通知具有广泛性、周知性、时致性。
通知的种类一般可分为五种：一是指示性通知。
用于直接发布行政法规和对下级某项工作的指示、要求。
带有强制性、指挥性和决策性。
二是批示性通知，又称转发性通知。
领导机关用批转、转发的方式发布某些法规，要求下级贯彻执行。
批转下级机关送来的工作报告、建议、计划等，以及沟通情况，指导工作。

通知的结构通知一般由标题、正文和落款三部分组成。
(1)标题。

五、各地要按照国务院的规定，切实加强对居民基本生活必需品和服务价格的监审，继续推行明码标价制度，以稳定市场、稳定物价、稳定人心。
六、要继续实行各级政府的物价总水平控制目标责任制，把控制商品零售价格指数和居民消费价格指数作为考核各级政府政绩的主要指标，每月向社会发布。
当前，各级政府要继续贯彻执行中央的各项宏观调控措施，把稳定市场物价作为首要任务来抓，力争今年物价上涨幅度不超过去年实际水平，为1995年和今后的改革与发展创造一个较好的环境。

评选全国劳动模范和先进工作者，要面向基层，面向经济建设第一线。
要评选坚持党的基本路线，一贯勤勤恳恳、任劳任怨、改革创新、事迹突出的先进人物。
妇女、少数民族应占一定比例。
通过评选活动，广泛宣传各行各业先进人物的模范事迹和崇高精神，动员广大群众以先进模范人物为榜样，努力工作，为夺取改革开放和现代化建设事业的新胜利而努力奋斗。
劳动模范和先进工作者评选条件、评选方法、评选数额分配等事项，由筹委会另行通知。
