2006年9月,徐祖远副部长在全国海事工作会议上强调,作为船舶安全监督管理的规律,要加强“四船一链”重要环节的监管,也就是要加强船公司、船舶、船员和船长的日常管理,其中船公司是主体、船舶是基础、船员是重点、船长是关键,要将这四者通过安全管理体系这根链条连接在一起。

因此,加强对船舶安全管理体系运行情况的监督检查是今后船舶安全检查的一个主要方向,但是,从目前船舶安全检查员队伍的情况来看,部分船舶安全检查员还不能完全适应这项工作的要求,主要表现在对船舶安全管理体系进行检查还存在模糊认识,对检查的必要性认识不足;其次是对规则和体系掌握不深,有无从下手和不敢检查的现象;再次是对查处的缺陷如何要求整改把握不准。

针对这些情况,本人根据多年来公司体系审核和船舶审核的经验,对如何做好船舶安全管理体系的检查进行探讨。
