存货的采购成本由采购价格、进口税和其他税(企业随后从税务当局获得的退税除外)以及可以直接归属于购买制成品、材料和劳务的运输费、手续费和其他费用所组成。商业折扣、回扣和其他类似的项目,可以在确定采购成本时扣除。进口税和其他不能从税务当局获得的退税算入到采购价格内,商业折扣和回扣以及其他类似项目算作是成本价格削减,而由于购买产生的运输费、手续费等则归为其他费用。
(二)IAS 2的范围
IAS2是国际会计准则第二号。IAS2主要由目标,范围,确认(包括存货计量、成本计算以及费用确认等),披露,生效日期等方面组成。本号准则的目标,是对历史成本制度下存货的会计处理做出规定。作为一项资产所要确认并且需要结转到有关收入被确认时为止的成本金额,是存货会计的主要课题。本号准则对成本的确定及其随后费用的确认,包括其减记到可变现净值等,提供实务方面的指导。此外,本号准则还对费用分配到存货所采用的成本计算方法提供指导。本号准则适用于按历史成本制度编制的财务报表对存货的会计处理,但不包括对如下项目的会计处理:
(1)根据建筑合同所产生的在建工程,包括与此直接有关的劳务合同(见国际会计准则第11号建筑合同);
(2)金融工具;
(3)诸如牲畜、农产品、林产品、矿产品之类的生产者存货,在一定程度上它们是根据某些行业已经良好建立的实务按可变现净值加以计量的。
(三)存货的定义
国际会计准则第2号中并没有规定存货的确认条件,主要是因为准则在定义段已经说明存货属于一项资产,而国际会计准则在编报财务报表的框架中已经规定了符合要素资产负债定义的标准,所以没有在另行规定存货的确认条件IAS2对存货的定义为:
2、 加工成本
存货的加工成本包括直接与单位产品有关的费用,诸如直接人工等。在将材料转化成制成品的过程中,会发生各种固定和变动的生产间接费用,存货的加工成本还包括对这些间接费用的系统分配。固定的生产间接费用是指无论生产数量多少都保持相对不变的那些生产间接费用,诸如工厂建筑物和设备的折旧、维修费以及工厂的行政管理费等。变动的生产间接费用是指随着生产数量直接或几乎直接变动的那些生产间接费用,诸如间接材料和间接人工等。
1、在正常经营过程中为销售而持有的资产;
2、为这种销售而处在生产过程中的资产;
3、在生产或提供劳务过程中需要消耗的以材料和物料形式存在的资产。
存货包括为再售目的而购入和持有的货物,例如包括由零售商购入并且为了再售而持有的商品,以及为了再售而持有的土地和其他不动产等。此外,存货还包括企业已经生产完毕的制成品、正在生产的在制品和在生产过程中等待使用的材料和物料等。在提供劳务的情况下,存货包括了劳务费用,对此费用企业尚未确认有关的收入(见国际会计准则第18号收入)。

Abstract:Die Bilanzierung des Vorratsvermögens ist für viele Unternehmen eine Arbeit, die sowohl Auswirkungen auf die GuV als auch auf die Bilanz hat. Der Standard IAS 2 regelt die Bilanzierung von Vorräten und beinhaltet außerdem Anwendungsleitlinien zu den Verfahren, die für die Ermittlung der Anschaffungs- und Herstellungskosten benötigt werden und wesentlich sind. Wenn ein Unternehmen einen Produktionsplan durchführenwill,sindVorräte unentbehrlich. Vorräte machen bei vielen Unternehmen einen großen Teil des Jahresabschlusses aus.Inden produzierenden Industrieunternehmen ist das Vorratsvermögen fast immer die wichtigste Aktivposition in der Bilanz. Für die Anpassung der nationalen Industriepolitik und den zunehmend harten Wettbewerb ist die Bildung eines nützlichen Vorräte-Management-Systems in einem Unternehmen notwendig. Manager sollten auf Veränderungen des Vorratsbestands zur richtigen Zeit und mit der der richtigen Menge reagieren, um neue Vorratsvermögen zu beschaffen. So können Überschüsse bzw. Fehlbestände der Vorräte vermieden werden. Dies senkt die Gesamtkosten für Vorräte und beschleunigt den Kapitalumschlag.Durch die Behandlung dieses Vorräteproblems wird die Produktionskapazität eines Unternehmens erweitert, die Entwicklungsgeschwindigkeit wird schneller und die Wettbewerbsfähigkeit eines Unternehmens wird verbessert.

存货在工业企业和商品流通企业的资产中占有很大比重,因此存货的确认 和计量正确与否直接影响资产负债表中资产的真实性和相关性。国际会计准则第二号规定,存货的计量分为初始计量和后续计量。初始计量存货按采购成本或加工成本进行计量。在后续计量中,存货应按成本与可变现净值中的低者来加以计量。

IAS的全称是International Accounting Standard,也就是国际会计准则,也翻译为国际会计标准。成立于1973年的国际会计准则委员会(IASC),为提高会计报表资料在国际间的可比性、协调各国会计实务中的分歧而颁布的会计规范。它是适应跨国公司发展的需要而制定的。为了进一步提高国际会计准则委员会的作用与地位,使核心准则尽快在全世界范围内得到应用,国际会计准则委员会将重组问题提上了议事日程。2000年IASC改组以后成立了IASB,IASB成立伊始,就明确了其发布的准则名称为“国际财务报告准则”(简称IFRS),IFRS还将涵盖非财务方面的准则,如环境报告准则和可持续发展报告准则,同时指出,IASC过去发布的国际会计准则(IAS)及解释公告在没有被IASB修订或废止之前,仍然有效。IASB确立了原则基础的准则制定模式,鼓励专业判断,原则基础摸式有助于培育一种以专业判断取代机械套用准则的氛围。
国际会计准则第二号规定存货应当按照采购成本或加工成本进行初始计量。对于企业外购的存货应当按采购成本进行初始计量,如果存货不是从外面采购的,而是企业通过进一步加工而取得的,则应当按照加工成本进行初始计量。

近年来我国一直对国际上合并报表的方法最新发展情况进行大量借鉴,并积极展开了相关理论和实践的探索,在2007年颁布了我国的《企业合并》(cas20)和《合并财务报表》具体会计准则。
