经过长期发展，我国已经建立了由医院、基层医疗卫生机构、专业公共卫生机构等组成的覆盖城乡的医疗卫生服务体系。截至2013年底，我国有医疗卫生机构97.44万个，其中医院2.47万个，基层医疗卫生机构91.54万个，专业公共卫生机构3.12万个；卫生人员979万名，其中卫生技术人员721万名；床位618万张。每千常住人口拥有医疗卫生机构床位4.55张、执业（助理）医师2.06名、注册护士2.05名。2004—2013年，全国医疗卫生机构总诊疗人次由每年39.91亿人次增加到73.14亿人次，年均增长6.96%，住院人数由每年6657万人增加到1.91亿人，年均增长12.42%。

但是，医疗卫生资源总量不足、质量不高、结构与布局不合理、服务体系碎片化、部分公立医院单体规模不合理扩张等问题依然突出。
