二、劣势分析（1）、在中国所有城市中，目前具备申办冬奥会自然条件和相关配套设施的只有长春和哈尔滨两个城市，但这两个城市都有一个致命的“内伤”，就是雪上项目和冰上项目“分家”。

虽然他们的冰上场馆等都很完备，但雪上赛区距离举办城市的半径都超过了100公里，而这是国际奥委会的硬杠。

（2）、一些冬奥会雪上项目的空白也让两个城市失去了竞争力。

与长春相比，拥有标准北欧两项场地的哈尔滨雪上项目已算完备，申办的条件也更充分，但却还缺少雪橇等冬奥会项目的场地和设施，这些基础设施建设耗资巨大，在中国缺乏足够的群众基础，建成后资源闲置问题令人担忧。
