技术内容
本标准的主要内容包括通信用氢燃料电池供电系统术语和定义、技术要求、试验方法、检验规则、标志、包装、运输、贮存。
本标准在YDB 051-2010《通信用氢燃料电池供电系统》技术报告的基础上增加系统燃料消耗速率、系统效率等参数，并对部分条款做相应的修订。
*国内外情况
简要说明
目前已制定的国际和国外标准有美国ANSI Z21.83《固定式燃料电池系统》、IEC62282-3-1《固定式燃料电池系统-安全性》、IEC62282-3-2《固定式燃料电池系统-性能测试方法》、IEC62282-2-2《燃料电池技术-燃料电池模块》等标准。但上述标准是燃料电池供电系统的通用要求，并非针对通信用燃料电池供电系统提出的。

本标准规定了质子交换膜燃料电池供氢系统的技术要求、试验方法、标识、包装及运输。本标准适用于质子交换膜氢燃料电池提供氢气的系统，按照储氢的化学形态不同可分为：以气态单质形式储存氢气的质子交换膜燃料电池供氢系统，即将氢气存储于储氢容器直接为燃料电池供应氢气的系统，包括下列单体设备或装置：储氢容器、氢气管路、截止阀、减压阀、压力释放装置、换热装置、监测装置和其他附属装置等。以化合物形式储存氢气的质子交换膜燃料电池供氢系统，即利用产氢物质，主要有金属储氢化合物、液态有机储氢化合物、氨类储氢化合物、甲醇、液态水等通过物理或化学过程制备氢气，实现向燃料电池供应氢气的系统，包括下列装置：制氢反应装置、防护罩/外壳、散热器、氢气纯化装置、气体缓冲装置、管路、监测装置和其他附属装置等。

旅客或机组成员携带危险物品规定
旅客或机组成员携带危险物品规定（本章部分内容受国家差异条款CH1、US15的影响，见表TI-A1）1.1.1除了1.1.2中另有规定外，旅客或机组成员不得携带危险品（包括放射性物质例外包装件），不论该危险物品是作为手提行李或是放在手提行李中，也不论是作为交运行李还是放在交运行李中，或者随身携带。
像外交公文包、现金箱现金袋一类的保密型行李，如果其中装有锂电池或烟火物质之类的危险品，是完全禁止的。
见TI表3-1中条目。
禁止携带含有液态氧的个人医疗氧气装置，不论是作为手提行李还是放在手提行李中，也不论是作为交运行李还是放在交运行李中，或者随身携带皆不允许。
1.1.2在不妨碍各国为了航空保安所实行的其他限制的情况下，除了TI7；4.4的事故征候报告规定以外，本细则的规定不适用于由旅客或机组人员携带的或放在转运中已与物主分离的行李（如丢失行李或错运行李）中的下列危险品：医疗必须品：a)经运营人批准，供医用的气态氧气瓶或空气瓶。
每个气瓶不得超过5公斤。
必须保护气瓶、阀门和调节装置（如装有）免受损坏，导致内装物意外释放；注：禁止携带含有液态氧的装置，不论是作为手提行李还是放在手提行李中，也不论是作为交运行李还是放在交运行李中，或者随身携带，皆不允许。
b)为了操纵机械假肢而携带的2.2项气体的气瓶，以及为保证旅途中需要而携带的同样大小的备用气瓶；c)非放射性药品（包括气溶胶）。
每一单件物品的总净数量不得超过0.5公斤或0.5升。
气溶胶释放阀必须由盖子或其他适当的手段保护，以防止意外释放内装物。
每人携带的TI1.1.2c)、h)和k)所述所有物品的总净数量不得超过2公斤或2升（例如，4罐气溶胶，各500毫升）。
d)放射性同位素心脏起搏器或其他装置，包括那些植入人体内以锂电池为动力装置或作为治疗手段植入人体内的放射性药剂；e)经运营人批准，作为交运行李运输的装有防漏型电池的轮椅或其他电池驱动的代步工具（见TI包装说明806及特殊规定A67），但电池两极必须能防止短路且电池已牢固安装在轮椅或代步工具上；f)经运营人批准，作为交运行李运输的装有非防漏型电池的轮椅或其他电动驱动的代步工具，但该轮椅或代步工具必须始终能以直立方式装载、放置、固定和卸机，且电池处于断路状态、电池两极能够防止短路且电池已经牢固安装在轮椅或代步工具上。

在国际上UN/WP.29、ISO、IEC、SAE等组织推出了氢气和燃料电池及燃料电池汽车方面的标准。
本文在简单介绍GTR13标准的基础上，详细列出了以上几个主要国际机构制订的氢能和燃料电池相关标准，可供国内燃料电池汽车方面的相关技术人员参考。
同时分析指出我国在相关标准制订方面的不足和需要加强标准制订的工作。
