编制说明
一、目的和意义
为实现广东省公共场所双语标志英文译法使用的准确及统一～需科学、合理地对相关公共场所双语标志的译法进行引导～因此制定本规范。
二、工作简况
《公共场所双语标志英文译法规范》的制定是基于广东国际化建设的实际需要～其编写工作得到广州市外事办、广州市地名办等单位的大力支持。规范从2007
年6月份正式开始编写～由于本规范是公共标志引用的科学依据～为了保证规范的科学性、可用性～项目组主要由广州市标准院的编写团队及外事办的专家团队组成。规范的主要起草人是刘保春、程丽萍、郑钧、蔡若蘅、柳柳、王蕾、余清霞、吴国文。
三、本省的基本情况

验～公共场所双语标志的译法是否得体是城市整体素质的直接展现。广东省的很多公共场所双语标志翻译都存在着问题～译法与中文原意相去甚远～译法的质量亟需进一步的完善、改进。因此～规范公共场所双语标志的英文译法显得迫在眉睫～需尽快借助标准对公示语英文译法进行规范统一～并通过相关部门进行大力推广。公共场所双语标志的英文译法规范将改变目前的水平不一的混乱局面～创造良好的语言环境～使公共场所的双语标志真正做到与国际接轨～对广州市成功举办2010年亚运会以及提升广东的国际大都市形象有着重要而深远的社会意义。
四、主要研究内容
本规范的主要内容包括六个部分:通则、道路交通、医疗卫生、体育场馆、商业服务业、旅游景点。同时～项目组将联合相关单位及专家～按照标准的要求～努力帮助相关行业贯彻标准的实施。
1.通则部分
1,规定标准的基本通用原则～适用于标准的各个部分。
2,内容包括了相关的规范性引用文件、术语和定义、一般要求。其中“一般要求”涵盖了独词、方位词、序数词、冠词和介词、标点符号、警示提示信息、功能设施信息、特殊情况。
2.道路交通部分

信息分为:通用信息、医院系统信息、医疗预防控制中心系统信息、急救中心系统信息、血液中心系统信息。
五、项目主要工作过程
,一, 需求分析阶段
广州市标准化研究院与广州市外事办合作～组建项目专家团队～会同项目专家进行广泛调研、收集资料～形成标准草案。分别联系五个相关行业的牵头单位～在其协助下组织相关单位根据草案中的类别提出本行业所需的英文标识的中文需求。项目组与相关行业专家对五个方面的需求进行分类、整理、论证并确定中文需求。
,二, 初稿形成阶段
项目组根据确定的中文需求～会同项目组专家进行进一步的英文翻译工作。组织相关中外语言专家、行业专家对标准初稿译文进行初步论证、修改。

,三, 征求意见阶段
项目组就标准初稿广泛征求广东省各相关单位的意见和建议～分别召开各部分
标准的征求意见会～按照专家及相关单位的意见进行修改并第二次征求专家意见。六、与国内外法律、法规和标准相关情况的说明
本规范主要参考了国内其他城市关于公共场所双语标志的相关规范～以及查找
国外相关资料等。
七、贯彻技术规范的要求和措施建议
本标准的制定具有较强的科学性、可用性～建议广东省相关部门引导相关政府
机关、使用单位根据本规范的原则～对公共场所双语标志进行修改、完善。同时建议相关的部门成立标准实施推广小组对重要公共场所的双语标志进行统一督查推广。
八、提出标准实施日期的建议
建议本规范于2008年6月发布。2008年7月起实施。
