青海省教育厅2022年7月19日青海省义务教育免费教科书管理办法第一章总则第一条为进一步规范教材管理,落实义务教育阶段学生全部享受国家免费提供的教科书政策,完善义务教育阶段学校免费教科书征订、审核、发行、验收、使用等流程,提高财政资金使用效益,确保课前到书,维护正常教育教学秩序,依据《中华人民共和国义务教育法》《国务院关于进一步完善城乡义务教育经费保障机制的通知》《教育部财政部关于全面实施城乡义务教育教科书免费提供和做好部分免费教科书循环使用工作的意见》,结合我省实际,制定本办法。

第二条义务教育免费教科书(以下简称免费教科书)是指九年义务教育阶段学生使用的教科书,由国家课程教科书和地方课程教科书两部分组成。

国家课程教科书是指国家课程方案规定课程的教科书,包括语文、数学、英语、历史、地理、物理、化学、生物学、音乐、美术、道德与法治、信息技术、习近平新时代中国特色社会主义思想学生读本、民族团结进步教材、语文听说和小初衔接教材等。

地方课程教科书是指经省地方教材审定委员会审查通过开发或者选用的,进入地方课程设置方案并纳入我省教材用书目录的教材,包括藏语文、蒙古语文、哈萨克语文、心理健康教育、劳动教育、安全教育等地方课程教材,免费提供给义务教育阶段学生使用。

未进入我省教材用书目录的地方教材一律不得采购配发。

第三条免费教科书提供的对象为全省义务教育阶段公办、民办学校在校学生,特殊教育在校学生。

关键词:藏族中学;中学生;英语学习藏族学生基本上生活在我国藏族聚居区,整体地域环境相对较为封闭,经济文化发展水平相对较低,学生对英语知识的接触较少,会造成学生在学习英语知识的过程中面对诸多的问题和困扰,严重限制了学生英语学习效果。

因此在对藏族学生开展英语教学指导的过程中,要制定合理化的教学措施,激发学生的学习兴趣,使学生能找到适合自己的英语学习方法和技巧,全面提高英语学习有效性。

一、藏族中学生英语学习的困惑针对藏族中学生参与英语学习活动的基本情况进行全面系统的分析,能看出受到藏族地区特殊社会环境、语言教学环境的影响,学生在日常学习过程中缺乏对英语知识的足够了解,对英语学习的认识不够透彻,会导致学生对英语知识的学习存在心理障碍,综合学习效果较差。

具体针对学生的英语学习障碍进行解析,能看出藏族学生在日常生活中主要使用藏语进行沟通和交流,汉语则是第二语言,在正式场合和社会交际中可能会使用汉语表达自己的看法,这就使英语成为藏族学生的第三语言,并且在藏族学生的日常生活中,几乎不会使用英语进行交流,学生对英语知识的学习缺乏合适的语言环境。

青海省普通高中课程设置与教学指导意见根据教育部《基础教育课程改革纲要(试行)》、《普通高中课程方案(实验)》(以下简称《课程方案》)和《青海省普通高中课程改革实施方案》等文件精神,结合全省普通高中教学实际,制定本指导意见。

一、指导思想普通高中课程设置和教学以国家的教育方针政策为指导,以《课程方案》及各科课程标准为依据,以提高学生的全面素质为宗旨,以培养学生创新精神和实践能力为重点,促进教学方式和学习方式的变革,努力满足每个学生终身发展的需要,全面落实普通高中教育的培养目标。

规范课程教学行为,推进教育教学创新,努力形成具有我省特色、充满活力的普通高中课程教学体系。

二、课程结构与设置(一)课程结构普通高中课程由学习领域、科目、模块三个层次构成。

学习领域: 含语言与文学、数学、人文与社会、科学、技术、艺术、体育与健康和综合实践活动八个方面。

科目:每一领域由课程价值相近的若干科目组成。

八个学习领域共包括语文、数学、外语(英语、日语、俄语等)、思想政治、历史、地理、物理、化学、生物、音乐、美术、体育与健康、信息技术、通用技术等14个科目,以及研究性学习、社区服务和社会实践活动。

模块:每一科目由若干模块组成。

模块之间既相互独立,又反映学科内容的逻辑联系。

每一模块都有明确的教育目标,并构成相对完整的学习单元。

(二)课程设置1. 普通高中课程设置安排如下:2. 民族高中课程设置安排如下:说明:1.本课程设置方案是对所有普通高中课程开设的基本要求,但不是学生课程选修的最低要求。

必修课程所有学生必须修习,选修课程由学生自主选择修习。

2.每学年52周,其中教学时间40周,社会实践1周,假期11周。

社区服务一般安排在课余时间、周末或节假日。

原则上每学期分两段安排课程,每段10周,其中9周授课,1周复习考试。

每周5天上课,周学时数不超过35。

每学时一般为45分钟。

高一、高二年级每周有3学时机动时间(含班团活动时间),学校可自主安排。

一、高度重视,深入学习领会《指导意见》精神。

普通高中教育是国民教育体系的重要组成部分,关系巩固义务教育普及成果,关系高等教育的发展,关乎国民整体素质的提高。

《指导意见》对发展新时代普通高中教育提出了新要求,明确了推进普通高中教育的改革目标,提出了构建全面培养体系、优化普通高中课程、深化教育教学改革、完善考试招生制度、强化师资和条件保障,全面推进普通高中育人方式改革的具体要求和措施,方向明确、思路清晰、内容具体,指导性、操作性很强,是当前落实高中阶段教育普及攻坚计划、推进普通高中新课程改革和高考综合改革、深入实施素质教育的纲领性文件。

各地各部门各普通高中学校要高度重视,认真谋划,精心部署,按照州(市)、县(市、区、行委)、校分级分层,通过集中培训、举办专题研讨班等多种形式,认真组织开展学习,引导广大教师深入领会《指导意见》,全面掌握国务院关于推进普通高中育人方式改革的各项决策部署,进一步增强对普通高中育人方式改革重要性的认识,坚持正确的办学方向,树立正确的育人理念,改进教育教学方式,深化课堂教学改革,扎实推进《指导意见》各项改革任务落地落实。

二、结合实际,抓好重点改革任务落实。

近年来,我省普通高中教育发展较快,普及水平有了明显提高,截至2018年底,高中阶段教育毛入学率已经达到87.99%。

但是,当前,高中阶段教育仍是我省基础教育的一个薄弱环节,普及水平不均衡,片面应试及同质化现象突出,整体办学水平不高,面临普及攻坚、课程改革和高考综合改革三大重任。

本篇论文就“有效践行英语学科核心素养精神,在课堂中提质增效”为论点,旨在有效践行英语学科核心素养精神,以达到课堂教学提质增效的目的。

(1)在主题和语篇两方面尽可能创设教学情景,充分吸引学生进入有效的感知和共鸣的学习状态。

如在北师大版高中英语必修二第五单元Humans and nature的Topic talk环节中,通过英汉视频展示的方式,如《春江花月夜》或“Nature”就可以达到创设教学情景,把学生引入一个如诗如画的意境中,在“人与自然”这个主题范畴下,领略Nature的文字语篇材料以及Humans and nature音频语篇材料,绝大部分学生会在感知和共鸣的学习情境中完成了No1-No5单元热身和单元学前检测学习任务。

我国教育领域也在积极探索提高英语教学质量的方法。

在英语教学过程中,阅读和写作一直都是教学的重点,但一直以来老师都把这两个模块作为相对独立的部分进行教学。

其实英语老师应该在教学过程中尝试把这两个模块结合起来,用阅读能力带动学生的写作能力。

一、选择合适的阅读文章高中英语要想提高阅读能力,最重要的就是让学生多读,可以让学生把生活中见到的英语文章都试着读一读,比如:英文小说、英文说明书、英文杂志等等。

这两种体裁的文章都有清晰的脉络,可以帮助学生理清文章的写作思路。

老师应该让学生阅读这些文章的同时帮助他们理解文章的结构,让同学们在写作的时候借鉴。

例如:老师在阅读课上可以选择与假期相关的文章让学生阅读,让同学们梳理文章的写作结构,之后可以让同学们尝试写自己的假期怎么渡过。

二、加强语法学习我们都知道,英语学习的基础一个是单词,另一个就是语法。

语法被认为是英语学习的一个难点,很多学生对英语语法的应用感觉很头疼,但是学生要想写出一篇好的英语文章,就必须对语法知识应用得当,而且掌握语法知识也是读懂英语文章的基础。

所以,上阅读课时,不是同学们把每个单词都准确的读出来就行了,还要帮助同学们梳理文章包含的语法知识,让同学们掌握每个语法的使用方法。

为了巩固语法学习,还可以在课堂上让同学们用讲到的语法造句子。

例如:对于英语文章中的一句话“He was born in Beijng in 1994”,老师可以让学生用这个语法造句子,说说自己的出生地和年份。
