Is a Test of Spoken English Necessary(1)

Is a Test of Spoken English Necessary(1)

Is a Test of Spoken English Necessary?A lot of people hold the view that spoken English test is necessary. The reason is simple; many Chinese students can get high grades in English examination, but few of them can speak English fluently. As the development of economic globalization, our country’s economy strengthens and our international influence increases, many multinational companies have opened their own factories in China and more and more foreigners come to China. Now it’s very important for us to improve our spoken English so that we can communicate with foreigners. So we should test spoken English to motivate students to study. On the contrary, some people think that there is no need to test spoken English, since it is useless. We seldom need to speak English in our daily life. For them, English is just a compulsory course. What concerns the students most is to get a good grade so that they will have access to a better university. In fact, it’s not difficult for us to infer that these students are poor in spoken English. As far as I’m concerned, spoken English test is necessary and important. English is nothing but a kind of language that is widely used in the world. It’s a tool to communicate for us,not the characters on the paper. There have been a lot of years since we started to learn English. We seem to learn it every minute. However, what makes us feel embarrassed is that most Chinese students’ spoken English is still only primary level.Sometimes, I prefer to use English on campus. One day, I met a classmate in the library.“How are you?” I asked. When I was expecting her to say “Fine” or “Pretty good”, unexpectedly, she replied: “How are you?”. You can imagine how surprised I was at that moment.I have been improving my spoken English until now. Thanks to my parents, when other children were enjoying their childhood, they realized the importance of English learning, especially spoken English. With their support, I attended many private classes. At that time I felt they were so boring and always wondered why my parents did this to me; why they were so strict with a little girl. But now, the fact turns out that what my parents did for me at that time was wise. When I chat with foreign friends freely, when I use English to express my emotion, I realize that my parents were right. So thanks my parents, thank you for what you’ve done for meduring these years. I know there will be no more people loving me just like you two in the world. For me, I still need to improve my spoken English. There is no end to study.。

Beauty can be boughtNowadays ,we can buy manythings, including beauty.Beautiful clothes of big-name brand dress us fashionable, and expensive skin care products make us look more beautiful. What’s more ,pastic surgery can even improve one’s appearance greatly. There is no doubt that such treasures for beauty costs a lot of money. But what it matters for a girl or boy loving beauty? Not only the young ,bu also the adultso afford much for beauty,Beacause an employee with a beautiful appearance will be more competitive in the job market and be so faced(有面子).If I had a lot of money ,I would pay more for something that will make my heart more beautiful. For example,I will do something polished(优雅的),such as playing piano and golf for myself. For society,I will pick up much money to those in need.In my opinion, those with beautiful heart is the most beautiful,no matter how much money it costs.3. Watch out when nature strikes back.As we all know, there are many natural disasters taking place on the earth.Once occur ,they will cause lots of damage.Take the earthquake of Japan as an example. The road is destroyed. The buildings are falling down.Further more it may cause tasunami and a nuclear leakage accident.Because of these, tens of thousands of people lose their life and thousands of homeless people. For example ,Theren is an awful affair that a great earthquake hit Japan this year. What is worse, the earthquake led to a nuclear leakage accident which really destroyed the environment around.Even though we can’t prevent it from taking place,we can decrease the lose. Many unusual phonomenna will occur before the earthquake,.For example, lots of frogs will appear on the road, and dogs will bark unusually. From these,we can predict its coming . Although the disasters is terrible,it is no use to complain and be afraid when nature strikes back. What we need to do is to bravely face up with disasters.4. Is work just another four-letter word? It’s not far away for us to be fresh from our college .And we have to face up with the job market. What I want to say is the attitude to work: work isn’t just another four-letter word. Itmeans that work is action ,not a word.No matter whether we are diligent or efficient, manifesting(/'mænifest/ 表现出)an excellent ability to prioritize([prai'ɔritaiz] vt. 把…区分优先次序) and to work under pressure.,there is no doubt that we keep getting along well with our colleagues, demonstrating a good spirit of teamwork. And we should perform well to get promotion, take on some new responsibilities.Only do we really do something ,will we get something in the work.Arguments for “Live to Work”Some people live to work. They want to have a fulfilling profession.Work that is worth doing gives mental satisfaction to the doer, and brings social and personal esteem. One should always enjoy what one does even if the salary is low. It is our duty to contribute to society.Whatever one does is a creative experience, even cooking, sewing, and other “do it yourself” activities. We shouldn’t regard work merely as a money-making process. We should take a wider perspective on work.To work is a human need and a unique human characteristic.Only when we live to work do we live nobly.Arguments for “Work to Live”Some people work to live. Work is a means to an end. It is only a way to make money.People who works to live has a very strong sense of responsibility for his/her family and himself/herself as well.Work should not rule one’s life. As soon as one arrives home from work, one should forget about the office. For most people the major reason for working is that people need to keep themselves alive, to pay for somewhere to live, to pay for food and children education.Making money, not work itself, is gratifying and exciting. People’s lies are actually geared toward this because the amount of money one earns symbolizes his/her position in society. If people live to work, they will become work addicts. For them, work becomes an end in itself, a way to escape from their family, inner life, and society.Tips: proverbsAll work and no play makes Jack a dull boy. Many hands make light work.Too many cooks spoil the broth (soup).A bad workman always blames his tools.Make hay while the sun shines.Work makes the workman.Work has a bitter root but sweet fruit.A work ill done must be twice done.5. Distant pastures(['pɑ:stʃə] n. 牧场;牧草) are always greener.(这山望着那山高)Distant pastures are always greener than here.Maybe It tells us that something wecan’t get is the most precious. For us, this idiom is a perfect reflection on our envy of our neighbor, so to speak. It’s the self-pitying sentiment(态度) we often entertain, that jobs and station in life in general are imperfect, inadequate and intolerable while other people seem to have all the fun.Job-hunters, for exa mple are often described as looking for “greener grass”, or “greener pastures”.They are always worried the job doesn’t satisfy their ambition, and wish another job with more salary.Actually ,there isn’t wrong for anyone to follow the better,or search the preferable. What we need to do is to control the ambition, and enough is enough(适可而止).In a word, value what we have here and now,and we will live with each other in harmony.QUESTION:After finishing undergraduate studies, would you like to find a job or pursue a postgraduate degree? Some students prefer to look for a favorable job, through which they can gain useful experience that they cannot get from books. When they move on to a higher level job one day, then, they will already have experience in that field. At work, they can give full play to their practical abilities, and may be promoted to department manager by the time their classmates complete their Master’s degree programs. On the other hand, some students are not eager to take up a job and prefer to continue to study towards a Master’s degree or even a PhD. And we all know, knowledge is power. Although not everything you learn will be directly applicable at work, knowledge does improve your character overall. In the long run, those who acquire more knowledge will benefit from it.Tips:(Humor)One of the most tactful men I ever knew was the man who fired me from my first job. He called me in and said, “Son, I don’t know how we’re going to get along without you, but starting Monday, we’re going to try.”6. The truth can be stranger than fiction. The truth always incites(勾起) curiosity among us,and leaves suspended interest to us.There are many truths can be interesting. For example,Is it really bad luck ,how the Stonehenge was constructed,is there any relationship between superstitions(迷信) and real life,or whether ETs exist?Actually, many of those are still unanswered, due to the limit of technology.Tips: Two brothers were watching a horror film on video late one night. One brother dozed off and dreamed that he was being chased by the crazy man from the movie, who was trying to kill him. In the dream, he hid in a cupboard. There was no sound except his heart pounding, and he had no idea where his crazed captor was. He was terrified! At that moment, the video finished, and his brother put his hand on the shoulder of his sleeping sibling to wake him. The shock at that tense moment was enough that the sleeping brother suffered a massive heart attack and died instantly.。

English Speaking Test

English Speaking Test1.According to your own learning experience, please say something about how to improve your oral English?Answer:If you want to improve your oral English, you must bravely say it loudly. As Crazy English founder,Li yang, said,"I enjoy losing face,I enjoy making mistakes."when I was at junior high school,my oral English was very poor, which made me very sad.but I didn't put it out. From then on,I made a specific plan to improve my oral English.Firstly,Rome was not built a day,so we would study it at basic. The basic is phonetic.Only if you can read phonetic accurately, you can read words accurately so that you can read paragraph and even essay. From point to line to surface ,you must speak English fluently and purely. Secondly, when I early-morning study,I could listen to listening English in order to be familiar with tone and volume of English.Another better way to learn the language is to see a lot of English movies. When you see the characters speaking in front of you then you tend to learn the language better. The characters speak with different moods and therefore people who listen intently can learn the language better. And we can imitate it to say loudly again and again.Thirdly, the best way to improve the spoken English skill is to talk in English with others. This will enhance your English language skillsquickly. When you can talk easily with another person in English, then you know that you are well conversant in the language. Finally, you must be confident. Before speaking English, you can tell you in heart," I can use the language as I wish;I can express my love, I can express anxiety and also express my anger." The better you are skilled in the language the best you convey your emotions.2.What's the importance of learning English and how will you use English after your graduation?Answer:English is one of the most common languages that are speaking in the world. According to the research, there is nearly one person in every ten people can speak English. We need to learn English because since the reform and opening, there are more and more opportunities for us to visit other countries. If we want to communicate with foreigners who don't know how to speak Chinese, we have to speak English. It's important for us to learn English because we want to learn other people's technologies and cultures, therefore we can improve our knowledge. At the moment,we need to spread our cultures and values in order to let people realize China throughout the world,so we need to use the most common language that is English. As for the second question,I also ask myself,"How will I use English after my graduation without any test?"and "do I study English well just in order to fight with theband four and band six?"These questions puzzled me for long time. But for now,I think the answer is no decidedly.English is very useful at everyday life.Because my major is international economy and trade,I will use English in my job.I believe fluent English and rich economy knowledge must broaden my life and open my eyes.3.You can never make a good first impression by the second time, therefore, how to make a good first impression?Answer:First,I want to say something about importance of the first impression.Whether we are applying for a joy,or trying to gain the attention of a potential boyfriend or girlfriend, you must concern yourself with the question of how to make a good impression.Making a good impression shows you a few hints to help you win in life.By this token,we understand the importance of the first impression.Well how do we make a good first impression?I Think the importance is makeing eyes contact. In conversations with customers or employees, look them in the eye. I know you might love your Blackberry, but please refrain from checking your device during the conversation. Think about how it makes you feel when the person you're talking to continually takes her eyes off you to check out other people in the room. I'll tell you how I feel—like it's a waste of time to even finish the conversation.4.Please describe a person who has made a difference in your life. Answer:Looking back over the past 20 years, I have the greatest influence to the people is my dad. My dad is not different from ordinary people, yet to me the most is his heart's normal mapping tolerance, understanding, open-minded and love it speechless.Dad's words, every move of my education, I learned tolerance, learned to understand and learn the extensive, learned to think for others. For now,I will bring a example to you .Once, I had a meeting, the next day,but I get up bed late, which made my blood boil. Then I get anger with my dad, shouted,"Why didn't you warm me up?If you did,I wouldn't be late and get criticized!"My dad said in peace and quite,"You wasn't a baby already, and we impossibility look after you for the whole lifetime.I know he are correct, but I might not apologize to him.My dad is just like that he must tell me how to do is right instead of yieling to me.Dad's love, such as high mountains, such as the sea. The world may have plenty of peaks, it can not compare my love for his. If I learned in the way people care and appreciate a bit, a little self-confidence and persistence, I have to thank the life I have the greatest influence on people - my father.5.Do you have any regrets in the relationship with your parents orfriends? What are they?Answer:As for the first question,my answer is explicit, yes.because nobody is perfect all over the world, and everybody has his independent personality and independent thinking. In addition,my parents have the generation gap with me.These resents make me has collision with my parents and good friends. But later,we will find our own faults, and feel regretful.Next I want to say something about specific examples. For friends, once we have a collision with my friend because of a little thing and we will find our own faults .But we all respect ourselves,so we don't want to make an apology to each other first.Day by day,our friendship are fading, and then we go to college never to meet. This thing make me very sad and regretful. If I early had apologized to him,we would be still good friends.Tor parents, sometimes I quarrel with parents as the result of my puerility. After we quarreled every time,I felt regretful.Regret is a common emotion of human being. When you see someone is in need of help but you can't help him or her, you feel pity. When you have done something wrong, you feel pity. When you can't join your best friend's birthday party, you feel pity. Even when you have done something right, but you think you could have done it in a better way, you might as well feel pity.So we shouldn't just feel regretful, instead of do it and changing it.6.Will you be the first person who extends help when others need it?How do you understand give and sacrifice?Answer:I'm not sure I will become the first person.Because I think I'm not brave enough to help somebody. For example,if an old man fell down, I don't know I would help him,at least,I could hesitate at the moment. But I want to be a person who extents help when others need it.As for giving and sacrifice,I thinks everybody needs to take something from other people and should be ready to give to others, too. It is not good for anyone just to take from others all the time, it is too selfish and one day he will not get anything from people around him. Ofcours we can't expect other people to return our kindness for what we have given. We should remember all the time what we have got from our friends, but forget what we have given to them.7.How do you budget your time and money at college?Do you have a sense of responsibility after half a year's college life?Answer:coldness doesn't exist in profession and school level. No employer will think you represent your school or your profession.any thing is not the reason of your wasting youth. Must be an independent personality and independent thinking. After a mistake to think independently and adhere to the view than to accept without hesitation the right of a view are more worthy of recognition. Manystudents could spend their time on playing computer games and chatting on line. Most of the girls in the computer as a player, most of the boys to the computer as a console. College students should have the necessary computer skills, but often the computer will become an excuse for wasting time openly.there are library which many books belong to and some study rooms in college.so we should spend our time on reading and studying.because as students, study is our responsibility.as for money,it is enough what can satisfy us to eat and play.the money doesn't belong to you but your parents,so we don't have an access to waste money.Love is unexpected, and can look forward to, but not manufacturing. If you are together with a girl ,first congratulation but i want to say whether you love her so much, she shouldn't become your first in money and time in college.after half a year's college life,i think i already have a sense of responsibility.because while i looked for a part time job and do it,i fond that making money is not easy.which made me realize i should study hard and not waste money and time.8.Do you agree that being an honest person often means making sacrifices?Explain you understanding with some examples.Exactly not,i means making sacrifices is not often but sometimes,if you are an honest person.9.Do you have problems with your parents? If yes, what will you do to bridge the generation gap?If no,then share your good ideas.10.How can you make your university life more rewarding?Illustrate your ideas.Answer:1. Must be an independent personality and independent thinking. After a mistake to think independently and adhere to the view than to accept without hesitation the right of a view are more worthy of recognition. Do not be a victim of indoctrination education.2. Career, business, academic. Generally speaking, everyone is destined to embark on a three roads in one. When making career planning, might as starting point for thinking. Depending on career planning to shape their core competitiveness. After only know what to do in order to know what to study.3. Do not because you are professional and popular brand-name university or complacent, there is no need because your school is not good or professional unpopular and low self-esteem.4. Thousands of strokes will, as a move cooked. Ten ten percent is nota hundred percent, but zero. If you have ten of each will do the work of ten percent, then, in the eyes of the employer, what you will not. So, you have to let yourself have the core competitiveness. "Generalist" only "professionals" on the basis of meaningful.5. Do not skip class, students are not good students. What class do notescape, what lessons have gotten away with is no different. We must master the learning initiative, was not the same as secondary school teachers led by the nose. Skipping is not wrong, but do not escape the wrong lesson. At the same time, it is necessary to skip class, but also for teachers to score.6. We must learn to finance. For poor students, the first thing to do is not make money, but money. Deal or No Deal, when many students to study, however, one month's salary after graduation is not enough to pay half the rent.7. Most of the girls in the computer as a player, most of the boys to the computer as a console. College students should have the necessary computer skills, but often the computer will become an excuse for wasting time openly. So many students have computers, but that was the middle of a lot of people when it comes to graduation may not Excel, PPT does not make a decent8. To do things as a man, a network of success and failure. How much money a person how much money do not mean that he owns the title, but rather how much money he owns the right to use. How much a person has the ability, not just when a person says he can do, but also what he was doing through someone else. A person earns, 12.5% are relying on their own knowledge, 87.5% from personal connections. Thirty years old before relying on professional money, three-year-oldafter Helenians clock to make money. So please, cherish personal connections built up during college. Friends you know in recent years may be after you graduate, the most valuable asset.9. The power of the Internet of course infinite, but if you are addicted to online chat, or addicted to online games,'d waste of money can make up for wasted no trace of youth. Eat only a little has been born unlucky roots, while Black and White Choi continued to place with the other girls time and time again close contact. Include reasonsand examples to support your response. (Listening and Speaking Course, Unit 3 & Integrated Course, Unit 1)Many people say that nature's force is irresistible, however, I think that man can conquer nature. First, I want to explain the meaning of “conquer”. I don't mean to defeat and control nature. Living harmoniously with nature is the goal and we can get it. As we all know, human's intelligence has only been exploited partly, but with so little intelligence, man has changed the world so much. From the First Industry Revolution to the Third Industry Revolution, man has changed the world so much. Although human's age is much shorter than nature’s, man has created amazing things. You can see, man is clever enough to make use of nature and has ability to adjust to nature. As you know, man has learned to use many things in nature and this comforts man's life. For example, the use of fire makes people warm and cooks food. Can you imagine the life without fire? You will live in darkness at night and suffer from cold in winter. Man can make new things to help us improve our living conditions and make tools to do things efficiently. Human beings can find, master and follow the regularity of nature. Now, man have destroyed some parts of nature, however, man has regretted and done many things to improve the environment. In short, our goal is to live harmoniously with nature and we can get it.3. Mark your answers on ANSWER SHEET 1.Text 1The future of space exploration depends on many things. It depends on how technology evolves, how political forces shape competition and partnerships between nations, and how important the public feels space exploration is. The near future will see the continuation of human space flight in Earth's orbit and unpiloted space flight within the solar system. Piloted space flight to other planets, or even back to the moon, still seems far away. Any flight to other solar systems is even more distant, but a huge advance in space technology could drive space exploration into realms currently explored only by science fiction. The 1968 film 2001: A Space Odyssey depicted commercial shuttles flying to and from a giant wheel-shaped space station in orbit around Earth, bases on the moon, and a piloted mission to Jupiter. The real space activities of 2001 will not match this cinematic vision, but the 21st century will see a continuation of efforts to transform humanity into a spacefaring species.Perhaps the most difficult problem space planners face is how to finance a vigorous program of piloted space exploration, in Earth's orbit and beyond. In 1998 no single government or international enterprise had plans to send people back to the moon, much less to Mars. Such missions are unlikely to happen until the perceived value exceeds their cost. One belief shared by a number of space exploration experts is that future lunar and Martian expeditions should be aimed at creating permanent settlements. The residents of such outposts would have to "live off the land," obtaining such necessities as oxygen and water from the harsh environment. On the moon, pioneers could obtain oxygen by heating lunar soil. In 1998 the Lunar Prospector discovered evidence of significant deposits of ice, a valuable resource for settlers, mixed with soil at the lunar poles. On Mars, oxygen could be extracted from the atmosphere and water could come from buried deposits of ice.The future of piloted lunar and planetary exploration remains largely unknown. Most space exploration scientists believe that people will be on the moon and Mars by the middle of the 21st century, but how they get there, and the nature of their visits, is a subject of continuing debate. Clearly, key advances will need to be made in lowering the cost of getting people off Earth, the first step in any human voyage to other worlds.41. A flight to other solar systems will be made more possible by[A] technological breakthroughs.[B] international co-operation.[C] market competition.[D] public pressure.42. It can be inferred from Paragraph 2 that human society will become increasingly[A] worried about life on other planets.[B] dependent on space tourism.[C] accustomed to long-distance flights.[D] associated with space exploration.43. According to this text, piloted space missions will need to be[A] more exciting than earlier film versions.[B] supported by international organizations.[C] more cost-effective than they appear to be at present.[D] financed by individual governments.44. It is predicted that people who will live on other planets would have to[A] appreciate the harsh conditions they encounter there.[B] depend on the natural resources available there.[C] take most daily necessities along with them.[D] engage in scientific research.45. It is difficult to send people to other planets because of[A] lack of capacity of space exploration vehicles.[B] the financial expenditure involved in space travel.[C] controversial nature of space travel.[D] the uncertain future of space exploration.Text 2Empowering workers constitutes the first step toward a stronger economy and stronger citizenry. It is a vital step toward overcoming inequality in American society. During the 1980s, the need for better wages for all workers increased as women, traditionally secondary earners, assumed greater responsibility for their own and their children's well-being. Yet the ability to raise families to a decent living standard through wage work decreased; real wages fell for most workers. And the Federal Government enacted, no new policies to facilitate the integration of work and family, as working women and Working families suffered a loss in political power as well.Black or Hispanic women are four times as likely to be low-wage workers as are white men with comparable skills and experience. White women are more than three times as likely as white men to be low-wage workers, and black or Hispanic men more than one-and-a-half times as likely. More than half of ail low-wage workers are the only wage workers in their families, or live alone.Employment no longer provides an escape from poverty. More than eight million working adults are poor; two million of them work full-time, year-round. More than seven million poor children have at least one working parent. When that one working parent is a low-wage worker, the children have no better chance of escaping from poverty than if the parent were not working at all; more than two-fifths of such children are poor.Even if generous income assistance were available, file wages employers pay would be held to a minimum. In addition, policies such as tax credits for working parents do nothing to increase the political power of working women and men.Our research shows that unionization is among the most effective strategies for raising pay, especially for women and minority men. Being a union member, or being covered by a collective-bargaining agreement, raised 1984 wages by $1.79 per hour for Hispanic men, $1. 32 for black men, $1.26 for Hispanic women, $1.01 for black women, $0.68 for white women, and$0.41 for white men, when all other factors, such as occupation, industry, firm size, education and experience were held constant. In percentage terms, the union increase was more than 15 percent for blacks and Hispanics, 11 percent for white women, and 4 percent for white men.46. During the 1980s, women started to play a more important role in[A] demanding political rights. [B] improving social welfare.[C] supporting the family. [D] earning better wages.47. According to Paragraph 2, who are most likely to be poor?[A] Women of color. [B] White women.[C] Men of color. [D] White men.48. According to Paragraph 3, having a job[A] means earning a low wage.[B] has never provided a way out of poverty.[C] does not mean that the children will become rich.[D] may not be a guarantee for a poor family to become better off.49. The term "unionization" (Line 1, Paragraph 5) refers to[A] mobilizing all workers to seize power.[B] gathering workers into an organized group.[C] working out strategies to raise workers' pay.[D] changing wage policies for women and minority men.50. What is the theme of the text?[A] The causes of low-wage problems.[B] The inequality of workers' pay.[C] The improvement of the rates of pay.[D] The economy and the rates of pay.Text 3Du Bois was a sociological and educational pioneer who challenged the established system of education that tended to restrict rather than to advance the progress of black Americans. He challenged what is called the "Tuskegee machine" of Booker T. Washington, the leading educational spokesperson of the blacks in the U. S..A sociologist and historian, Du Bois called for a more determined and activist leadership than Washington provided.Unlike Washington, whose roots were is southern black agriculture, Du Bois's career spanned both sides of the Mason-Dixon Line. He was a native of Massachusetts, received his undergraduate education from Fisk University in Nashville, did his graduate study at Harvard University, and directed the Atlanta University Studies of Black American Life in the South. Du Bols approached the problem of racial relations in the United States from two dimensions: as a scholarly researcher and as an activist for civil rights. Among his works was the famous empirical sociological study, The Philadelphia Negro: A Social Study, in which he examined that city's black population and made recommendations for the school system. Du Bols's Philadelphia study was the pioneer work on urban blacks in America.Du Bois had a long and active career as a leader in the civil rights movement. He helped to organize the Niagara Movement in 1905, which led to the National Association for the Advancement of Colored People (NAACP), established in 1909. From 1910 until 1934, Du Bois edited The Crisis, the major journal of the NAACP. In terms of its educational policy, the NAACP position was that all American children and youth should have genuine equality of educational opportunity. This policy, which Du Bois helped to formulate, stressed the following themes: (1) public s chooling should be free and compulsory for all American children; (2) secondary schooling should be provided for all youth; (3) higher education should not be monopolized by any special class or race.As a leader in education, Du Bois challenged not only the tradition of racial segregation in the schools but also the accommodationist ideology of Booker T. Washington. The major difference between the two men was that Washington sought change that was evolutionary in nature and did not upset the social order, whereas Du Bois demanded immediate change. Du Bois believed in educated leadership for blacks, and he developed a concept referred to as the "talented tenth," according to which 10 percent of the black population would receive a traditional college education in preparation for leadership.51. Compared with B. T. Washington, Du Bois's political stand was[A] less popular. [B] more radical.[C] less aggressive. [D] more conservative.52. According to the text, Du Bols worked as all of the following EXCEPT[A] an editor. [B] an educator.[C] a scholar. [D] an official.53. It is Du Bois's belief that[A] the blacks have a priority in terms of education.[B] higher education should be free for all races.[C] everyone has an equal right to education.[D] development in education should be gradual.54. Which of the following statements is true according to the text?[A] Washington would not appreciate the idea of overthrowing social order.[B] Racial separation is an outcome of accommodationist ideology.[C] Washington would not support determined activist leadership.[D] The Philadelphia Negro is a book on blacks in American South.55. It can be inferred from the last paragraph that[A] many blacks are prepared for leadership.[B] Du Bois was in favor of "elite education" for blacks.[C] Washington and Du Bois had never been friends.[D] only the top 10 percent are worth educating.Text 4Our analysis therefore suggests that the real problem facing the black community lies in the educational obstacles prior to the Ph. D. programs rather than in the pour-in of foreign students. Equally, our analysis suggests that we ought to treat foreign students as an important source of brain gain for us and that we ought to facilitate, rather than hinder, their arrival and their entry into our work force. How could this be done? There is a long-standing provision in our immigration laws under which those who bring in a certain amount of financial capital (which will "create jobs") are allowed to immigrate: A foreigner who invests one million dollars in a commercial enterprise established in a high-unemployment area, which creates jobs for at least ten Americans, is automatically given immigrant status (i.e., a green card). We suggest extending the idea from financial to human capital.Currently, graduate students who wish to stay on in the United States after their Ph. D. s must be sponsored by their employers, a process that imposes substantial hardship both on the students and on smaller employers. The standard procedure is in two stages. First, the U. S. Department of Labor must, on the basis of a U. S. employer's sponsorship, certify that "no American can do this job." Then, the would-be immigrant must apply for immigrant status at the Immigration and Naturalization Service (INS). If all goes right, the entire process takes about two years (considerably more for citizens of certain countries). But things may not go right: there could be problems at either stage. Thus, the employer or the "alien" must hire an immigration lawyer. The current process, then, is costly both to the would-be immigrant and to the employer (and hence, it unfairly penalizes smaller firms that cannot afford this expensive process and so cannot recruit this foreign talent). The Immigration and Naturalization Act of 1990 introduced an alternative route for professors and researchers to secure immigrant status. Essentially, it eliminates the average processing time to about one year, it does not eliminate any of the uncertainty or the need for expensive legal counsel. We budget that automatic green cards be given to all those who obtain a Ph. D. in the science and engineering programs at our universities. In adopting such a "guaranteed green card" proposal, we would be recognizing the important contribution that these students make to our leading position in science by giving equal weight to human capital and financial capital.56. Prior to this text, the author has most probably made an analysis of[A] brain gain in the United States.[B] the cause of problems of the black people.[C] the U. S educational programs for blacks.[D] the procedure of foreign students' immigration.57. Which of the following statements will the author most probably agree with?[A] Foreign students are a new source of financial capital.[B] Ph. D. graduates should automatically be given green cards.[C] Foreign Ph. D. graduates may function as a kind of capital.[D] Foreign investors ought to immigrate to high unemployment areas.58. A foreign graduate student who applies for immigrant status must have[A] a U.S. employer's sponsorship.[B] financial capital to create ten jobs.[C] a job in an American company.[D] the help of an immigration lawyer.59. Smaller enterprises have difficulty using foreign talent because of[A] the costly recruiting process.[B] the expensive legal counsel.[C] the competition from big companies.[D] the inability to provide sponsorship.60. The author's proposal differs from the Immigration and Naturalization Act of 1990 in[A] the kind of green card.[B] the amount of investment capital.[C] the budget for the whole process.[D] the certainty of issuing green cards.Part BDirections:Read the following text carefully and then translate the underlined segments into Chinese, Write your translation clearly on ANSWER SHEET 2.The cost of staging the year 2000 Olympics in Sydney is estimated to be a staggering $960 million, but 61) the city is preparing to reap the financial benefits that come from holding such an international event by equaling the commercial success of Los Angeles, the only city yet to have made a demonstrable profit from the Games in 1984. At precisely 4:20 a.m. on Friday the 24th of September 1993, it was announced that Sydney had beaten five other competing cities around the world, and Australians everywhere, not only Sydneysiders, were justifiably proud of the result. 62) But, if Sydney had lost the bid, would the taxpayers of New South Wales and of Australia have approved of governments spending millions of dollars in a failed and costly exercise? There may have been some consolation in the fact that the bid came in $1 million below the revised budget and $5 million below the original budget of $29 million formulated in mid-1991. However, the final cost was the considerable sum of $24 million, the bulk of which was paid for by corporate and community contributions, merchandising, licensing, and the proceeds of lotteries, with the NSW Government, which had originally been willing to spend up to $10 million, contributing some $ 2 million. 63)The Federal Government's grant of $5 million meant, in effect, that the Sydney bid was financed by every Australian taxpayer.Prior to the announcement of the winning city, there was considerable debate about the wisdom of taking financial risks of this kind at a time of economic recession. 64) Others argued that 70% of the facilities were already in place, and all were on government-owned land, removing some potential areas of conflict which troubled previous Olympic bidders. The former NSW Premier, Mr. Nick Greiner, went on record as saying that the advantage of having the Games... "is not that you are going to have $7.4 billion in extra gross domestic product over the next 14 years." 65) I think the real point is the psychological change, the gaining of confidence, apart from the other more obvious reasons, such as the building of sporting facilities, tourism, and things of that nature.Section ⅣWriting(35 minutes)Directions:66.
