力度进一步增强；俄罗斯进一步抗衡西方的战略挤压，特别是北约东扩。
俄格冲突表明俄不会牺牲战略底线，但不寻求同西方的对抗，不会回复到冷战时期。
日本寻求大国地位的战略意图并没有改变，但也十分注意处理好同邻国的关系。
一些新兴经济体在国际政治经济舞台上的作用和影响日益增强，西方大国在处理国际热点时寻求与它们的合作与协调。
大国关系力量对比的这些变化会牵动全球经济政治格局的演变，不少国家已提出要建立新的地区经济体或货币体系。

但现在这种形势下提出，明显是日本的民主党派认为中国可以帮日本脱离美国，寻求更好的发展，东亚共同体的主导国必然是中国，统一的货币必然是人民币，这难道不能说明中国的国际地位在提升吗？
除经济实力外，中国的军事、科技、软实力也持续上升。
军事上，中国的投入较之前有很大提高，使中国的海军、空军等实力比20世纪90年代有显著的提升。
科技上，航天活动取得突破性的进展，令整个世界刮目相看。
在软实力方面，中国发展模式得到越来越多的发展中国家和发达国家的认可，成为不少国家试图仿效的样板。
