onwards the clean js file includes curved guide curves, curved beams and curved support curves.-The third option is by use of the XML import and export feature. The XML file contains a neutral definition of the workspace – it is complete except for code check details and reporting. If youare upgrading from GeniE 6.3 or later the xml file includes code checking of beams. Thefunctionality is available from File -> Export -> XML Concept Model and File -> Import -> XMLConcept Model.-The final option is by use of the new GNX import and export feature. This option can be used when migrating data from the 6.8-14 version to later versions of GeniE or when transferring data to new workspaces using this version of GeniE. The GNX zip file contains XML and FEM files. Ifyou have multiple analyses all FEM files will be part of the data storage.You can use your existing license file to run the new version of GeniE. Please note that there are features (code checking of beams (CCBM) or plates (CCPL), modelling of curved structure (CGEO), mesh editing (CGEO) and mesh refinement (REFM)) that require a license key in addition to the one for the basic program version.For the execution of plate code check according to DNV GL Rules you must install the Rule Service15.20.53. The GeniE license for code check of plated structure (CCPL) is required.For use of PULS Excel and PULS Advanced viewer for refined plate code checking installation of Nauticus Hull is required. This requires a separate installation and separate license keys.Other Applications than GeniEFor the programs Wajac, Sestra, Splice, Installjac, Framework, Platework, Submod, Usfos, Cutres, Stofat, Presel and Xtract the update information is found on the Customer Portal. If you want to convert soil data from Sesam GeniE to Usfos you should install the utility tool soil.exe from .The respective license files are the same as before.None of these other programs are using database technologies rather they have input files in form of “*.jnl” or “*.inp” files. This means that previous input data can be used to regenerate the data.3.4Upgrading Sesam HydroDUpgrading from Previous HydroD VersionBefore you upgrade make sure you have copies of HydroD journal files (js files) to be used when regenerating your models in the new HydroD version. Importing the data to a new version will be more efficient if you use the feature to export a so-called clean js file. HydroD can also import old Prewad input files in case you have not used HydroD before. Older versions of Wasim (Wasim Manager) did not have scripting which means that if you want to re-run old Wasim models you must first convert them manually to the new HydroD user interface.The license file for HydroD is the same as before.Other Applications than HydroDFor the programs Wadam, Wasim, Waveship and Postresp, the update information is found on the Customer Portal.The respective license files are the same as before.Wadam, Wasim and Waveship are not using database technologies. Previous input data can be used as is to regenerate the data. Postresp has a database. Postresp 6.5 will read a database created by Postresp 6.4. It will also read jnl-files created for Postresp 6.4.3.5Upgrading Sesam DeepCUpgrading from Previous DeepC VersionBefore you upgrade make sure you have relevant js files to be used when regenerating your models in the new DeepC version.For DeepC you can import the journal file (js file) created from your modelling sessions. Alternatively, you can export a condensed js file (the so-called clean js file) and import this into the new program version. These actions are available from File -> Save Clean JS and File -> Read Journal File. The data transfer is complete, but you need to re-run your analyses.The license file for DeepC is the same as before.Other Applications than DeepCFor the programs Simo, Riflex and Vivana, the update information is found on the Customer Portal.The respective license files need to be updated.None of the other programs are using database technologies rather they have input files in form of “*.jnl” or “*.inp” files. This means that previous input data can be used to regenerate the data. The MOUDITM is a 30 L/min, precision cascade impactor for collecting size-fractionated aerosol particle samples. Eight and 10 stage models allow the researcher to size-fractionate samples in the 0.18-18 µm and 0.056-18 µm ranges respectively. Using removable impaction substrates the user can collect multiple samples while working in the field. A rotating option for both models increases the uniformity of particle depositition for improved quantitative analysis. Process under Mac OS (5)KDS USB FW Update 111-38-URM-0111. IntroductionThe Epson Kitchen Display System (henceforth KDS) is preferably updated using the KDS Utility. However, an alternate update method using a USB flash drive can be employed as fallback if required, and is typically faster than with the KDS Utility, albeit at the cost of losing any configuration from the KDs device. This document describes the typical process to set up a USB flash drive for the firmware update.The same firmware update process is used for printers and controllers (henceforth called display box). Once set up, the USB flash drive can be used to sequentially update multiple devices.IMPORTANT NOTES:i. Before you proceed, note that updating the KDS using this method erases allconfiguration from the target device(s). The KDS Utility may be used to re-configure the system.ii. There are certain flash drives that may not work with this method and would fail the update process verification step in the procedures. Some models tested include:a. Kingston DataTraveler 8GB/16GBb. Transcend JetFlash V70 16GBc. Axiom Stealth 2 USBFD2 2GBd. SanDisk Cruzer Dial USB 16GBe. Misc. brands like AData, Samsung, Verbatim, Sony etc. USB 2.0 flash drivesKDS USB FW Update 111-38-URM-0112. Process under Microsoft WindowsThe following process has been verified under Microsoft Windows 7 and Windows 10. Most failures with the method can be attributed to user permissions (inability to modify USB flash drive) incompatible or corrupted USB flash drives.Here are the basic instructions for flashing the printer/display box FW:1. Get a USB flash drive of 1GB or more with no contents you care about, as everything on it will beerased.2. Plug the USB flash drive into a Windows PC.3. Run dd_win.exe (provided in the firmware update package)o Click on “File select…” and browse to the file “usb_boot_image_v26.ubi”o Click on “Drive select…” and specify the drive letter of the USB sticko Hit 'Run' and wait until completed.4. ***IMPORTANT*** Safely eject the USB flash drive from Windows, then unplug it, wait a fewseconds, then plug it back in again.5. Unzip the “KDS Image.zip” file onto the USB flash drive. The final layout of the USB stick should be:\|- autooperation|- uImage|- BOOT.BIN|- images\|-- control.tar.gz|-- hibdrv|-- hibernation|-- hibernationinfo|-- rootfs|-- uImage|-- writable-region6. Eject the USB stick from the PC again.7. Label the USB stick with ‘KDS Image’ to indicate what image is on it in case it is requ ired for otherdisplay boxes/printers or in future.Follow these instructions for each printer/display box that needs to be updated:1. With the printer/display box turned off, plug the USB flash drive into the Interface card at the back.2. Use a pen or paper clip to press the button on the BACK of the printer/display box, and keep itpressed while turning the board on. Keep holding the button down for three or four seconds until the LED near the button goes out.3. The LED light will then show orange for about 45 seconds, and then green for about 5 seconds, thenflash orange for about 60 seconds. Once the FW update is complete, the LED will flash green.4. Turn off the printer.5. Remove the USB flash drive from the back.6. Turn the printer/display box back on and wait for it to boot up; the LED on the back turns solid green.The KDS splash screen will show the new FW version on the attached monitor.7. The system should be ready to go.KDS USB FW Update 111-38-URM-0113. Process under Mac OSThe following process has been verified under Mac OS 10 and 11. Most failures with the method can be attributed to user permissions (inability to modify USB flash drive) incompatible or corrupted USB flash drives.Here are the basic instructions for flashing the printer/display box FW:1. Save the firmware update package (which includes the file usb_boot_image_v26.ubi) in the Desktopor Downloads folder.2. Get a USB flash drive of 1GB or more with no contents you care about, as everything on it will beerased. Do NOT plug it in yet.3. On the Mac, open a new terminal (iTerm).4. Type the command “diskutil list”to get the current list of devices.5. Now plug the USB flash drive into the Mac.6. Type the command “diskutil list”again and note the additional device, which is the USB flashdrive (e.g. /dev/disk2).7. Type the command “diskutil unmountDisk /dev/diskX”, where X is the number from Step 5.8. Type the following command:sudo dd if=$(find ~ -name usb_boot_image_v26.ubi | head -n 1) of=/dev/diskX bs=1m(again, substitute the X in the command with the number you learned from Step 5.)Please note:i. The command above will ask for the user (or administrator) password once; this is normal.ii. The command, when run for the first time, will trigger several pop-up dialogs requesting access to some folders. See Figure 3.1.iii. It is an engaging retail and cultural centre with a host of unique and appealing attributes.The valuable contribution street activity can make to the local culture and economy is widely recognised. Elements of street activity in the form of special events, street trading and busking can add to the richness of a vibrant street environment and contribute to an innate sense of safety and security for city users.In the context of this policy, ‘Street Activity’ is defined as any activity in the public place involving active selling, offering for sale, soliciting, busking, spruiking, collecting money for fundraising purposes and handing out promotional material and leaflets.The benefits of a thriving street life are evident in the city of Melbourne and in many respects define the city, providing a connection to its spaces. The range of activities occurring within these spaces can diversify people’s experiences as they move through the city.The Street Activity Policy provides the framework for appropriate street activity within the city of Melbourne while acknowledging that in a mixed use environment, this activity must be carefully managed for equity and fairness to all and to protect the city’s amenity and heritage.PurposeThe primary purpose of this policy is to provide a framework of guiding principles and decision-making criteria for the creation of appropriate street activity now and in the foreseeable future.By clarifying expectations, the aim is to foster an environment that encourages and enables a range of high quality street activity to thrive in the city of Melbourne.Policy ObjectivesThe objective of this policy is to enable street activity that complements the existing retail/commercial sector, is sensitive to the needs of city users and residents and provides diversity and consumer choice. It also seeks to enhance the character, heritage, ambience and safety of Melbourne’s local environment.Specifically the policy seeks to:• encourag e diversity, vitality, amenity and ambience into the street environment • ensure street activity results in minimal disruption to pedestrians and other legitimate street users• protect the city’s architecture, urban environment, heritage and street character• clearly outline the City of Melbourne’s decision making process.Relation to Legislation and Council Local LawsThe Activities Local Law 2009 (‘local law’) contributes to The City of Melbourne’s long term and responsible approach to the ongoing health, vitality, prosperity, security and welfare of the city’s residents, visitors, businesses and environment.Under the local law, a permit is required for selling goods or services in the public place. A permit is also required for soliciting trade and other street activity such as spruiking, fundraising, distributing handbills, busking and displaying goods for sale in a public place.The local law is made under the provisions of Part 5 of the Local Government Act 1989.DefinitionsThe following definitions are provided in the context of the Street Activity Policy 2011. Definitions extracted from the local law are highlighted by an asterisk (*). Busking is defined as sounding or playing a musical instrument, singing, reciting or performing conjuring, juggling, puppetry, miming, dancing or other entertainment or doing any of those things concurrently. Busking also includes the activity of drawing any message, picture or representation on a wall or pavement surface.Fundraising activity refers to any activity that aims to collect money for, or on behalf of a Registered Charity Organisation.*Goods includes food.*Handbill includes a placard, notice, book, pamphlet, paper or advertisement other than an advertisement affixed to any building abutting any road or public highway, but does not include a newspaper, magazine or book sold by a newsvendor or other person authorised by City of Melbourne nor any handbill containing material of an exclusively political nature distributed by hand to any person.*Permit means a permit granted under Part 13 of the local law.*Public place has the same meaning as in the Summary Offences Act 1966 and, to the extent that it does not include the following, also includes:a) any place prescribed by City of Melbourne as a public place, other than an interior part of a building which is not occupied by City of Melbourne or a public body unless that part has been prescribed by the City ofMelbourneb) any place to which the public whether upon or without payment for admittance have or are permitted to have access, but does not include a shopping centrec) any park, garden reserve or other place of public recreation or resortd) any vacant land or vacant space adjoining any road;e) any wharf, pier orf) a City of Melbourne building.*Premises includes the whole or part of any land, a lot on a plan of subdivision and a building or building under construction.*Sell includes barter, offer or attempt to sell, receive for sale, have in possession for sale, expose for sale, send, forward or deliver for sale, or allow to be sold or offered for sale; and sell for re-sale.*Spruik includes haranguing or addressing members of the public (whether directly or by the use of pre-recorded speech or messages) to encourage members of the public to enter Premises, purchase Goods or both.*Tout includes soliciting business to Premises whether by addressing members of the public directly or the emission of music or other noise calculated to attract business to Premises.Street Activity is defined as any activity in the public place that involves active selling, offering for sale, soliciting, any type of event, street performance (busking), spruiking, collecting money for fundraising purposes and handing promotional material and leaflets (handbills).Registered Charity Organisation is an organisation, or a third party organisation, that collects money and/or pledges on behalf of a Registered Charity Organisation, which is registered with Consumer Affairs Victoria.Types of street activity covered by this PolicyThe scope of this policy extends to the most commonly practiced forms of street activity. These include activities of a long term and short term occupation of a public place.Long termLong term street activities occupy a part of the footpath for greater than one month and up to five years. Most of these activities are associated with permanently fixed infrastructure and permits are usually granted through a public tender process with pre-determined selection criteria. These activities include:1. Flower Kiosks – the sale of fresh flowers from permanent City of Melbourne owned and maintained infrastructure. Five year fixed term.2. Fruit Kiosks– the sale of fresh fruit and vegetables from permanent City of Melbourne owned and maintained infrastructure. Five year fixed term.3. Newspaper (Convenience) Kiosks– the sale of newspapers, magazines and a wide range of products from permanent City of Melbourne owned and maintained infrastructure. Five year fixed term.4. Newspaper Cylinders – the sale of newspapers and magazines from permanent City of Melbourne owned and maintained infrastructure. Five year fixed term.5. Food Van Sites– the sale of food and beverages from food vans parked in permanent locations within the municipality. Three year fixed term.6. Horse-Drawn Carriages – the service of horse-drawn carriage tours and joy rides. Five year permit term. This activity is currently regulated under City of Melbourne’s Code of Practice for the Operation of Horse-Drawn Carriages, 2011.Short termFor the purposes of this policy, short term street activity is defined as any activity that extends any time from a part day to up to 12 months. These activities are temporary in nature, may occur on a daily basis and are usually disassembled and removed from the public place at the close of trade. These activities include:• Event and Festival Street Trading – the sale of food, beverages and merchandise connected to special events and festivals. One day to 10 day term.• Markets – the sale of goods and services on an ongoing weekly or monthly basis, from an organised gathering of stallholders in a specified location.• Seasonal Street Trading – the sale of unique products and services (seasonally oriented) from temporary infrastructure which is removed from the public place at the close of trade each day. Up to 12 month permit term.• Casual Street Trading Cylinders– the sale of products and services from permanent City of Melbourne owned infrastructure on a casual short-term basis. Up to 12 month permit term.• Spruiking– the activity of retail operators attracting trade outside their place of business using their voice (without amplification). Activity may occur on a daily basis and during business hours.• Fundraising – Fundraising activities enable charitable organisations to collect donations and sponsorship in the public realm for the community.• Handbill distribution– Handbill permits are issued to businesses who are advertising their business/products by distributing handbills, leaflets or brochures by hand.• Busking – Person or group of people providing a public street performance in exchange for donation. There are 4 categories of busking permits under this policy:1. General Area Permit– applies to buskers who do not use any dangerous goods in their performance. Examples include musicians, singers, dancers and statue artists for areas within the municipality as advised.2. Pavement Art Permit– applies to artists actively engaged in an artistic medium who work either directly on the pavement or on a medium in areas within the city of Melbourne as advised.3. Bourke Street Mall Permit – applies to professional buskers in the Bourke Street Mall.4. Circle Act Permit with or without Dangerous Goods –applies to circle act performers who have a clearly structured performance and may use dangerous goods as part of their act.Guiding PrinciplesStreet activity is guided by eight principles that are designed to help create and manage street activities within the municipality. The principles are consistent with City of Melbourne’s vision for a bold, inspirational and sustainable city.People who wish to apply for a Street Activity Permit must ensure their proposed activity is aligned to these principles.1. Appropriate LocationStreet activity is encouraged in locations that enhance the vibrancy and the social fabric of a particular area or neighbourhood.Street activities are required to meet specific guidelines that are particular to a specific location in the municipality. Considerations include existing street furniture, footpath width, safety and public amenity.2. AccessibilityA well designed and maintained urban environment is essential to ensure adequate open space for people to enjoy without the clutter of commercial activity on the street.Street activity should be integrated into the street in a way that does not compromise existing uses, street furniture, building entrances, disabled access and pedestrian safety.3. Unique and DistinctiveMelbourne has distinctive character with unique laneways, arts and cultural diversity. Street activities should be a natural extension of the city as inspiration is often sought from activities that are bold, innovative and distinctive.The range of street activities should reflect the uniqueness, depth and breadth of creative opportunities. This extends to innovative design of equipment and infrastructure used in association with the street activity.The originality of street activity concept should be demonstrated with a strong point of difference to ensure that there is minimal duplication of existing activities and service in the public realm.4. Safety & AmenityStreet activities should be designed to create an attractive, comfortable and safe ambience for the public and should not compromise the public amenity. Activities should be non-invasive and respectful of city amenity.Well-designed and maintained equipment, trading stalls and associated infrastructure are essential. With safety in mind, street activities should aim to improve the environment, reduce the opportunity for crime and promote accessible places that encourage a feeling of safety and community participation.5. Diverse and EngagingStreet activities should be engaging and diverse in nature. The ability to attract and engage people can enhance the vitality of a street and create a sense of interest and curiosity.To encourage diversity, street activities should demonstrate a point of difference. The activity should also have tourist appeal and be interactive. The variety and range of products, services and activities offered may be seasonally oriented and should be complementary to existing street uses.Applicants sought will be energetic, dynamic, creative and adept at identifying local niche markets. Permit holders with these qualities ultimately generate a distinctive business culture with strong links to the commercial/retail sector.6. Attractive and High QualityMelbourne’s character and streetscapes encompass many culturally significant places and architectural elements. Any additions to the streetscape should create a seamless and attractive addition to the city.The overall design of street activity infrastructure and associated equipment should contribute to Melbourne’s physical characteristics and enrich city life and street culture.The design and appearance of structures should be innovative and vibrant, and structurally sound to be able to withstand prolonged exposure to various climatic conditions.7. SustainableSustainable street activity in the context of this policy encompasses an activity that is socially, environmentally and economically responsible. Applications must consider and be able to demonstrate their ability to adhere to the following sustainability principles:• Financially Robust - Permit applications should be able to demonstrate business readiness and have a sound and comprehensive business plan.• Socially Sustainable - Social enterprises and micro businesses with a contribution to broader social objectives can enhance the city’s social and cultural elements. Regardless of social objectives, the street activity proposal will be assessed against all principles set out in this policy.• Environmentally Sustainable - Street activity applicants are encouraged to integrate environmentally friendly practices in their operations.8. Suitability of ActivityAll street activity must be considered suitable and acceptable with regard to its public appeal and amenity. The safety of those using or observing the activity is also paramount when considering suitability.Criteria such as evidence of quality, noise levels, risk management and the use of dangerous goods will be assessed in relation to suitability.Policy Operating StatementsThe information contained in City of Melbourne’s policy operating statements provides relevant definitions, application requirements, eligibility criteria and guidelines for making an application for, establishing and managing street activities within the city of Melbourne.The operating conditions and requirements are aligned closely with the Street Activity Policy 2011 and achieving City of Melbourne’s vision of a bold, inspirational and sustainable city.。
