欧盟烧烤器具A13新规出台企业应如何应对

日前，欧洲电工技术标准化委员会（CENELEC）正式发布了家用烧烤类器具EN 6 0335-2-9标准的A13增补件，该增补件要求从今年10月1日起在欧盟各成员国开始实施，过渡期为两年。
近年来，欧盟与烧烤类器具产品相关技术性贸易措施日益严格。
2007年，欧盟出台的E N 60335-2-9标准的A12增补件一度使相关出口产品受到一定程度的影响，A13增补件这一新的措施的出台又将使相关出口企业面临新的考验。
从新增补件的要求变化上来看，A13与A12的区别主要有以下几点：对警告标志和说明书方面的要求进行了细化；在电击和运动部件防护方面，增加了新试验指的要求；大范围地改变了对温升测试的要求。
如在特定的试验中增加了对于三明治炉、烤面包机和烘烤器等器具的表面温升要求，同时还大范围地提高了测试部件的温升限值要求。
对此，检验检疫部门建议相关出口企业：一是要学好用好标准，组织技术人员对新标准进行学习研究，特别是新标准的“豁免条款”要学会巧妙运用，设计出符合新标准要求的产品。
二是要做好与客户的沟通工作。
从标准的执行时间来看，新标准原则上将从今年10月1日开始实施，但从以往的经验上看，个别国家或具体客户有可能提早执行，因此在签订外贸合同时，应与客户明确产品需遵循的标准版本要求，避免由于贸易纠纷而造成的损失。
三是要及时升级产品认证。
应与质量监管部门和检测认证机构提早沟通，抓住先发优势及早进行标准升级认证，以便在新标准实施后实现平稳过渡。

11.2. The appliance is supplied at rated power and operated under normal operation. All heating units that can be connected to the supply mains at the same time during normal use are switched on. Ovens are operated without accessories.

11.3 Addition: For flat surfaces, temperature rises are measured using the probe of Figure Z101. The probe is applied with a force of 4 N ± 1 N to the surface in such a way that the best possible contact between the probe and the surface is ensured. NOTE Any measuring instrument giving the same results as the probe may be used.

• Temperature rises are not measured on the following surfaces (see Figure Z103): 1. surfaces on the oven door within 10 mm from the edge of the door (Zone 1); 2. surfaces around the oven door within 10 mm from the left, right or lower edge of the door, or 25 mm from the upper edge of the door (Zone 2); 3. surfaces within 25 mm of vents (Zone 3); 4. the underside of appliances intended to be used on a working surface; 5. the rear surface of appliances which, according to the instructions, shall be placed against a wall; 6. surfaces within 25 mm from the level of the top surface of cookers when the hotplate is in operation.
