五、案例分析题(本题30分)X公司原来主要生产复印机,一直多时按照职能制来设计组织结构,由几位副总经理分管财务、销售、生产、人事、采购、工程以及研究和开发。

随着公司把它生产的产品系列扩大到打印机、传真机、个人电脑、手机等以后,公司的职能制结构出现了一系列问题:总经理办公室以下的人员以及机构都无法对公司的利润负责,也无法适应市场拓展之后所带来的业务的广泛性,而且那些阻碍销售、生产和研究开发的各职能部门之间有效协调的“壁垒”正在不断加固;更糟糕的是,有许多决定,似乎除了总经理办公室外,其他任何低于这一级的机构都不能做出。

面对这些问题,X公司的高层管理者决定,将公司分为12个在不同产业和市场中各自独立经营的分公司,每个分公司都对利润负有全部责任。

然而在实行公司重组后,X公司的高层管理者明显感觉到对分公司不能实行充分控制了。

分公司在采购和人事方面出现了大量问题,各分公司经理无视总公司的方针和策略,各自经营自己的业务,正在逐步演变成一些互不关联的独立部门。

这些问题的出现,使X公司认识到,可能在分权方面走得太远了。
