共同结构规范生效船舶将共同结构规范生效船舶将“增重”2015-05-07 13:32:00来源:中国船舶报今年7月1日,国际船级社协会(IACS)出台的协调版共同结构规范(HCSR)将正式生效。

这项散货船(船型船厂买卖)和油船(船型船厂买卖)的建造规范将建造标准提高,从而极大地改变了原有船型和设计理念。

除了对设计和生产造成较大影响外,该规范也对船用钢(产品库求购供应)材提出了许多新的理念及要求。

专家表示,船用钢材是造船生产的先导,只有关注规范实施后对船用钢材应用所产生的影响,才能为承接符合HCSR规范的船舶订单做好充分的准备。

船用钢材用量增加HCSR以满足国际海事组织(IMO)目标型船舶建造标准(GBS)要求为目标,对原散货船和油船两份独立的共同结构规范(CSR)进行了协调。

与此前发布的CSR规范相比,HCSR对船体结构影响较大的规定主要包括最小厚度、散货船抓斗、散货船双层底高度、船体梁极限强度及残存强度、有限元分析、屈曲强度、疲劳强度等。

据了解,在保证结构安全的前提下,不同的船级社机构以往在建造标准方面存在一定的技术差异。

船东和船企往往在入级要求下根据自身需要合理选用船用钢材,以合理控制钢材成本。

因此,同型船舶的钢材用量也会略有不同。

不过,采用HCSR统一标准后,船舶建造的钢材消耗将会普遍增加。

沪东中华(位置评论新闻)造船(集团)有限公司副总经理金燕子分析,近些年来,IMO和IACS出台的相关规范对结构强度的要求越来越严格,比如,突出了有限元分析等,随之而来的便是结构重量的增加。

在若干HCSR的局部强度要求中,新的结构强度要求已经大于原CSR的要求。

为了达到这些硬性指标,船企在很多情况下必须增加钢板和板厚。

2013年,在工业和信息化部立项的“基于目标型标准的CSR关键技术研究”中,沪东中华完成了其中的8.7万吨散货船HCSR验证工作。

据介绍,经初步统计,按照当时发布的HCSR草案建造的该型船的钢材总用量增加了3%。

关于《国际散装运输危险化学品船舶构造和设备规则》和《国际散装液化气体船舶构造与设备规则》修正案生效的通知交通部关于《国际散装运输危险化学品船舶构造和设备规则》和《国际散装液化气体船舶构造与设备规则》修正案生效的通知交外发[1994]430号近接国际海事组织秘书长通知称按照该组织海安会第61届会议的决定及1974年国际海上人命安全公约的有关规定,1992的12月11日海安会第61届会议通过的《国际散装运输危险化学品船舶构造和设备规则》(IBC规则)修正案(海安会第28[61]号决议)和《国际散装液化气体船舶构造与设备规则》(IGC规则)修正案(海安会第30[61]号决议)将于1994年7月1日生效。

我国是1974年国际海上人命安全公约的缔约国并对上述两个规则的修正案未提出反对意见,因此,应执行上述修正案。

现将两个规则修正案印发你们,请遵照执行。

附件:一、《国际散装运输危险化学品船舶构造和设备规则》(IBC规则)修正案二、《国示散装液化气体船舶构造与设备规则》(IGC规则)修正案一九九四年五月七日附件一:《国际散装运输危险化学品船舶构造和设备规则》(IBC规则)修正案1.1.1段的最后一句由下述文字替代:经审议并确定不具有适用《规则》的安全和污染危害,货品列于第18章。

在1.1.3段的现有文字中增加下述句子:评定该货品的污染危害和划分其污染类别时,应遵循73/78防污公约附则Ⅱ规则3(4)确定的程序。

第8章的现有文字由下列文字替代:第8章——货舱透气和除气布置8.1 适用8.1.1 本章适用于1994年1月1日或以后建造的船舶。

8.1.2 1994年1月1日以前建造的船舶应符合于该日之前有效的本《规则》第8章的要求。

8.1.3 就本规则而言,“建造的船舶”一词系指经修正的1974年安全公约规则Ⅱ-1/1.3.1定义的内容。

8.1.4 1986年7月1日或以后但在1994年1月1日以前建造的船舶,如已完全符合在当时适用的《规则》的要求,可视为符合74年安全公约规则Ⅱ-2/69的要求。

2015年生效的公约修正案2015年,有多部海事公约修正案相继生效。

其中, SOLAS 74公约、MARPOL公约、LL公约和相关规则的修正案,于2015年1月1日生效,均属强制性文件。

1974年SOLAS公约第III章修正案修订内容:.1对乘客在船上时间预计超过24h的船舶,应在乘客登船前或船舶离港后立即召集乘客,向其介绍救生衣的使用方法及在紧急情况下应采取的行动(原规定可在24h内完成)。

.2对船上承担进入封闭处所及救援责任的船员,要求至少每两个月在船上进行一次演习。

.3进入封闭处所及救援演习,应有计划和安全管理规定,可适当考虑。

A.1050(27)——进入船上封闭处所建议案的要求,且按照该建议案考虑相关的风险。

进入封闭处所及救援演习应包括:进入时检查和使用个人防护装备;检查和使用通讯设备和程序;检查和使用测量空气含量的仪器;检查和使用救援设备和程序;急救和复苏技术的介绍。

适用范围:所有客船;GT≥500货船(包括现有船)相应文件:海安会MSC.350(92)决议1974 SOLAS 公约修正案第V章修订内容:MSC.282(86)决议对所有船舶强制要求配备BNWAS,并有追溯性。

但按SOLAS公约第V/19.1条,其追溯仅为2002年7月1日及以后建造的船舶。

对于2012年7月1日之前建造的船舶,其追溯性应根据本决议的要求。

适用范围:所有客船和150总吨及以上货船。

相应文件:海安会MSC.350(92)决议。

2000年国际高速船安全规则修正案(2000 HSC 规则)修订内容:与SOLAS第III章修订内容协调,主要修订如下:.1对船上承担进入封闭处所及救援责任的船员,要求至少每两个月在船上进行一次演习。

.2明确各种演习日期(弃船、消防、救生设备、封闭处所进入和援救、船上培训)应记录在主管机关规定的航海日志中。

.3进入封闭处所及救援演习,应有计划和安全管理规定,可适当考虑A.1050(27)——进入船上封闭处所建议案的要求,且按照该建议案考虑相关的风险。

附录2达到规定船龄的油船、散货船及化学品船的补充检验要求第1节一般要求1.1适用范围1.1.1本附录适用于下列船舶的换证检验:(1)500总吨及以上、船龄大于等于12年的油船(包括双壳油船)及化学品船;(2)船长L≥90m,船龄大于等于18年的散货船(包括双壳散货船)。

1.1.2本附录包括检验、厚度测量和液舱试验的范围。

如发现普遍腐蚀和/或结构上的缺陷,应扩大检验范围,必要时还应附加近观检验。

1.1.3厚度测量可以从换证检验开始时进行,或换证检验到期前15个月内的厚度测量报告可认作本次换证检验的厚度测量报告。

1.2定义1.2.1就本附录而言,有关定义如下:(1)处所:系指独立的舱室,包括货舱、液舱、邻接货舱、甲板和外壳板的隔离舱和空舱。

(2)代表性处所:系指能反映类似形式、用途和具有类似防腐蚀系统的其他处所的处所。

当选择代表性处所时,应考虑到其营运和修理史及可识别的临界结构区域和/或可疑区域。

(3)临界结构区域:系指经计算认为需要进行监督的、或从该船舶或类似船舶或系列船(适用时)的营运历史中确定的容易发生影响船舶结构整体性的破裂、屈曲或腐蚀的区域。

(4)可疑区域:系指有显著腐蚀和/或验船师认为易于快速耗蚀的区域。

(5)显著腐蚀:系指通过腐蚀状况评估表明其腐蚀量已超过许用极限的75%,但尚处于可接受的范围内的腐蚀程度。

(6)防腐系统:通常可考虑全硬保护涂层。

就本附录而言,全硬保护涂层通常是指环氧树脂或同等物。

除软涂层和半硬涂层以外的其他涂层系统只要根据制造厂的规定应用和维护,可以考虑作为替代品接受。

(7)立即彻底修理:系指在检验期间完成的令验船师满意的永久性修理,旨在消除必需批注的遗留项目。

(8)干湿交变列板:系指轻重载重水线之间的舷侧外板。

由于船舶的纵倾,这些列板在船长范围内可能变化。

(9)全面检验:系指为报告船体结构总的状况和确定进行附加近观检验范围的检验。

(10)近观检验:系指验船师在近距离范围内(即伸手可及)能见到结构元件的细节的检验。

然而,按照第1.2.3.2段要求,所有相关指南、建议等均应予以考虑。

2015年油船与散货船将统一结构规范

于伦敦当地时间2013年12月18~19日召开的国际船级社协会(IACS)第68次理事会,一致通过了油船及散货船协调版共同规范(CSR-H),并最终确定规范执行时间。

新规范将适用于2015年7月1日或之后签订建造合同、船长在150米以上的油船和船长在90米以上的散货船。

虽然规范执行时间比此前业界预期的时间都要晚,但还是赶在了国际海事组织(IMO)目标型船舶建造标准(GBS)2016年7月1日的实施节点之前。

CSR-H按GBS要求编写,并将提交IMO接受符合性验证。

2006年,IACS分别颁布了油船结构共同规范(CSR OT)和散货船结构共同规范(CSR BC)。

这是两本独立的规范,虽然对散货船和油船结构强度要求分别进行了统一,但两者的不协调性却饱受业界争议。

因为除特殊结构外,散货船和油船在很多方面存在共性,如载荷、结构强度分析方法等,但两本规范使用不同的方法和标准。

为了消除这些技术差异,从2008年开始,IACS陆续成立了10个专项工作组,对原有的油船及散货船结构共同规范进行研究,着手研发CSR-H,并分别于2012年7月和2013年4月发布了两个版本的草稿,就规范的适用性向业界征求意见。

正如IACS主席cazzulo 所说:“CSR-H是一项历史性的成果,凝聚了IACS所有成员船级社技术专家多年的心血,并汇集了工业界和政府部门的意见。


新规范对油船和散货船在载荷、船体梁总纵强度及规定性要求、有限元分析方法、疲劳强度、屈曲强度等方面进行协调,并根据GBS要求补充了剩余强度、结构冗余度分析等内容。

新规范应用之后,油船和散货船将可以采纳统一的标准,直接强度计算将覆盖船体整个货舱区。

“CSR-H的实施将弥补CSR的不足,如船中以外货舱的有限元计算,统一了各船级社这部分船体结构审核方法,也增强了船舶的结构安全性和可靠性。

但是由于新规范更加依赖于直接计算,将会使船舶在设计及入级审核阶段耗费更多的人力,从而间接增加船舶的设计建造时间和资金成本。

”参与CSR-H制定的中国船级社(CCS)专家介绍说。

他建议国内船舶设计及建造单位利用原有的CSR设计经验,提前研究CSR-H对现有船型的影响。

CCS的技术专家此次广泛参与了CSR-H的研发工作,并在屈曲项目组担任了经理。

在规范草稿发布后,CCS与工信部以及12家船厂、设计单位合作,通过对我国12型散货船及油船的计算研究,总结出多项意见,并以中国造船业的名义对CSR-H草稿提出改进建议。

据相关人士透露,目前IACS成立的 10个专项工作组已基本结束了使命,CSR-H将移交至规范维护小组,在2015年7月1日之前,仍可能对规范内容进行小幅修订。

在CSR-H正式通过的同时,IACS还决定将在加强集装箱船结构安全方面采取积极行
动,对现有的船体结构设计、建造和检验标准进行审议,并着手针对超巴拿马型集装箱船制定IACS统一要求。
