基础层包含的是变动很小的静态数据，主要有两大类，一类是员工个人属性数据，如姓名、性别、学历等；另一类是企业数据，如企业组织结构、职位设置、工资级别、管理制度等。

基础数据在HR系统初始化的时候要用到，是整个系统正常运转的基础。
