科技与创新┃Science and Technology &Innovation2017年第10期·6·文章编号:2095-6835(2017)10-0006-02区域科技创新中心评价指标体系和评价方法赵绍娟1,刘伟2(1.徐州市高新技术创业服务中心,江苏徐州221018;2.中国江苏国际经济技术合作集团有限公司,江苏徐州221018)摘要:简要概括了区域科技创新中心的提出及其内涵,以期在深入研究国外、国内现有科技创新中心评价文献成果的基础上,充分利用国内外已有相关理论研究成果,借鉴国内外比较成熟的实践经验,结合徐州产业科技发展的特点,构建徐州区域性产业科技创新中心建设评价指标体系和评价方法,提出徐州建设区域性产业科技创新中心的建设思路和建设路径。

在此过程中,要不断整合资源,把徐州建设成为在全国区域创新体系中具有较大影响力的区域性产业科技创新中心和区域重大科技成果和战略性新兴产业的重要策源地,及区域产业科技创新高端人才、高成长性企业和高附加值产业的重要聚合区。

关键词:区域科技创新中心;创新评价;评价指标体系;评价方法中图分类号:G30文献标识码:ADOI :10.15913/ki.kjycx.2017.10.0061区域科技创新中心的内涵2000-07,美国《在线》杂志(WIRE 2000)最早提出“全球技术创新中心(Global Hubs of Technological Innovation )”的概念,指出构成全球科技创新中心的要素至少应该包括4个,即地区高等院校和研究机构培训熟练工作人员或创造新技术的能力;能带来专门知识和经济稳定的老牌公司和跨国公司的影响;人们创办新企业的积极性;获得风险资本,以确保好点子成功进入市场的可能性,并通过咨询政府、企业界、媒体等人士评出硅谷、波士顿等46个全球科技创新中心。

这一研究得到了世界银行专家的认可,并在2001年《世界发展报告》进一步深化,提出了“技术成长中心”(Technology Growth Hubs )的概念,指将众多的研究机构、创业型企业和风险投资集聚在一起的地区。

近年来苏州市科技创新载体建设成果丰硕,文章通过问卷调查等方式探讨其参与产业创新的效果,并进行相关对策的分析。

新一轮技术革命、产业革命和信息化变革的交融对接,掀起了科技创新的新潮流,科技创新已逐步从技术维度的单一创新转向“新技术、新产业、新业态”的集成创新。

科技创新有效推动各地新兴产业发展,并促进传统产业转型升级,为经济发展做出重要贡献。

苏州的产业发展也见证了科技创新的力量,如2019年苏州市制造业新兴产业产值、高新技术产业产值占规模以上工业总产值的比重分别高达53.6%和49.4%。

新一代信息技术、生物医药、纳米技术、人工智能等四大先导产业产值占规模以上工业总产值的比重达21.8%,数字经济规模突破2 000亿元,同时带动经济发展的新技术、新业态、新模式不断涌现。

1.2 科技创新对产业创新的推动作用仍需加强1.2.1 科技创新能力仍需加强科技创新是推动产业发展的重要动力,全国各地大多将提升科技创新能力作为推动经济发展的重要手段。

调研发现,苏州市代表科技创新能力的多项指标在江苏省名列前茅,但与全国科技创新典范城市深圳相比,仍存在一定差距。

Since 2008, students have given high praise for what they have learned and benefited in class. The course is intended to assist students in their career development, by providing opportunities to communicate with alumni who have built successful careers. We aim at helping students define their goals, learn more about themselves, discover their interests, values, skills and temperament, and in turn develop their leadership. Especially, for senior students, we help them succeed in their startups endeavors by facilitating more appropriate goal setting, decision making, and focused career selection. Every semester, more than ten professionals will be coming to campus to share their stories and explain how they have taken their skills and talents to form successful entrepreneurship. The speakers come from a variety of backgrounds, including state-owned enterprises, international companies, start-ups, academia, government, etc. The following topics will be covered: the concepts and importance of innovation and startups, tips in maintaining and enhancing employability, analysis of trends and developments in China’s innovation systems, case studies of IT industry in China, etc.
